A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, SUPPORTING THE GROUP CITY EMERGENCY
MEDICAL SERVICE COALITION OF BROWARD COUNTY,
FLORIDA, INC.'S EFFORTS TO SUPPORT THE
ESTABLISHMENT OF A BROWARD COUNTY TASK
FORCE, BASED UPON REPRESENTATIVE POPULATION,
TO STUDY THE DEVELOPMENT OF AN INTERLOCAL
AGREEMENT FOR FIRE RESCUE, PROVIDED THAT THE
AGREEMENT BE FAIR AND REPRESENTATIVE OF
BROWARD COUNTY AND INCLUDES THE PARAMETERS
OF THE FOUR (4) PRIORITY AREAS ARTICULATED BY
THE GROUP CITIES COALITION IN THEIR REPORT OF
DECEMBER 2001; PROVIDING FOR A PUBLIC PURPOSE;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Group City Emergency Medical Service Coalition of Broward
County, Florida, Inc. (the "Coalition") has a membership comprised of eighteen (18)
municipalities in Broward County, each having direct and substantial interest in the
provision of emergency medical services to its residents, citizens and visitors; and
WHEREAS, the City of Dania Beach, Florida is a member of the Coalition and
supports its efforts to collect facts and information on emergency medical services and
related issues in Broward County and disseminate the information to the members of the
Coalition; and
WHEREAS, the Coalition, in their report of December, 2001, reviewed the
recommendations of the Broward County consultant and embraces the consultant's
recommendations regarding the areas of communications, closest unit response, specialty
teams/regional services and performance measures with quantifiable data; and
WHEREAS, the City Commission of the City of Dania Beach finds it to be in the best
interest of the citizens of the City of Dania Beach to support the Coalition and the
establishment of a Task Force by the County which will be based upon representative
population and which shall work on the preparation and delivery to the County Commission

® of a draft Regional Fire Services Interlocal Agreement:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
SECTION 1: That the foregoing preamble is hereby ratified and confirmed as true
and correct by the City Commission of the City of Dania Beach, Florida.
SECTION 2: That the City Commission of the City of Dania Beach hereby supports
the Coalition efforts to support the establishment of a Broward County Task Force, based
upon representative population, to study the development of an Interlocal Agreement for
fire rescue, provided that the agreement be fair and representative of Broward County and
includes the parameters of the four (4) priority areas, identified below, articulated by the
Group Cities Coalition in their report of December 2001.
SECTION 3: That the City Commission of the City of Dania Beach further supports
the impact of the cross-jurisdictional dispatch protocols and the four(4) referenced priority
areas as follows:
® COMMUNICATIONS: that the communications task force should be expanded to
include municipal voting members, with technical backgrounds, to participate in the
County's planning process;
CLOSEST UNIT RESPONSE: that the Coalition is ready and available to work
towards a resolution in order to dispatch the nearest unit response in life threatening
situations;
SPECIALTY TEAMS/REGIONAL SERVICES: that the municipalities must be
included in frank discussions regarding services which the parties agree should be
provided regionally, which should include who should provide the regional services
as well as the funding mechanism for the regional services. In addition, the removal
of all administrative fees imposed on public agencies for purchasing of supplies
from the County Fire Rescue warehouse; and
PERFORMANCE MEASUREMENTS AND QUANTIFIABLE DATA:that the County
Commission support the efforts of the Fire Chiefs' Association of Broward County
securing an EMS grant, through Broward County, for the expansion of an existing
program that utilizes existing CAD data in the analysis of current system
performance and that allows the modeling of agency and countywide improvements
in the fire rescue delivery system.

SECTION 4: That a copy of this Resolution shall be forwarded to Governor Jeb
Bush, the President of the Senate, the Speaker of the House, the Broward County
Legislative Delegation, the Broward County Board of County Commissioners, the Broward
League of Cities, and the members of The Group City Emergency Medical Service
Coalition of Broward County, Florida, Inc.
SECTION 5: That this is deemed to be an emergency affecting the health, safety
and welfare of the citizens of the City of Dania Beach.
SECTION 6: That this Resolution shall become effective immediately upon its
passage.

Attached hereto is form of resolution supporting the EMS Coalition's efforts. to support the
establishment of a Broward County task force to study the development of an interlocal
agreement for fire-rescue services. I am also forwarding you a complete copy of the study
referred to therein which consists of 90 pages.
For your information, and for purposes of agenda copies, the first 17 pages of this study
pretty much cover all matters referred to in the resolution.
