Memo
To: DANIA BEACH CITY COMMISSION
From- JAY FIELD, CHAIR DANIA BEACH AIRPORT ADVISORY
COMMITTEE
Date: JUNE 21, 2002
Subject: RECOMMENDATIONS FROM THE DANIA BEACH AIRPORT
ADVISORY COMMITTEE
EXPAND THE SCOPE OF THE COMMITTEE
Would the Dania Commission like the airport committee to undertake pro-actions such as getting
petitions signed, appointing a community liaison, distributing literature, to educate others, to
communicate with others?
REQUEST AN ADVISORY OPINION WHETHER A NEW INTERLOCAL AGREEMENT
MIGHT BE NECESSARY
The airport has noted the plans for projects at the Ft. Lauderdale-Hollywood International Airport
have been changed from the original concept. First, they are proposing an on site hotel and
people mover project. Second, the director of the airport has recommended that the crosswind
runway, 13-31 be closed permanently should the proposed extension of the south parallel (9R-
27L) proceed. This would mean the airport air carrier runways would remain at two rather than
three as show on the master plan approved. We would like the commission to seek legal opinion
whether any of these changes might require a new interlocal agreement between Broward County
and the City of Dania Beach
OBTAIN MORE TECHNICAL INFORMATION
The airport board would like to see nosie contours that include single events for various aircraft
operating on an extended south parallel runway. We would also like to see 55Ldn, 60Ldn, and
70Ldn lines that would exhibit the noise expected from the all out use of an extended south
parallel runway. We would like the city of Hollywood to share in the coast of obtaining this
information if he cannot be obtained free from Broward County.
• CHALLENGE THE REMOVAL OF THE DRI PROCESS FOR AIRPORTS
The state of Florida has adopted legislation which exempts airports from the DRI process. We
would like the city to explore with Hollywood, Davie, and Cooper City the possibility of
challenging this legislation through legal means.
PASS A RESOLUTION COMMENDING AND SUPPORTING THE ACTION OF THE
BROWARD COUNTY COMMISSION TO REVISIT THE AIRPORT MASTER PLAN
The airport committee requests that you pass a resolution supporting this action
PASS A RESOLUTION COMMENDING CONGRESSMAN PETER DEUTSCH FOR
SUGGESTING THAT NOSIE IMPACTS BE CONSIDERED FURTHER INTO THE
FUTURE.
Congressman Deutsch has indicated that he believes the noise impacts 20 or more years down the
run need to be considered as part of the Environmental Impact Statement (EIS) for an extended
south parallel runway. We are asking the commission to pass a resolution commending him for
taking this action.
ALLOCATE MONIES IN THE UPCOMING MUNICIPAL BUDGET FOR THE RUNWAY
® PROJECT
We request the commission appropriate monies for activities related to the proposed extension of
the south parallel.
ESTABLISH AN AIRPORT CONTINGENCY FUND
We recommend the commission establish an airport contingency fund in the amount of$500,000
through a letter of credit. This would be used as an as-needed basis.
