A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING
DANIA BEACH MAIN STREET, INC., TO DESIGN, DEVELOP AND INSTALL, AT NO
FINANCIAL COST TO THE CITY, A "FOUNDERS' GARDEN"1N THE CITY'S BOB
HOUSTON PARK, LOCATED AT THE NORTHWEST CORNER OF WEST DANIA
BEACH BOULEVARD AND NORTHWEST FIRST AVENUE, ADJACENT TO THE
HISTORIC NYBERG-SWANSON HOUSE, AND TO CONSTRUCT A SCULPTURE
BASE WITHIN THAT GARDEN TO PROVIDE FOR THE VOLUNTARY DISPLAY OF
WORKS BY LOCAL ARTISANS, THE SELECTION OF EACH SUCH WORK FOR
DISPLAY TO BE APPROVED BY THE BOARD OF DIRECTORS OF DANIA BEACH
MAIN STREET, INC.; DISPLAYS BY PARTICIPATING ARTISANS TO BE ON AN
EQUITABLE ROTATION SCHEDULE; THE FUNDING FOR THE DESIGN,
ENGINEERING AND CONSTRUCTION OF THE FOUNDERS' GARDEN TO BE
PROVIDED BY DANIA BEACH MAIN STREET, INC., ITS MEMBERS, SPONSORS,
DONORS, IN-KIND DONATIONS, VOLUNTEER WORK HOURS AND THROUGH
ALL POSSIBLE GRANT AND OTHER MONIES OBTAINED BY DANIA BEACH
MAIN STREET, INC., INCLUDING THE HEREBY CITY-ENDORSED APPLICATION
FOR GRANT FUNDING FROM THE BROWARD BEAUTIFUL PROGRAM;
AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE THIS
RESOLUTION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA.
Section 1. That The design, development and installation by Dania Beach Main Street, Inc.,
of a "Founders' Garden" in Bob Houston Park is hereby authorized by the Dania Beach City Commission
and that the City Commission expresses its support of Dania Beach Main Street, Inc.'s, application for a
Broward Beautiful grant to supplant matching funding by Dania Beach Main Street, Inc., its members,
sponsors, donors, volunteers' work hours and other possible grant funds.
Section 2. That the landscaping and hardscaping of the elements of the Founders' Park shall
meet or exceed all the City's codes for construction and landscaping and the requirements for the
acquisition of Broward Beautiful grant funding.
Section 3. That the selection of interested artisans' works for display shall be made by the
Board of Directors of Dania Beach Main Street, Inc., in conformance with the City's best interests for
promoting the City's historical and cultural assets and for protecting the health, welfare, safety and
morals of the City's residents, and to grant the public the opportunity to enjoy the broadest and most
diverse possible selection of local artisans' work which will be selected, installed and displayed for set
periods of time, to be determined by Dania Beach Main Street, Inc., on a fair and reasonable schedule.

Section 4. That the required irrigation shall be provided to establish, preserve and enhance
the selected landscaping, and that lighting complementary to the adjacent National Register structures
shall be utilized for safety and aesthetic purposes.
Section 5. That the maintenance of the additional landscaping shall be provided by Dania
Beach Main Street, Inc., for the first six months after completion of the project, and that the City shall
then provide necessary landscape maintenance in perpetuity, in conjunction with established landscape
maintenance policies of all other city-owned properties.
Section 6. That the display of a small Broward Beautiful sponsorship sign shall be displayed
during development and for a six-month time period following completion, in order to meet Broward
Beautiful grant requirements, and that thereafter the sign may be removed.
Section 7. That all resolutions or parts of resolutions in conflict with this resolution are hereby
repealed to the extent of such conflict.
Section 8. That this resolution shall be in force and take effect immediately upon its passage
and adoption.

Dear Mayor, Vice Mayor&Commissioners:
• Dania Beach Main Street, Inc., is preparing to embark on its first "streetscape" project
within the Main Street Program Area district, to be implemented along NW Is' Avenue
from West Dania Beach Boulevard to NW 1 st Street. We believe this endeavor, which
will serve as a demonstration project for other sections of the district, will contribute the
City's past, current and future efforts to enhance the City's downtown core, and more
particularly the area around the municipal complex and the post office, an area which
experiences substantial use by the City's residents and visitors alike.
A portion of the area included in this proposed project is city-owned property on the east
side of the Nyberg-Swanson House. The plan for this immediate area, which will be
Phase I of the overall project, includes the development of a small landscaped garden
with a circular patio which will offer seating and a central focal point of a sculpture-
display support base, to be set off from the patio by landscaping; this support base will
provide exhibition space for area artists on a period-specific, rotating schedule. This plan
will leave more than sufficient space for the temporary seating/dining arrangements for
the assorted events periodically hosted by the City, the Greater Dania Beach Chamber of
Commerce and Dania Beach Main Street, and will not disturb the existing mature trees in
the area.
This proposal requires no capital expenditures by the City. The Main Street Board of
Directors has committed a substantial amount for those project costs which are not
covered by grant funding, donations from individuals and businesses, and by planned
Ovolunteer work hours and other contributions of materials to be used and services needed.
To assist with the funding of this endeavor, we are preparing an application to the
QBroward Beautiful program for the purchase of much of the landscaping materials to be
used in this project. All landscaping purchased with the anticipated grant funds will be
used exclusively on City-owned property.
We hereby respectfully request that the City Commission endorse this endeavor and
approve the use of this municipally-owned property for this project, which will encourage
and enhance the public's awareness of the adjacent National Register structures and the
significance of the City's history to the development and culture of Broward County.
An elementary plan of the initial phase (Phase I) of this project on the previously-
mentioned city property will be submitted to the City Clerk in time for inclusion in your
meeting-preparation back-up materials. A more detailed plan is being prepared for
submission with the Broward Beautiful grant application, which is due for submission by
5:00 p.m. on Monday, June 10, 2002; that plan will reflect your input to the extent of the
requirements of Broward Beautiful. While the grants will not be awarded until
September and no work will, or can, begin until after that time, all elements of the
application must be finalized by this June I01h due date.
We ask your indulgence in reviewing this Phase I plan and offering your vote of
property-usage permission and project endorsement, preferably in the form of a
Resolution, at your May 28, 2002, meeting; this will allow us to assemble these required
elements for the grant application by the submission deadline date. We will be prepared
to exhibit the currently-proposed streetscape plan for the larger area at your May 28`h
meeting and to address any questions and accept any comments you may have.
Specific elements of the final streetscape plan's later phases will, of course, be submitted
to you at a future date for your endorsement and approval.

Broward Beautiful is proud to announce the fifth annual Community Grant Program. Matching grant
requests can be for any amount up to$10,000. The total amount of grant funds available for this grant cycle
is $200,000. It has been a long time goal of the Board Members to assist community groups with their
beautification projects and througb this program this goal is being reached.
Broward Beautiful, formed in 1993, is the Broward affiliate of Keep America Beautiful and Keep Florida
Beautiful and is dedicated to beautification and litter control. Broward Beautiful welcomes the support of
business, government agencies, civic and neighborhood groups in order to bring practical solutions to the
aesthetic and solid waste problems that exist in the communities here in Broward County. The Community
Grant Program has been established by Broward Beautiful to provide financial assistance to qualifying
organizations and the Board is again anticipating enthusiastic community participation.
The Broward Beautiful Community Grant Committee will evaluate each complete grant application and make
• recommendations based on a specific criteria to Broward Beautiful. These recommendations will in turn be
forwarded to the Broward County Commission. Broward Beautiful will notify successful grant recipients by
mail or phone after evaluations are completed.
The Community Grant Application is due by Monday, June 10, 2002 before 4:00 p.m. If there are any
questions about the application, or if Broward Beautiful can assist you in any way,please contact Lorraine
Bertone at 357-6626.
After careful review of the entire application package, potential applicants are strongly encouraged to bring
their questions to a pre-Application Informational Meeting to be held on Tuesday,May 7,2002 at 2:00 p.m.
This meeting will serve to inform attendees of the application process and to answer questions regarding the
grant application. It is suggested that someone representing your group attend this meeting. The meeting will
be held in the Cypress Room of the Broward County Department of Planning and Environmental Protection
located at 218 S.W. I"Avenue,Ft.Lauderdale. Please note that the meeting is not mandatory and in no way
affects an applicant's project evaluation.

Instructions to Applicants
BROWARD BEAUTIFUL MISSION STATEMENT
Broward Beautiful is dedicated to the beautification of Broward County. Broward Beautiful is
committed to forming partnerships with business and industry,governmental agencies and civic and
neighborhood groups in order to find practical solutions to community aesthetic,solid waste and litter
control problems.
GRANT INFORMATION AND GUIDELINES
2002 Broward Beautiful Community Grant Program
The Broward Beautiful Community Grant Program has been established by Broward Beautiful to
provide financial assistance to qualifying organizations for the purpose of improving,enhancing and
preserving the natural beauty and environment of Broward County. Through it, we hope to reach
a broad segment of our community.
Broward Beautiful's signature theme,"Paths of Sunshine",will help create an image of beauty and
pride in the community. It is recommended that yellow,orange and red be used as the predominate
theme colors. We are looking for new landscaping projects where landscaping is currently lacking.
Replacement of viable, existing landscaping will be actively discouraged in the evaluation process.
Grant requests may be for any amount, up to a maximum of$10,000. The Broward Beautiful
Community Grant Committee will evaluate each complete grant application and make
recommendations based on specific criteria to Broward Beautiful.
The Community Grant Application must be received by 4:00 p.m.Monday,June 10,2002. Projects
are to be completed within one year of notification of approval. Applicant must complete their
project within 6 months of notification of approval if they wish to be eligible to apply for next fiscal
year's funding. If a project is still open by the time the next round of Broward Beautiful applications
are mailed out,then an applicant will nto be eligible to apply for funding at that time. The final site
review will be completed after receipt of the closeout report. Upon approval of the project closeout
report, and passing final inspection, Broward Beautiful and Broward County Department of
Planning and Environmental Protection(DPEP)will distribute the grant money awarded.

APPLICATION GUIDELINES
® Applications for projects on public property must demonstrate a benefit to the environment and the community,
show high levels of local involvement, and include long-term maintenance plans.
(See grant criteria on Page 10)
To be eligible to receive a Broward BeautAW Community Grant:
1. The organization must be located in Broward County.
2. Project sites must be located in Broward County.
3. Projects must be new.Work begun prior to written notification of award by Broward BeauffW will
not be eligible for grant reimbursement.
4. The organization must be incorporated or actively operational as a not for profit group for at least 6
months prior to application.
5. The organization must agree to and be able to match dollar-for-dollar the grant amount requested per
the Matching Funds Information below.
Matching Funds Information(provide 5 copies of matching funds information)
Matching funds can be from any of three categories:
A. Applicant Cash Funds from applicant's present resources. Source would normally be
savings or other cash reserves. Applicant must provide proof of cash-on-
hand.
B. Contributions Public,Private or Corporate contributions to be used toward project.
Applicant must provide proof of contribution.
C. In-Kind These contributions may be in the form of charges for real property and
the value of goods and services directly benefitting this project. This
may be in the form of plants,trees, labor, etc. Applicant must document
in-kind support
6. The organization must agree to install a sign (provided by Broward Beautiful) on site with the
Broward BeauWW name,logo,and recognition statement from the start of the project and for 60 days
after its completion.
7. The organization must agree to provide 5 sets of color photographs (no color photocopies) of the
project prior to and at completion of the project to Broward Beautiful.
8. Grants funds may only be used for softscape such as plants,trees,mulch, sod,etc. Hardscape items
such as benches,landscape boulders,curbing,signage,sidewalks,pavers,etc.are not eligible,though
some of these items may be utilized as a match for the project. Applicants in unincorporated Broward
• may use grant funds to develop wells in those areas in which water systems are not available.

9. The organization must agree to conform to the original plans submitted. Any substitutions of
materials must be of equal aesthetic, environmental, and monetary value and be approved by the
• Broward Beautiful Community Grant Committee. Plant materials must be Florida Grade#1.
10. Organizations that have a grant from a previous grant cycle will not be eligible for a future grant until
the project is completed and approved.
11. Organizations can only be awarded two grants over a three-year period. (Not including cities and
municipalities.)
12. Any projects located on private property must have public access.
13. No multiple projects will be approved on the same site in the same year.
14. Project plans should consider all power lines,and follow the enclosed guidelines from Florida Power
and Light.
15. Upon completion of the project, applicant shall submit a close-out report to Broward Beautiful,
including three sets of photographs, receipts and statements that the project has been completed in
conformance with the approved plans. Prior to reimbursement,Broward Beautiful will verify project
installation and conformity to plans. After the close,-out report has been approved by Broward
Beautiful,and the final inspection has been passed,the grant money will be distributed.
16. Project is to be completed within one year of notification of approval. Failure to do so may result in
forfeiture of grant funds. Under certain limited circumstances, a waiver of the one-year
® implementation requirement may be granted by the Broward Beautiful board.
17. At least 50%of all plant materials MUST be native. (List attached)
18. Invasive plants such as ficus, surinam cherry, etc. will not be funded.
19. No annuals will be funded.
20. Sod may not account for more than 10% of total project cost.
