HomeMy WebLinkAboutR-2002-057 RESOLUTION NO. 2002-057 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE YEAR 2002 TRANSPORTATION ENHANCEMENT PROGRAM GRANT FOR STREETSCAPE IMPROVEMENTS TO STIRLING ROAD FROM FEDERAL HIGHWAY TO SOUTH WEST 18 AVENUE IN AN AMOUNT NOT TO EXCEED $500,000; WITH NO -MATCH; FURTHER AUTHORIZING THE ACCEPTANCE AND EXECUTION OF SAID GRANT UPON ITS AWARD; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach is interested in enhancing through streetscape Stirling Road from Federal Highway west to South West 18 Avenue; and WHEREAS, the Florida Department of Transportation has a Transportation Enhancement Program Grant, which offers financial assistance for such projects; and WHEREAS, the Department of Public Works would like to apply for the Year 2002 Transportation Enhancement Program Grant in the amount of$500,000 with no match; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA. Section 1: That the Department of Public Works is hereby authorized to apply for the Year 2002 Transportation Enhancement Program Grant in an amount not to exceed $500,000, attached as exhibit "A". Section 2: That upon the Year 2002 Transportation Enhancement Program Grant being awarded to the City, it hereby authorizes the appropriate City Officials to accept the award and execute the Grant Agreement and all other respective documents in a form acceptable to the City Manager and approved as to form and legality by the City Attorney. The City Manager and City Attorney are authorized to make minor revisions to said exhibits as are deemed necessary and proper for the best interests of the City. Section 3. Project Description a) What type of work is being proposed? The design and construction of landscaping and pedestrian facilities along Stirling Road between Federal Highway and South West 18 Avenue. The design will include landscaping, pedestrian walkways and aesthetic treatments to establish a sense of continuity with the soon to be completed improvements on Federal Highway and the already established beautification project on Stirling Road from South West 18 Avenue, west. This corridor is used by pedestrians on a limited basis, and with these improvements a safer corridor will be established as an alternative to vehicle trips. b) Describe how the proposed project related to the intermodal transportation system by either function, proximity or impact. (One or more may apply). • The design is intended to serve as a continuation of the enhancements in progress along Federal Highway and the existing beautification from South West 18 Avenue, west. This design will serve as a focal point for three neighborhoods, our Downtown Main Street, light industrial parks and the Oakwood shopping center along Stirling Road. The objective is to create a pedestrian-friendly environment and to foster civic pride along the project corridor. c) Where is the project located (and what are the termini, if appropriate)? Include location map. The project location Stirling Road (SR 848), from Federal Highway west to South West 18 Avenue, and encompasses one square mile. Aerial map is attached as Exhibit "A". d) Summarize any special characteristics of the project. Provide typical section drawing for appropriate projects. This project is to be designed in accordance with the existing beautification project completed on Stirling Road, from South West 18 Avenue west, and also the enhancement project beginning on Federal • Highway from Old Griffin Road south to Stirling Road. This project will APPLICATION FOR TRANSPORATION ENHANCEMENT PROJECTS CITY OF DANIA BEACH MAY 1, 2002 • Stirling Road Enhancements (Federal Highway to South West 18 Avenue) Project Description also tie into the beautification project completed along Dania Beach Boulevard, which was funded partially with state funding. A copy of the conceptual report is attached as Exhibit "C". Specifically, the following elements are proposed: 1. Landscape improvement to medians 2. Pavers to be installed in medians 3. Crosswalk pavers at specified intersections 4. Irrigation in specified medians e) Describe the project's existing right-of-way ownerships. This description shall identify when the right-of-way was acquired and how ownership is documented (i.e. plats, deeds, prescriptions, certified surveys). Property, which is also called State Road 848 is owned by the Department of Transportation f) Describe any proposed right-of-way acquisition, including expected matching fund source, and who will acquire and retain ownership of proposed right-of-way. None. g) Describe any related project work phases that are already complete or currently underway. The enhancement project that encompasses Federal Highway from Old Griffin Road to Stirling Road is in the engineering stage and is set to begin construction next year. The proposed Stirling Road project will complement the Federal Highway project and will complete the beautification project incorporated by the City of Hollywood on Stirling Road from South West 18 Avenue west to 1-95. Also, the Dania Beach Boulevard project was just recently completed, which will also complement this proposed project. In an ongoing effort to enhance the City of Dania Beach, we have incorporated sidewalk improvement projects and landscaping beautification projects in the neighborhoods directly adjacent to Stirling Road. APPLICATION FOR TRANSPORATION ENHANCEMENT PROJECTS CITY OF DANIA BEACH MAY 1, 2002 Stirling Road Enhancements (Federal Highway to South West 18 Avenue) h) Other project specific information that should be considered. This project is part of a strategy aimed at pedestrian safety, aesthetic improvement, traffic circulation improvements and neighborhood preservation and improvements. The project supports the goal of revitalizing an area impacted by its proximity to the Fort Lauderdale/Hollywood International Airport and the commercial redevelopment of Bryan Road just north of Stirling Road. It aims to encourage pedestrian-oriented business activities along the Stirling Road street front by minimizing.pedestrian/auto conflicts and by providing streetscape improvements. 3. Project Implementation-Information: Attach documentation as exhibits to this application. a) Describe the proposed method of performing (i.e. contract or in- house) and administering (i.e. local or state) each work phase of the project. If it is proposed that the project be administered by a governmental entity other than the Department of Transportation, document that this entity has the fiscal, managerial, environmental and engineering capabilities to manage the work phase of the project consistent with federal requirements. The City will utilize in-house City staff along with an engineering firm and an architectural firm, both specializing in environmental and landscape projects. The City of Dania Beach will ensure these firms will comply with the Local Agency Program. The City, through our Public Works Department will be responsible for overseeing the installation and will provide maintenance of the proposed project. The proposed project will encompass Stirling Road from Federal Highway west to South West 18 Avenue, aerial map attached at Exhibit "A". An example of the existing medians and pedestrian facilities are attached as Exhibit "B". Conceptual Site plans are attached as Exhibit "C". A similar project on Dania Beach Boulevard was completed in this , fashion by our Public Works Department, pictures attached as Exhibit «D„ APPLICATION FOR TRANSPORATION ENHANCEMENT PROJECTS CITY OF DANIA BEACH MAY 1, 2002 • Stirling Road Enhancements (Federal Highway to South West 18 Avenue) b) Describe any public (and private, if applicable) support of the proposed project. (Examples include: written endorsement, formal declaration, resolution, financial donations or other appropriate means). The proposed project has received support by the three neighborhoods directly linked, as well as support from the various businesses within the light industry corridor: A resolution supporting this project and this grant request,is being presented at our May 14, 2002 Commission Meeting., attached as Exhibit. A copy of the fully executed resolution will be forwarded to.you to. Also Dania.Beach Main Street has provided written support as well as the Dania Beach.Chamber of Commerce, all attached as Exhibit 'E". c) Describe the proposed ownership and maintenance responsibilities for the project when it is completed. • The City of Dania Beach will accept all maintenance responsibility for the project. d) Describe source of matching funds and any restrictions on availability. N/A e) Other specific implementation information that should be considered. The City of Dania Beach will be prepared to incorporate this project into any planned or future projects by FDOT for this corridor. T
