HomeMy WebLinkAbout1334 - MINUTES - City Commission • MINUTES JOINT MEETING BETWEEN THE CITY OF HOLLYWOOD AND THE CITY OF DANIA BEACH MARCH 19, 2002 1. Welcome and Introductions Mayor Mara Giulianti opened the meeting at 6:00 p.m. and introductions were presented. (see attached list) 2. Dinner 3. Topics of Discussion: a) Expansion of the Fort Lauderdale/Hollywood International Airport. Commissioner Bob Mikes, City of Dania Beach, advised that Broward County Aviation uses single event contours to determine average noise impact, which does not provide an accurate representation of the noise burden imposed on the residential communities surrounding the airport. The City of Dania Beach has hired consultants to review the DEIS (Development Environmental Impact Statement) that has been presented by the FAA. The airport expansion is mainly catering to commuter aircraft usage, which imposes an even greater environmental impact on the area, and there is a possibility that over 100 homes could be lost from the surrounding area with the expansion of the south runway. Mayor Giulianti was supportive of the people mover proposal in the 2020 Vision Plan; however, she opposed e development of a 600 room hotel based on the adverse impact on the primary and secondary hotels rrounding the airport. Mayor Giulianti pointed out that Hollywood also has air quality issues impacting homes in the Arapahoe Farms area with the expansion of the airport. Lorie Mertens, Senior Policy Analyst mentioned that Broward County formed"a new Airport Task Force Committee that includes members from both cities and that she is working with Brenda Chalifour, Airport Consultant for Dania Beach, on the airport issues. Commissioner Peter Bober agreed that the noise decibel levels during the day are different from the night readings and that although the airport expansion is beneficial there are inherit dangers and safety issues to be considered in light of the September 111h events. Commissioner Beam Furr suggested that the staffs from both cities meet so that a consensus could be formed and everyone has a clearer understanding of the issues impacting each city. Vice Mayor Flury, City of Dania Beach, couldn't understand the need to build a 600 room hotel that would clearly be competing with municipal hotels and businesses in the area. Commissioner Bertino, City of Dania Beach, agreed that the County should focus on providing better transportation. He clarified that although Dania Beach signed an Interlocal Agreement with Broward County in 1995, the City Commission of Dania Beach has a fiduciary responsibility to protect the health and safety of its residents impacted by the airport expansion. Aviation Director Bill Sherry expressed the County's desire to obtain input from the cities and to clear up some isconceptions that have been raised about the airport expansion. Mr. Sherry encouraged attendance at the rport Task Force Meeting on March 20 at 7:30 p.m. He pointed out that it is a common practice to have commuter aircraft usage combined with a mixture of other aircraft fleet at the airport and that 32 million MINUTES 1 MARCH 19, 2002 JOINT MEETING passengers are projected for 2020, which requires infrastructure to support the anticipated future growth. Rayor Giulianti stated that cities have not received assurances in regards to the negative impacts on quality of life issues and that Broward County is a poor example of properly planned development. She pointed out that a strategy plan should have been developed collectively with cities in the beginning and that Broward County should not be pursuing a JFK type of airport development. Commissioner Sal Oliveri suggested that Broward County consider the need to balance tourism and residential use based on the fact that the area is currently experiencing gridlock. He stressed the importance of balancing quality.of life instead of allowing economic development to be the driving force. John Rodstrom, Broward County Commissioner, pointed out the 2020 Vision Plan was intended to connect transportation from the airport to the seaport and accommodate business travelers with early flights from the airport. He advised that Fort Lauderdale-Hollywood Airport is still a low cost airport because landing fees are low, which keeps the airline costs down. Commissioner Rodstrom advised that the current Broward County Commissioners are environmentally conscious and that development cannot be stopped and growth is going to continue. Commissioner Mikes agreed that there should be limits set on development as expansion is already out to the everglades and that there is a need to review emergency management in the event of a major hurricane. Both Commissions agreed to work together to protest against the airport expansion and to have staff members work together along with the consultants and airport advisory members to come up with a strategy on informing the public of the adverse impacts from the airport expansion. is) Beach Renourishment City Manager Samuel A. Finz stressed the importance of participating with Broward County programs to replenish beaches due to serious erosion problems. Commissioner Bob Mikes suggested reviewing the legal standpoint on permits to determine if the sand could be allowed to mitigate naturally. Suzanne Utnik, Assistant to the City Manager for Special Projects, reported on the current erosion issues and lack of available sand. She advised that the Coastal Coalition was meeting April 25th to discuss other solutions for dealing with the beach renourishment issues and that there may be a potential in the future to consider Bahamas sand. Commissioner Bertino stressed the importance of pursuing the by pass for southern mitigation of sand and the possibility of pursuing legal action if necessary. Commissioner Oliveri stated that Broward County should require Fort Lauderdale to work with coastal cities on the sand by pass. County Commissioner Rodstrom agreed with the by pass to deal with the problem and mentioned the possibility of cities having to pay for sand to resolve the matter. Mayor Giulianti advised that Fort Lauderdale does not have the beach erosion problems that are currently encountered by Dania Beach, Hallandale Beach and Hollywood and she urged Broward County to assist the ties with the sand by pass. c.) Large user agreement issues including use of grey water and stormwater/wastewater disposal. MINUTES 2 MARCH 19, 2002 JOINT MEETING *ity Manager Finz mentioned Hollywood's intentions of installing a deep well injection system and was hopeful that Dania Beach would have interest in working together on regional water issues and future expansion of the wastewater plant. Commissioner Bertino pointed out that Dania Beach did not have an opportunity to vote on whether they agreed with the deep well injection proposal by Hollywood. City Manager Finz advised that the State informed Hollywood that they have to do the deep well injection system as other options are too costly. Mayor Giulianti explained that previous Acting City Manager Jason Nunemaker, had agreed on behalf of the City of Dania Beach, to the deep well injection system, at a Large User Meeting. Mayor Giulianti mentioned that the issue was never brought before the City Commissions to vote upon. Commission Beam Furr agreed that the deep well injections were not the best solution. He mentioned that EPA should be presenting a report in April and that he would make sure Dania Beach received a copy. d) Allocation of Bed Tax funds for maintenance of public beaches and beach safety. City Manager Ivan Pato, City of Dania Beach, suggested that coastal cities request a modification in the formula used for distribution of Tourist Development Tax Dollars (bed tax) to allocate a portion for beach renourishment issues. Alan Fallik, Deputy City Attorney, advised that State Statute would allow the use of the bed tax for beach nourishment. Mayor Giulianti recommended that the coastal cities work together on making the request of Broward County to modify the bed tax formula. City Manager Pato advised that Dania Beach would be preparing a resolution for adoption on March 261n e.) Joint participation and regionalization of city services. Mayor Giulianti was pleased with the savings in tax dollars with Hollywood and Dania Beach sharing the new Hollywood Fire Station located on Stirling Road and stressed the importance of the County considering regionalization of services. Commissioner Bertino mentioned that the cities could also work together on drug prevention and prostitution problems encountered on a daily basis. Discussion followed on bus transportation programs provided through Broward County grants and the need for transportation expansion at the Port to bring the business communities together. Mayor Chunn, City of Dania Beach, urged the cities to rally together against drug problems that are encountered on a regular basis between the cities. Commissioner Beam Furr suggested that the cities work together in redevelopment of Ely Boulevard. Payor Giulianti suggested that both cities have their planning personnel discuss the Dixie Highway greenway an with a potential for including Ely Boulevard. MINUTES 3 MARCH 19, 2002 JOINT MEETING f.) Property values, tax revenues and the Broward County Property Appraiser. ayor Giulianti mentioned that the Broward County Property Appraiser's recent statement on setting the fair value of property would impact revenue flow to cities. She did not believe that this was the role of the Property Appraiser and advised that properties should be set at real value. She encouraged the city managers from both cities to address the matter with Broward County and interested parties were encouraged to attend Hollywood's meeting on property values April 4 at 10:00 a.m. Suzanne Utnik, Assistant to the City Manager for Special Projects, mentioned that the issue would be discussed with the Coalition of Cities as values in cities are increasing not decreasing. g.) Other Issues: Discussion followed on John Lloyd Park and TY Park. Commissioner Oliveri mentioned that an Environmental Ethics meeting would be held at FIU, North Miami, on Friday from 8:30 -9:00 a.m. Comments were presented on the success of the meeting and the opportunity to deal with issues impacting both cities. Dania Beach representatives expressed a desire to host the next Joint Meeting between the cities in the near future. This meeting adjourned at 8:35 p.m. • Rob rt H.
