A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO CONTRACT FOR
ENGINEERING SERVICES FOR THE PROPOSED DREDGING
OF THE DANIA CUT-OFF CANAL FROM APPROXIMATELY
200 FEET EAST OF US 1 TO GRIFFIN ROAD AND ALL
FINGER CANALS IN AN AMOUNT NOT TO EXCEED $20,000;
WITH THE SOLE PROVIDER, SEA SYSTEMS CORPORATION
WITHOUT COMPETITIVE BIDDING AND WITHOUT
ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection (J), provides that during unusual conditions or emergencies, the city commission
may, by resolution, authorize the purchase by the city manager of designated supplies,
services, equipment and materials in amounts in excess of fifteen thousand dollars ($15,000.00)
without competitive bids and without advertisement for bids; and
WHEREAS, the City Manager has determined that it is necessary to purchase designated
services; and
WHEREAS, the City Manager has determined that such services can be rendered to the
City at the least cost from Sea Systems Corporation in an amount not to exceed $20,000.00;
and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DANIA BEACH, FLORIDA.
Section 1: That the City Manager is hereby authorized to sign a contract between the
City of Dania Beach and Sea Systems Corporation for the engineering services and all related
services needed to be in compliance for the dredging of the Dania Cut-off Canal from
approximately 200 feet east of US 1 to Griffin Road and all the finger canals connected to the
Dania Cut-off Canal in an amount not to exceed $20,000.00. The City Manager and City
Attorney are authorized to make minor revisions to said exhibits as are deemed necessary and
proper for the best interests of the City.
Section 2. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

Dear Ms. Temchuk:
Pursuant to your request, we are pleased to submit the following proposal for your review. As discussed, the
scope of work shall include the necessary tasks associated with seeking all authorizations for proposed
maintenance dredging activities within critically shoaled areas of the Dania Cut-Off Canal and adjacent City
canal systems. Specifically, this shall include a portion of Dania Cut-Off Canal from U.S. 1 westerly to
approximately 1500 feet west of the C-10 Canal. There are four (4) residential city canal systems located
along the north side of this stretch of the C-10 encompassing a total of approximately 6000 linear feet of
manmade canals. Tasks associated with this scope of work shall include the following:
Task One: Bathymetric Survey
Sea Systems Corporation has conducted a bathymetric survey of a portion of the Dania Cut-Off Canal from
the confluence of the C-10 Canal east to the U.S. 1 bridge. The survey was conducted for the Florida
Department of Transportation (FDOT) as part of the proposed C-10 Canal maintenance dredge program
scheduled for commencement during March of this year. Assuming authorization from the FDOT, the data
collected from this survey will be used to assess dredging requirements along this reach of the Dania Cut-Off
Canal. Data collected within areas in need of dredging will be used for subsequent planning and permitting
purposes.
Within the remaining section of the Dania Cut-Off Canal as well as the described residential canal systems,
Sea Systems Corporation shall collect additional bathymetric survey data to the extent required for
assessment of dredging needs and subsequent permitting purposes. Bathymetric data shall be collected along
cross sections spaced at intervals of one hundred (100) feet oriented approximately perpendicular to the
thread of the waterway.
Vertical and horizontal data shall be collected and presented relative to the National Geodetic Vertical Datum
(NGVD) of 1929 and the Florida State Plane Coordinate System, East Zone,North American Datum(NAD),
83/90, respectively. All work shall be conducted under the direct supervision and responsible charge of a
•Professional Surveyor and Mapper registered in the State of Florida.

The bathymetric survey will be conducted using an automated hydrographic survey system encompassing a
fathometer, Differential Global Positioning System (DGPS), and computer based navigation/ data collection
system. Data will be collected along each transect to the limits of the survey skiff dictated by either water
depth or obstruction (dock or moored vessel). Along each transect the location of either the bulkhead or
natural shoreline will be acquired via DGPS for post processing, modeling and charting purposes.
Prior to the start of the survey, Sea Systems Corporation will establish a tide staff in close proximity to the
survey area for monitoring water levels during the course of the survey. The tide staff will be set relative to a
minimum of two (2)published benchmarks.
Upon completion of the survey, data will be edited, tide corrected and translated to an X,Y,Z ASCII format
for final chart production. Final X,Y,Z data will be imported to MicroStation and overlaid with the best
• approximation of the shoreline obtained from georeferenced aerials of the area. Based upon the alignment of
canal system, a baseline and stationing scheme will be setup from which to cut cross sections and ultimately
present the data. Cross sections will be cut from Digital Terrain Models developed from the data. Charts
will be provided encompassing a horizontal control and canal stationing plan and cross section plots. Final
charts will be certified by a Professional Surveyor and Mapper registered in the State of Florida.
Task Two: Environmental Agency Authorizations
Authorization to conduct the maintenance dredging activities will be required from the Florida Department
of Environmental Protection (FDEP), U.S. Army Corps of Engineers (USCOE) and locally from the Broward
County Department of Planning and Environmental Protection (BCDPEP). Using the results of the
referenced bathymetric survey (Task One), Sea Systems Corporation will prepare all necessary permit
sketches and file applications for authorizations pertaining to the maintenance dredging activities.
As discussed, it will be our objective to seek authorizations for hydraulic dredging operations using the same
or equivalent spoil disposal site as proposed for the aforementioned C-10 maintenance dredge project. We
will also attempt to secure similar types of authorizations as that received by the FDOT for their project.
Note that these types of authorizations will require material sampling and analysis to demonstrate there will
be no violations to State water quality criteria as a result of the project. Fees for services associated with this
task include the initial sediment testing and analysis required to determine the quality of material to be
dredged. Should the quality of the sediments prove to be contaminated requiring additional testing
procedures or other permitting strategies,there will be additional fees beyond that described herein.
Specifically, we shall request a "Letter of Exemption" from the FDEP for the maintenance dredging
•activities pursuant to Rule 40E-4.051 (2)(a) of the Florida Administrative Code(F.A.C.). From the USCOE

we, shall request approval under the Nationwide Permitting Program, specifically Nationwide Permit 31. To
acquire these authorizations plan and cross section sketches describing the location and extent of dredging
will have to be prepared. An application for Environmental Resource Permit will also have to be completed
further outlining the details of the proposed work.. These documents will be provided to both the FDEP and
USCOE along with written requests for authorizations.
On a local level, a license for maintenance dredging will have to be obtained from the BCDPEP. The
licensing process requires the preparation and submittal of a separate application along with plans and
specifications for the proposed project. The County may require subsequent benthic surveys to be conducted
for assessment of possible marine resource impacts. It is unknown whether or not the County will require
these subsequent surveys until time of application submittal, therefore costs for these services is not included
• as part of this proposal.
Total lump sum fee for the work described herein shall be$20,000.00.
Sea Systems Corporation shall attempt to secure all required authorizations for the subject maintenance
dredging activities prior to close of business on May 30, 2002. The City should be aware that this is an
aggressive schedule and will be subject to agency response times, results of material testing and extent of
concerns raised by the agencies. Upon notice to proceed, Sea Systems Corporation will immediately
schedule the required additional survey work to assess overall maintenance dredging requirements. Upon
determination of areas in need of dredging, material testing procedures will be implemented in coordination
with the agencies. No guarantees can be provided regarding the total time required for acquisition of
required authorizations. Sea Systems Corporation may request City representation at agency meetings to
assist with expediting the permitting process.
In addition to the referenced scope of work, Sea Systems Corporation shall assist the City with their
presentation to the Florida Inland Navigation District (FIND) pertaining to their Grants Assistance Program.
This shall include attendance to the FIND Board meeting scheduled for some time in June of 2002.
