HomeMy WebLinkAboutR-2002-014 Authorizing the City Manager to apply for the 28th Year Community Development Block Grant Program (2002-2003) RESOLUTION NO. 2002-014 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 28T" 4 YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (2002-2003) IN THE TOTAL AMOUNT OF $220,471.00; PROVIDING FOR FUNDING FOR NORTHWEST ACQUISITION IN THE AMOUNT OF $100,000.00 AND IMPROVEMENTS TO THE ACQUISITION SITES IN THE AMOUNT OF $120,471.00; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA. Section 1. That certain 281h year application for the Community Development Block Grant program for 2002-2003 fiscal year for Northwest Acquisition of properties located at 56 NW 8 Avenue and 2 NW 8 Avenue in the amount of $100,000.00, and improvements to aforementioned sites in the amount of $120,471.00 between the City of Dania Beach, Florida and Broward County, in substantial form as Exhibit "A", attached, is approved and the appropriate city officials are authorized to execute it. The City Manager and City Attorney are authorized to make minor revisions to said application as are deemed necessary and proper for the best interests of the City. Section 2. The first application will allow the City to acquire properties located at 56 NW 8 Avenue and 2 NW 8 Avenue. The second application will provide infrastructure to these properties, including security fencing, security lighting, street lighting, drainage, sewer tie-ins, and construction of a parking lot. With the acquisition of both these properties and infrastructure, the City will be in position to begin construction of a Community Center to be located on the 56 NW 8 Avenue site. The total money allocated to the City for these projects is $220,471 .00. It is important to note that the resolution must be attached to the application packet and serves as the City's commitment to proceed with the project. Scope of services demonstrates activities involved in implementing the project while project continuation and maintenance relates to the whether or not this will be an ongoing activity after funding ends. a. Project Goals and Quantifiable Objectives: Describe how goals and objectives will benefit low income persons or eliminate or prevent slum and blighted conditions, or impact a problem or need of particular urgency. The Northwest Acquisition project addresses some fundamental needs in the northwest section of Dania Beach. The goal of this particular project is to acquire two parcels of property for a future Community Center and secured parking lot. By acquiring these two parcels we will also be able to enhance the aesthetics of this particular area and increase pedestrian safety by removing the availability to these vacant lots,which tend to be used for illegal activities. By acquiring these two parcels, the City of Dania Beach will also be providing a more secure neighborhood environment. This is vitally important,as this area includes both Public and Private Dousing Developments for low income families, an assisted living facility for seniors, an elementary school and a facility for the mentally challenged. b. Detailed Scope of Services: The scope of services should explain exactly what will be accomplished with the funds requested. Acquisition of property located at: Parcel#1 - 56 NW 8 Avenue, Dania, Florida Parcel#2 - 2 NW 8 Avenue, Dania, Florida C. Description: Describe the outcome(s) of the project. Description is to include time frame for start-up and completion, street location of the service and census tract(s). Describe the service area. a. Project Description: Capital improvements should state anticipated linear feet of project or number and description of public facilities. Public service projects should specifically state number of clients per year. Housing development or rehabilitation should state number of housing units. Also, specify the costs for which CDBG funding is being _requested and the costs to be covered by non-CDBG resources. Additional pages can be added, if necessary. For economic development projects, the value of the jobs produced in the previous year can be used as leverage. Documentation must be provided showing name of business, title of job and salary. Instructions on calculating leveraging Leveraging will be computed by taking into account the total dollar cost of the entire project including in-kind contribution. Percent Leveraging = Total Non-CDBG Funds $ X 100 Total CDBG $ In computing Total Cost of the project, funding from all sources for the project must be added. This includes Federal funds, State funds, contributions, private sector financing, in-kind contributions, etc. In-Kind Contributions are non-cash items. Non-cash items are contributions to the project, e.g., labor, office space, use of equipment, etc that do not involve cash payments by the entity. However, a dollar value must be given to in-kind and it must be added to the cost of the project. In-kind contributions must be accounted for and included in the financial audit of the funded entity.
