A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 28T" 4
YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM (2002-2003) IN THE TOTAL AMOUNT OF
$220,471.00; PROVIDING FOR FUNDING FOR NORTHWEST
ACQUISITION IN THE AMOUNT OF $100,000.00 AND
IMPROVEMENTS TO THE ACQUISITION SITES IN THE
AMOUNT OF $120,471.00; AUTHORIZING THE APPROPRIATE
CITY OFFICIALS TO EXECUTE SAID APPLICATION;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA.
Section 1. That certain 281h year application for the Community Development Block
Grant program for 2002-2003 fiscal year for Northwest Acquisition of properties located at 56
NW 8 Avenue and 2 NW 8 Avenue in the amount of $100,000.00, and improvements to
aforementioned sites in the amount of $120,471.00 between the City of Dania Beach, Florida
and Broward County, in substantial form as Exhibit "A", attached, is approved and the
appropriate city officials are authorized to execute it. The City Manager and City Attorney are
authorized to make minor revisions to said application as are deemed necessary and proper for
the best interests of the City.
Section 2. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

SUBJECT: CDGB Grant Application
Issue
The issue is approval of the Resolution by the Commission for submittal of two applications
for Community Development Block Grant funding.
• Explanation
The City has the opportunity to apply for two grants in the total amount of $220,471 .00
from the Broward County Board of County Commissioners for the Community
Development Block Grant (CDBG) 28`h year funding cycle. The first application will allow
the City to acquire properties located at 56 NW 8 Avenue and 2 NW 8 Avenue. The
second application will provide infrastructure to these properties, including security
fencing, security lighting, street lighting, drainage, sewer tie-ins, and construction of a
parking lot. With the acquisition of both these properties and infrastructure, the City will
be in position to begin construction of a Community Center to be located on the 56 NW 8
Avenue site. The total money allocated to the City for these projects is $220,471 .00. It is
important to note that the resolution must be attached to the application packet and serves
as the City's commitment to proceed with the project.
Recommendation
Approve resolution and attach to grant applications for funding of both acquisition and
infrastructure.

5. Project Goals: Provide specific project goals and quantifiable objectives.
Quantifiable objectives should specifically state who, what, where and how
many. Scope of services demonstrates activities involved in implementing
the project while project continuation and maintenance relates to the whether
or not this will be an ongoing activity after funding ends.
a. Project Goals and Quantifiable Objectives: Describe how goals and
objectives will benefit low income persons or eliminate or prevent slum
and blighted conditions, or impact a problem or need of particular
urgency.
The Northwest Acquisition project addresses some fundamental needs in the
northwest section of Dania Beach. The goal of this particular project is to
acquire two parcels of property for a future Community Center and secured
parking lot. By acquiring these two parcels we will also be able to enhance the
aesthetics of this particular area and increase pedestrian safety by removing the
availability to these vacant lots,which tend to be used for illegal activities. By
acquiring these two parcels, the City of Dania Beach will also be providing a
more secure neighborhood environment. This is vitally important,as this area
includes both Public and Private Dousing Developments for low income
families, an assisted living facility for seniors, an elementary school and a
facility for the mentally challenged.
b. Detailed Scope of Services: The scope of services should explain
exactly what will be accomplished with the funds requested.

The City of Dania Beach has successfully managed a number of CDBG grant
projects.The city has also managed other federal grants such as the Local Law
Enforcement Block Grant (LLEBG) as well as a variety of State and County
grants.

7. Description: Describe the outcome(s) of the project. Description is to include
time frame for start-up and completion, street location of the service and
census tract(s). Describe the service area.
a. Project Description: Capital improvements should state anticipated
linear feet of project or number and description of public facilities.
Public service projects should specifically state number of clients per
year. Housing development or rehabilitation should state number of
housing units. Economic development projects, should state number
of businesses to be assisted, jobs created and describe loans
available.

resources to be utilized in financing including mortgages or construction

Leveraging will be computed by taking into account the total dollar cost
of the entire project including in-kind contribution.

In computing Total Cost of the project, funding from all sources for the
project must be added. This includes Federal funds, State funds,
contributions, private sector financing, in-kind contributions, etc.
In-Kind Contributions are non-cash items. Non-cash items are
contributions to the project, e.g., labor, office space, use of equipment,
etc that do not involve cash payments by the entity. However, a dollar
value must be given to in-kind and it must be added to the cost of the
project. In-kind contributions must be accounted for and included in
the financial audit of the funded entity.

provides long-range policy guidance for the orderly social, economic
and physical growth of the state. The Strategic Regional Policy Plan
for South Florida specifically addresses housing and economic
development.

Planning Council indicate that the proposed project meets is
compatible with the aforementioned policies.

Section 1. That certain 28th year application for the Community Development Block
Grant program for 2002-2003 fiscal year.for Northwest Acquisition of properties located at 56
NW 8 Avenue and 2 NW 8 Avenue in the amount of $100,000.00, and improvements to
aforementioned sites in the amount of $120,471.00 between the City of Dania Beach, Florida
and Broward County, in substantial form as Exhibit "A", attached, is approved and the
appropriate city officials are authorized to execute it. The City Manager and City Attorney are
authorized to make minor revisions to said application as are deemed necessary and proper for

Issue
The issue is approval of the Resolution by the Commission for submittal of two applications
for Community Development Block Grant funding.
• Explanation
The City has the opportunity to apply for two grants in the total amount of $220,471.00
from the Broward County Board of County Commissioners for the Community
Development Block Grant (CDBG) 281h year funding cycle. The first application will allow
the City to acquire properties located at 56 NW 8 Avenue and 2 NW 8 Avenue. The
second application will provide infrastructure to these properties, including security
fencing, security lighting, street lighting, drainage, sewer tie-ins, and construction of a
parking lot. With the acquisition of both these properties and infrastructure, the City will
be in position to begin construction of a Community Center to be located on the 56 NW 8
Avenue site. The total money allocated to the City for these projects is $220,471.00. It is
important to note that the resolution must be attached to the application packet and serves
as the City's commitment to proceed with the project.
Recommendation
Approve resolution and attach to grant applications for funding of both acquisition and
infrastructure.

The Northwest Infrastructure to Acquired Properties project addresses some
fundamental needs in the northwest section of Dania Beach.This application is
in direct association to our first application, which is to acquire properties
located at 56 NW 8 Avenue and 2 NW 8 Avenue. The goal of this particular
project is to provide the infrastructure to these properties for a future
Community Center and establish a secured parking lot. The infrastructure
includes security fencing,clearing,rock and paving for the parking lot,drainage
in parking area and sides of both lots, security lighting at both sites, sewer tie-
in's for future Community Center and street lighting. The improvements to
both parcels will enhance the aesthetics of this particular area and increase the
safety of the residents by removing the availability to these vacant lots, and
therefore,further enhance and secure this target area. Within this area is both
• Public and Private Housing Developments for low income families, an assisted
living facility for seniors, an elementary school and a facility for the mentally
challenged.

f. State and Regional Policy Plans: The Florida State Comprehensive Plan
provides long-range policy guidance for the orderly social, economic
and physical growth of the state. The Strategic Regional Policy Plan
for South Florida specifically addresses housing and economic
development.
Discussions with Mr. Robert Daniels of the South Florida Regional
Planning Council indicate that the proposed project meets is
compatible with the aforementioned policies.

appropriate city officials are authorized to execute it. The City Manager and City Attorney are
authorized to make minor revisions to said application as are deemed necessary and proper for

Issue
The issue is approval of the Resolution by the Commission for submittal of two applications
for Community Development Block Grant funding.
Explanation
The City has the opportunity to apply for two grants in the total amount of $220,471.00
from the Broward County Board of County Commissioners for the Community
Development Block Grant (CDBG) 28`h year funding cycle. The first application will allow
the City to acquire properties located at 56 NW 8 Avenue and 2 NW 8 Avenue. The
second application will provide infrastructure to these properties, including security
fencing, security lighting, street lighting, drainage, sewer tie-ins, and construction of a
parking lot. With the acquisition of both these properties and infrastructure, the City will
be in position to begin construction of a Community Center to be located on the 56 NW 8
Avenue site. The total money allocated to the City for these projects is $220,471.00. It is
important to note that the resolution must be attached to the application packet and serves
as the City's commitment to proceed with the project.
Recommendation
Approve resolution and attach to grant applications for funding of both acquisition and
infrastructure.
