ROLL CALL: Present: Mayor: Robert H. Chunn, Jr. Vice-Mayor: Pat Flury Commissioners: John Bertino C.K. PRESENTATION BY STAFF ARID CRA CONSULTANTS, ILER PLANNING GROUP,INC., REGARDING PUBLIC INPUT RECEIVED AT THE COMMUNITY REDEVELOPMENT AREA PLAN &ORKSHOPS HELD ON JULY 18 AND 20. Laurence Leeds, Growth Management Director, reported that over 1,000 notices were mailed by his office to property owners in the Community Redevelopment Area (CRA). The CRA includes some 500 acres of lands identified as fronting Federal Highway from Old Griffin Road down to Sheridan Street, frontage along Dania Beach Boulevard between the eastern City limits in Hollywood, roughly two or three blocks west to the FEC Railroad tracks, and considerable residential properties in the northeastern and northwestern parts of the City. Mr. Leeds stated that two successful workshops were conducted and over 50 residents attended and provided input. Mr. Leeds pointed out that the CRA Plan needs to be approved by the City Commission and Broward County by the end of the year in order to take maximum advantage of the Tax Increment financing available to fund the CRA. Henry Iler, Iler Group, introduced the consulting team: Craig Benz,ller Planning Group, Kimberly Mandress, EDSA, Doug Coolman, EDSA, Bill Keith, Keith & Associates, Andy Dulcart and Wilson Sanchez, Keith & Associates. A power point presentation (attached hereto) was provided and comments included by the consultants on the following. ✓ 30 year plan ✓ Tax Increment Funding ✓ Building Height increased to 4 to 5 stories ✓ Building setback considerations MINUTES 1 AUGUST 6, 2002 SPECIAL MEETING ✓ Five (5) Development Alternatives presented — The main option that was supported was to • realignment of the South bound lane west of Federal Highway to SW 1st Avenue. Discussion followed on acquisition of parcels on the north and south end so that the roadway could fork off and come back. Additional concerns from the public were the relocation costs of businesses. ✓ Master Plan influences ✓ Core area of CRA has 1400 Parking garages of which 85% is private parking. The consultants determined that in order to encourage redevelopment either meter parking or garage parking would be needed and parallel parking was proposed with the reduction from six lanes to four lanes on Dania Beach Boulevard. ✓ Water and Sewer Infrastructure (6" to 12" water mains) ✓ Drainage infrastructure is not major in the CRA area, however, funding costs saved by the City in the CRA area will now be able to be used for the southeast area drainage improvements. ✓ Economics ✓ Transportation —Tri-Rail/FEC corridor station in Dania Beach ✓ Business and residential market development potential ✓ Mixed Uses in downtown ✓ Bike paths and walkways to connect to downtown ✓ Architecture to remain Classical and some diversity Henry Iler advised that the CRA schedule will involve a Planning & Zoning Board on August 21, proposed submission to Broward County on September 2, City Commission Public Hearings on September 10 and 24, and submission to Broward County on September 25. 0ayor Chunn opened the Public Hearing: Lisa Young, 124 South Federal Highway, representing the Dania Beach Heights Civic Association, advised that residents are eager to be involved in the CRA program and that meetings are also underway to implement a redevelopment plan in conjunction with the Urban Infill and Redevelopment Assistance Program that will also benefit the City. Albert Jones, 722 SW 3 Street, inquired as to how Option #4 would impact the study that was conducted by the Florida Department of Transportation and the tie-in with Federal Highway and SW 3`d Avenue and SW 4th Avenue. Mr. Jones stressed the need for more diversity in the downtown. Bill Keith clarified that the study by FDOT, in conjunction with the Metropolitan Planning Council, proposed the roadway across the railroad tracks and that it was not received very well because it severely impacted the residential community. Mr. Keith stated that Option #4 would keep the alternative east of railroad down 1st Avenue and commercial and industrial areas. Mr. Keith pointed out that the MPO would most likely be favorable to anything that would relieve traffic congestion on Federal Highway. ,Charlene Scalese, 826 NW 13 Avenue, expressed concern that the CRA proposal may be expansive. Chantel Gagnon, Dania Beach United and Main Street, inquired as to whether there would be an advantage for US1 diverting north bound opposed to south bound. Mr. Coolman thought it would be an advantage for US#1 being both north and south bound. 0 MINUTES 2 AUGUST 6, 2002 SPECIAL MEETING Vito Mancino advised that there is an Ordinance that prohibits building height to five stories. 'Rerrick Henkerson was supportive of the CRA and stressed the importance of defining the center of the City. Mark Van Berber inquired as to which properties would bring the most tax base. Mr. Coolman identified the commercial areas on the CRA map. Mr. Henkerson suggested that the CRA area could be tied into the DCOTA business district. Andy Dulcart stressed the importance of business coming to Dania Beach and not just focusing on DCOTA. Carol Grampa expressed concern with the impact on the business community with traffic being diverted from US #1. Hearing no further comments, Mayor Chunn closed the public hearing. Commissioner Bertino thought that the CRA concept plan may not be realistic since the average income in Dania Beach is medium, which would not be good enough to support retail stores like those on Las Alas Boulevard in Fort Lauderdale. He suggested focusing on hotel, restaurant and lounge businesses and interior design uses with DCOTA as high-end stores would not work. He mentioned the need for the proper water and sewer infrastructure to be addressed before building heights increase. Commissioner Bertino suggested some taller buildings and a small scale storage marina for the Dania Jai Alai property. Mr. Iler advised that there is a need for diversity to be a focus in the -the CRA area and set of design guidelines for the building designs. Vice-Mayor Flury was pleased with the participation in the CRA process and commented on the success of Delray Beach with its CRA. She mentioned that with a 30 year plan there is potential for Charter School and library use and agreed that the water and sewer infrastructure and zoning issues need to be addressed. She supported no more than six-stories on the building height and wasn't sure of the Federal Highway roadway plan and stressed the importance of capitalizing on the cut-off canal. Commissioner Mikes agreed with Option #4 as the most practical alternative. He mentioned that the major parcels are along the Dania Cutoff canal and that the focus should be on the uniqueness of the water access available in Dania Beach. Commissioner Mikes pointed out the need to preserve some of the historical churches and buildings in the City and the importance of adhering to the City's development code. Mr. Iler agreed that the developers need to know what the development code requirements are going to be so that they are not discouraged or frustrated with a lengthy variance process. Mr. Iler advised that the CRA team will assist the City with pursing funding sources in the future after the CRA is established so that the proposed projects can be completed. Commissioner McElyea supported the CRA Plan. He agreed that the Dania Jai Alai property should be developed and that Dania Beach Boulevard needs to be continued through to Bryan Road. Commissioner McElyea was positive that the proposed FEC railroad passenger station would be good for the City and pointed out that Griffin Road also provides many development potentials for the City. • MINUTES 3 AUGUST 6, 2002 SPECIAL MEETING Mayor Chunn commended the consultants and was supportive of the overall plan. qr.
