RESOLUTION NO. 2002-132 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE PROPOSAL FROM MARTIN OUTDOOR MEDIA FOR BUS BENCH SERVICES WITHIN THE CITY OF DANIA BEACH; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission has determined that it is necessary to provide bus bench services within the City of Dania Beach; and WHEREAS, the City Manager has determined that such services can be obtained at a favorable income level to the City from Martin Outdoor Media, 1135 Papaya Street, Hollywood, Florida 33019; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain Proposal submitted by Martin Outdoor Media for bus bench services within the City of Dania Beach, in substantial form as Exhibit "A", attached, is approved, subject to certain terms and conditions. Section 2. That the City Manager and City Attorney are authorized to make revisions to the Proposal as are deemed necessary and proper for the best interests of the City and as are consistent with the expressed directions of the City Commission. Section 3. That all resolutions or part of resolutions in conflict with this resolution are repealed to the extent of such conflict. 1 RESOLUTION NO. 2002-132 Section 4. MA OR — COMMISSIONER ATTEST: ROLL CALL: � COMMISSIONER BERTINO - YES COMMISSIONER MCELYEA - YES CHARLENE J NSON COMMISSIONER MIKES - YES CITY CLERK VICE-MAYOR FLURY- YES MAYOR CHUNN - YES APPROVED AS TO FO M AND CORRECTNESS: BY: /'-F`` �_ A/\ f� • TH, MA J._AN BIRO CITY ATTORNEY 2 RESOLUTION NO. 2002-132 BUS BENCH ADVERTISING CONTRACT THIS AGREEMENT entered into this J_ day of k,,y-e141 tJLr , 2002 by and between the CITY OF DANIA BEACH, a Florida Municipal corporation, hereinafter referred to as "CITY" and MARTIN OUTDOOR MEDIA, INC., a Florida corporation, with its principal_ place of business located at 3300 North Surf Road Suite 23, Hollywood, Florida 33019, hereinafter referred to as "ADVERTISER", WITNESSETH: WHEREAS, the CITY has control of space for approximately one hundred twenty-four (124) bus benches in various locations within its municipal boundaries for the convenience of its citizens; and WHEREAS, the placement of bus benches within the CITY is a public service which fulfills a collateral public transportation need; and WHEREAS, the maintenance of the CITY'S bus benches contemplated by ADVERTISER involves a substantial investment by the aforesaid ADVERTISER over a period of years; and WHEREAS,the City Commission of the CITY OF DANIA BEACH has determined that it is in the best interest of the CITY and its citizens to allow the ADVERTISER to utilize the CITY benches for the display of appropriate advertising in exchange for the ADVERTISER'S installation and maintenance of the approximately one hundred twenty-four (124) CITY benches that are the subject of this contract and the payment of a monthly fee for the usage of each of the CITY'S bus benches; NOW, THEREFORE, in consideration of the mutual covenants and agreements contained herein, the sufficiency of which is hereby acknowledged by the parties hereto, the parties hereby agree as follows: 1. The CITY hereby grants to the ADVERTISER the right to display appropriate advertising. The ADVERTISER shall have the right to install and maintain bus benches with advertising, for the use of the public, at locations approved by the CITY as described in Exhibit A, ADVERTISER's proposal, and the Addendum which is • incorporated into and made a part of this Agreement. The style bench and all bench colors shall be as selected by CITY. All costs associated therewith shall be bome solely by the ADVERTISER and the CITY shall have no liability for such costs. The ADVERTISER shall not be permitted to erect, place or install any additional bus benches in the CITY without the consent of the CITY. 2. The style bench shall be as selected by the CITY. The color of the bench shall be green, and the colors of the advertising signage shall be confined solely to green and white, (the exact shade of green for both the bench and signage shall be selected by the CITY). 3. The ADVERTISER shall be solely responsible to install, maintain, and keep the approximately one hundred twenty-four (124) CITY bus benches in good repair and condition at no cost to the CITY. The City will have the use of a minimum of ten (10) benches for CITY's advertising purposes at all times during the term of this contract. 4. The term of this contract will be for three (3) years commencing on November 1, 2002 and terminating on November 1, 2005. 5. During the term of this contract, the ADVERTISER shall pay the CITY OF DANIA BEACH,in advance on the first day of each month $917. 6. The CITY shall in no way be liable to the ADVERTISER for any monies or compensation for the use of such benches at any location within the CITY, and the sole compensation to be derived by the ADVERTISER, is that which may be derived from such advertising as will appear on such benches. Further, the ADVERTISER shall in no way be liable to the CITY for any rentals, monies, profits or returns derived from any of the bus bench advertising, nor shall the ADVERTISER be made to account for any of the monies or other income that may be derived by the ADVERTISER from such bus bench advertising. Additionally, the ADVERTISER hereby agrees to indemnify and hold the CITY harmless from any and all claims including attorney fees and costs which might be against ADVERTISER or the CITY by any person, firm or corporation entering into any contract with ADVERTISER for advertising on such benches. 7. The ADVERTISER will be furnishing the CITY with new bus benches which will be constructed and maintained in accordance with the diagram as determined by the CITY, none shall be more than forty two inches (42") in height, nor more than eighteen inches (18") in depth, nor more than six feet (6') long. The advertising on the back of the bench shall not exceed twenty-four inches (24") in height. 8. At all times, the ADVERTISER shall maintain the benches in a safe condition and shall make periodic inspection to ascertain that all benches are safe and in good condition. ADVERTISER shall maintain each bus bench in a good state of repair and appearance, and, shall keep the ten foot by ten foot area surrounding each bench free of debris, high • grass, weeds and other rubbish. 9. The ADVERTISER agrees that the Florida Department of Transportation "Comfort and Convenience Benches — Uniform Guideline", as amended from time to time, shall be implemented as a part of this contract. A copy of the current "Comfort and Convenience Benches — Uniform Guideline" is hereby made a part hereof by this reference. If, however, any portion of that document conflicts with the provisions in this Agreement, the provisions in this Agreement shall prevail. 10. ADVERTISER hereby covenants to secure comprehensive general liability insurance in the minimum amount of S1,000,000 per occurrence, bodily injury and property damage combined. This policy as written shall, by its terms, name CITY as additional insured, and copies of such insurance policies shall be furnished to CITY by ADVERTISER. ADVERTISER shall provide Workers' Compensation insurance as required by Florida • Statute 440. In the event any work is sublet, ADVERTISER shall require the sub- contractor similarly to provide Workers' Compensation, unless such employees are ® covered by the protection afforded by the ADVERTISER. ADVERTISER shall maintain Automobile Liability insurance covering all owned, non- owned and hired vehicles used in connection with the work, in amounts not less than $500,000 combined single limit per occurrence for bodily injury and property damage. No modifications or change in insurance shall be made without thirty (30) days written notice to the CITY. The insurance coverage required shall include those classifications, as listed in standard liability insurance manuals, which are applicable to the operations of the ADVERTISER in the performance of this Agreement. All insurance policies shall be issued by companies authorized to do business under the laws of the State of Florida, shall be A.M. Best rated B+10 higher, and shall be acceptable to the CITY regarding size, financial strength and past performance. They shall be admitted in the State of Florida, and covered by the Florida Guaranty Fund. 11. In addition to the foregoing provision, the ADVERTISER shall indemnify, defend and hold the CITY harmless from any claim, demand, suit, loss, cost, expense or damage which may be asserted or claimed against the CITY by reason of any property damage or bodily injury, including death, sustained by any person whose claim, demand, suit, loss, expense or damage arose out of, or is incidental to, or in any way connected with this contract, the condition, use, maintenance, replacement or operation of the bus benches which are the subject of this contract, the act or omission of the ADVERTISER or of the ADVERTISER'S agents, servants or employees. The covenant, providing for indemnification of the CITY shall also include indemnification for the CITY'S officers, employees and representatives, and shall include, but be not limited to any damages, cost, or legal fees which are incident to any lawsuits brought against the CITY in regard to the subject matter and implementation of this contract. 12. ADVERTISER shall remove and replace any bench for the purpose of repairing, renovating or replacing same after written notice from CITY. ADVERTISER shall remove, repair, renovate or replace the benches within a reasonable period of time not to exceed Seventy Two (72) hours from the date of the notice. All such removal, repair, renovation or replacement shall be at the sole expense of ADVERTISER. In the event the bench is not removed, repaired, renovated or replaced within such time, it shall be deemed abandoned and CITY shall have legal title and right to treat the bench in any manner deemed fit, including but not limited to its removal, repair, renovation or replacement at ADVERTISER's expense. Although the CITY has the right to request a removal, the total number of authorized benches shall remain as 124 benches. 13. CITY shall have the right to request removal or relocation of a bench if the continued maintenance of the bench at the location concerned, will obstruct traffic or create a hazard to public safety, welfare or convenience, or if the abutting property owner or • tenant on the adjacent property can justify an objection in writing directed to CITY concerning the continued maintenance of the bus bench at that location. 14. The ADVERTISER agrees to remove language, design or advertising that the CITY in its sole and exclusive discretion, deems to be immoral, obscene or lascivious. It is further agreed that if the CITY and the ADVERTISER disagree as to whether the objectionable language, design or advertising is immoral, obscene or lascivious, the judgement of the CITY shall prevail, and the ADVERTISER must abide by the CITY'S demand for removal. 15. The ADVERTISER agrees to remove any graffiti that may be placed on the subject bus benches within five (5) days of notification from the CITY. 16. There shall be no advertisement or sign on any bus bench that shall display the words, "Stop", "Look", "Danger", or any other word, phrase, symbol or character that may interfere with, mislead, or distract traffic. 17. Any and all violations of this contract shall be brought to the attention of the parties hereto by the party which charges said violation and a notice in writing shall be directed to the one charged with said violation to cease such violation within ten (10) days from the receipt of said notice. In the event this contract is cancelled because of a violation by the ADVERTISER, the ADVERTISER does hereby agree to indemnify the CITY for any damages suffered as a result thereof. 18. Neither party shall attempt to terminate or cancel this contract, whether by court action or otherwise, without having provided the other party with sixty (60) days written notice of any alleged violation hereof, together with a demand that such violation be cured within an allotted time as deemed reasonable by the CITY, taking into account the nature of the violation,except for matters addressed in paragraphs 19 and 20 below. 19. Notwithstanding anything contained herein this eentfae, the CITY shall have the unilateral right to cancel and terminate this contract within ten (10) days of the CITY ® being advised that the ADVERTISER has become insolvent by being unable to pay its debts when they become due and payable or by having the amount of its liabilities exceed the amount of its assets, or if the ADVERTISER commits an act of bankruptcy,makes a general assignment for the benefit of creditors, or if there is filed by or against the ADVERTISER a voluntary or involuntary petition in bankruptcy for the appointment of a receiver or if the ADVERTISER commences, under any law, an action related to bankruptcy, insolvency, re-organization or relief from debtors. 20. It is understood and agreed upon by and between the parties that the CITY may cancel/terminate this Agreement without penalty immediately upon notice to ADVERTISER in the event ADVERTISER materially disregards the terms or conditions of the Agreement, or does not resolve complaints within fifteen (15) days. Any money paid to CITY in advance shall be retained by CITY, and CITY shall incur • no liability whatsoever to those who use ADVERTISER's services. 21. This contract shall not be assignable by the ADVERTISER without the express written • consent of the CITY. For the purpose of this paragraph, any sale or transfer of 5 1% of the shares or assets of the ADVERTISER voluntarily, involuntarily or by operation of law, shall be deemed an assignment. 22. In the event of a default, the defaulting party is responsible for all costs and expenses including, but not limited to, reasonable attorney fees, including appellate fees; suffered by the non-defaulting party in conjunction with such action. 23. At the conclusion of the original term of this Agreement (or at the conclusion of any extension of same that may be agreed upon by the parties in writing), CITY shall have the sole and exclusive right to require ADVERTISER to remove all of the previously installed bus benches from CITY. 24. Any and all notices required under this contract shall be deemed to have been given when placed in the United States Mail, certified, return receipt requested, and addressed as follows: AS TO CITY: CITY MANAGER 100 WEST DANIA BEACH BOULEVARD DANIA BEACH,FLORIDA 33004 AS TO ADVERTISER: MARTIN OUTDOOR MEDIA 3300 NORTH SURF ROAD SUITE 23 HOLLYWOOD,FLORIDA 33019 25. The parties agree that this contract shall be construed and interpreted in accordance with and subject to the laws of the State of Florida. Broward County shall constitute the place of venue for, all purposes in connection herewith, including the interpretation and enforcement of this contract. 26. This contract contains all the terms and conditions agreed upon by the parties hereto and no other agreement, oral or otherwise, regarding the subject matter shall be deemed to exist to bind either of the parties hereto. . a 27. In the event there is a conflict between any of the terms in any of the documents ® contained in any Exhibit to this Agreement and any terms of this Agreement, the terms of this Agreement shall prevail. Our Product is the bus bench.It is for that reason that we have placed the highest standards on the construction and on-going maintenance of these benches.This section will deal with - the standards that we will adhere to in the construction and on-going maintenance of the benches that are on location.These standards have allowed us to reduce the number of maintenance related calls rto the Cities in-which we operate by a whopping 135%. , A. Bus-Bench Construction Please note the Operational-Enhancements section&of this proposal.This is where the we discuss the design and construction of the benches that we are proposing for Dania Beach. • B. On-Going Maintenance We place a great deal of emphasis on our on-going maintenance program.This ensures that our product is finsh and clean looking. We have hired a top of the line production supervisor that is the lead manager in the on-going maintenance program We have outlined our on-going maintenance process below. • Maintenance Rounds—As mentioned above,we have hired a production supervisor who directs the activities of the two man maintenance teams that we use. In the case of Dania Beach,we expect to use one team to attain the performance,that we,require. Martin Outdoor Media has created a maintenance checklist for these teams. We have devised a route diagram for these teams. The maintenance teams will use one of two trucks to follow the route diagram. It is our experience that the maintenance teams can cover a 60-bench route per day.Therefore,the route diagram will take the maintenance teams to each bench in the city twice a week.The maintenance teams will then be responsible for adhering to the maintenance guidelines on the checklist when maintaining the benches on the route.Each truck will have repair tools and spare parts that are sufficient to repair any damaged benches on the daily route. All benches that suffer major damage will be taken back to the maintenance area and a new bench will be supplied that day.Please note Exhibit A on the following page. Again,this shows the job fimctions of our maintenance teams as mentioned in this section in greater detail. • Area Responsibilities—In addition to the bench proper,our maintenance personnel are required to service and rebag all trash receptacles(if necessary for the style of bench chosen)on their route.They are also required to maintain a 10-footby,10-foot area that surrounds the bench.This will include policing of the area, and making calls on any damaged equipment in the area not under our control. H. Advertiser Sales and Marketing Overview The life-blood of Martin Outdoor Media is the sales and marketing of bus bench advertising to area business owners and managers. This is where a majority of the senior managers' time will be • spent.This section will outline Martin Outdoor Media's action plan to seek out and generate income through the sale of municipal bus bench advertising. A. Lead Generation The first order of business in the sale of bus bench(or any)advertising is the production of leads from the businesses in the surrounding area This section will outline the steps,that Martin Outdoor Media takes in order to generate contacts and begin the sales process. • Inventory of Current Advertisers—Within the first week of the award notification for the City of Dania Beach Bus Bench Contract,we will conduct an audit of the current advertisers. The terms of their contracts and contact personnel will be noted.We will attempt to contact all current advertisers by April 30,2002. • Marketing Mailer—Within the first three months of the start of our operations,we will send out a mailer to the businesses in Dania Beach. We will get a list of the businesses in Dania Beach from the Chamber of Commerce. • Advertiser Review-Within the first five months of the start of our • operations,we will complete a review of the businesses that currently advertise in all South Florida advertising media The review will include,but is not limited to:television,radio,billboard,print,and/or other municipal bus bench systems. We will start by covering the businesses on Federal Highway. We will then proceed to the Dania Beach Boulevard, Stirling Road; and Sheridan Road areas. During the walk through,we will attempt to meet the business owner or manager. We will hand out our marketing materials and try to set sales meetings B. Initial Contacts Martin Outdoor Media will use the four techniques mentioned above, along with word of mouth, call-ins, etc. to generate a list of possible advertising contacts. Once we are made aware of these contacts(we expect to have 90% saturation within the fast 6 months), we will attempt to set up sales meetings. We will mainly>use.two methods for this:.the telephone call and-the walk-in. We will attempt to call the contact person first to set up a sales meeting. If the call does not result in a meeting,we will.wa&into their business and see if they are available to meet. We will continue this process, alternating between calls and walk-in until we get a meeting. C. Marketing'tools Marketing Tools—Martin Outdoor Media will use its state of the art marketing tools for the sales and marketing of the bus benches in the City of Dania Beach. These tools will include(but are not limited to)logo design,business cards, promotional items and marketing slick(brochure). D. The Sales Meeting Ater using the techniques listed in Sections A and B.,we expect to have approximately 130 sales meetings within the first year of business.Martin Outdoor Media expects that these meetings will follow the basic outline listed below: • Pre-call Review;=This is where the meeting attendees will take a half-hour to review the business that they are meeting.They will focus on the strengths and weaknesses of the business and how Martin Outdoor Media can help them achieve their sales goals. • Introductions—This is where the meeting attendees will introduce themselves,try to build a rapport with the business owner/manager, and hand out the marketing material mentioned above. • Listening—This is the most important part of the sales call. It is when the attendees will ask questions of the business owner in an effort to learn about the owner/managers problems and concerns. L Meeting Follow-Up After the meeting is over,the attendees will take fifteen minutes to review what happened They will discuss any outstanding issues that could not be attended to in the meeting and formulate responses.These responses will be forwarded to the business owner/manager within one week(if possible).The owner/manager will also be thanked,for their time in writing within one week F. Closing Deals This section outlines the steps that are to be taken once a prospect has gone through the sales process mentioned above and has decided to advertise with Martin Outdoor Media. All advertising will be sold at$75.00 per month for regular benches with a$125.00 one-time set up fee for each.There will be no discounts. . • Contract Signing—This is the first order of business that has to be attended to after the owner/manager has decided to advertise.We will have a contract ready to be signed within 48 hours(maximum)after the decision.Along with the contract,the primary sales consultant will be required to give the owner/manager a small token of our appreciation(i.e.pen,coffee mug,gift basket;etc.).These tokens will increase in value depending on the amount of advertising the owner/manager has purchased.This will let them know how important they are to us. • Product Specifications—Martin Outdoor Media will have a product spec in the hands of the new advertiser within 2 days of the signing of the contract.This will be professionally done by Sign One Designs.It will be a color scale model of the bench that will be placed on the bus bench. All specs will be approved by the client in writing before any artwork is sent to the painters.This will greatly decrease the chance of a dissatisfied customer after the painting process is started. • Advertiser Content—Martin Outdoor Media monitors the advertiser content in each City.We will not accept any alcohol,tobacco,firearm,or X-rated (lewd)advertisement City of Dania Beach Bus Bench Proposal Operations Plan Page 4 ,n 1� AtMim Osddoo►AUWa In addition, we plan to have 1, 2 member team handle our maintenance duties for ` 0 the Dania Beach contract(see section b above.This brings the total of Martin Outdoor Media personnel assigned to the City of Dania Beach's bus bench advertisement system to 5 full time employees. Public Relations ® One important aspect in both advertising sales and the acquisition of additional media outlets is Public Relations.Martin Outdoor Media's Public Relations Plan its and goals are specified below. • Joining of.Civic Organizations—In order to show our good faith to the communities that we service,we join one civic organization in each city in which we operate. These organizations will include,but are not limited to, The Chamber of Commerce,The Downtown Partnership,Rotary, etc..In each instance,a three-month review process will be completed by Martin Outdoor Media Principals to determine the most effective organization_ • Good Cause Support—For the same reason mentioned above,MOM will support one good cause in each city that we do business with.This cause will be selected using the same process mentioned above.We expect to begin supporting this cause after one year of operations. • Complimentary Items—Again for the reasons listed above, Martin Outdoor Media will provide small tokens to prospective and new advertisers.These tokens will increase in value as the size of the contract increases. a H. Advertisement Sales Time Frames and Change Frequencies Martin Outdoor Media sells advertisements in 6-month and 1-year contracts only. We have found that,these.timefimnes work best for our advertising customers.,We always try to limit ad turnover. Our experience shows approximately.10%of our advertising customers turn over in a one-year period. For the City of Dania Beach we estimate about 8 advertisement changes per year. 1 i L Number of employees to be involved with program. Martin Outdoor Media expects to have three senior level managers assigned to the City of Dania Beach's bus bench systems.These managers will be: Scott Martin,President(duties described above),Tom Comeau, Chief Operations Manager(duties described above),bookkeeper and municipal account start-up ' specialist. It has been our experience that we place one bus bench for each stop in the City. Therefore,the total number of benches that we estimate will be placed in,Dania Beach is 125. It is the intention of Martin Outdoor Media to install the proposed style of benches as quickly as possible. To that end,Martin Outdoor Media has set a minimum operational standard of 105 days for the complete.placement of the City of Dania Beach's estimated 125 benches:Martin Outdoor Media has made arrangements to meet this deadline:This section will deal with the schedule of actions for meeting this goal. A. Bus Bench Acquisition Martin Outdoor Media has an agreement in place with our current bench supplier(Lyn-Rand Manufacturing)to have 65 benches available to us in the style that we have suggested for the City of Dania Beach(see the Operational Enhancements Section). We will have delivery of these benches immediately after the notification of award.The remaining 60 benches will be delivered within 53 days after the notification of award. B. Placement Schedule It has been the experience of Martin Outdoor Media that our two teams of maintenance workers(two workers in each team)can set approximately 2 benches in an 8-hour day as many of the City of Dania Beach's benches will not be set,on.concrete pads.Using this assumption,it will take our.two teams.of maintenance workers approximately 75.working days(or 105:total days),to mount each of the'two installations of benches. Martin Outdoor Media has made arrangements with our maintenance teams to begin installation on March 1,2002. We plan to install 2 benches per day as stated above. We expect to be completed with the first installation of 65 benches by April 23, 2000.To reach this goal, our teams will work Monday through Friday from 8AM to 5PM. We plan to start the second 60-bench segment on April 24,2000. We plan to complete this installation by May 15,2001. Again, we will work 5, 8-hour days per week. I "Street Furniture"Program for High Visibility(Historic DWrict)Locations We noticed that the general appearance and advertising content in the high-visibility (historic district)locations could be improved One Martin Outdoor Media solution is the donation of fifteen decorative"street fiuniture"style benches for this district.-Please note Exhibit B at the end of this section, where we have produced four different prototypes of this type of bench from which the City may choose. As in the advertised benches that we are proposing,these benches will have"vagrancy dividers"to minimize the possibility of inappropriate use by non-bus riders. You will note that these benches • would be sponsored by the City of Dania and`welcome"a driver to the Historic District or"thank"a driver for visiting instead of directing them to the"nearest check cashing establishment"(see exhibit B). II. Annual Co any Paid Co mP mpliance Audit Martin Outdoor Media will provide, at our expense,an annual compliance audit for the City. If preferred,the audit could be conducted by the City's Zoning Department(we would then be billed,for their time)or by an independent auditor selected by the City of Dania Beach. A final:report would be generated and given to the City.Both parties would meet to discuss the outcome of the audit. Remedies(if necessary)would be supplied by Martin Outdoor,Media to be completed within a 60-day time interval.This would ensure that unresolved compliance problems would no longer remain for a protracted period of time. III. City use of Non Advertised Benches Martin Outdoor Media will allow the City of Dania Beach to use all of the benches that do not have a current advertiser for its own purposes. We estimate that at any one time, 10%of our inventory will not have an advertising client for one reason or another.This would mean that the City would have approximately I I benches that it could use to spotlight upcoming events, City programs, or its current beautification effort. IV Newer Style Bus Benches We noticed that the general appearance of the bus benches currently in place could be improved To that end,Exhibits C shows two styles of bus bench that we are . recommending for the City of Dania Beach. These styles are constructed of more durable materials than those currently inplace.This allows us to spend less maintaining the benches to our high standards.The minimization of expenses allows Martin Outdoor- Media to be extremely:competitive in generating rent figures. These styles also give a cleaner.look to the bench,more compatible with the themes of the City's current beautification effort., V Trash Cans for Heavily Used Bench Locations Exhibit A and C I show the welded trash receptacles that we recommend for use at all heavily used bus bench locations.The steel cans are welded to the bench to reduce vandalism. Their presence greatly reduces the likelihood of loose debris in the vicinity of the chosen bench as they give riders a place to throw away their garbage. Again, welded trash receptacles compliment the street beautification efforts.Eye appeal in and around bus benches is extremely important tot Martin Outdoor Media's advertising objectives. VI. Clear Plastic Advertisement Coverings Exhibits A and C show the style of advertisement delivery system that we are recommending for the City of Dania Beach.The clear plastic advertisement coverings minimize repair and maintenance costs as they make graffiti cleanup quicker and easier. In addition to being more financially efficient, these coverings allow our advertisers and the City of.Dania Beach.to have.more appealing,less obstructed advertisements. 4 VII. "Ten-Foot"Rule of Responsibility As mentioned in the Operations Plan section of this Proposal,it is,Martin Outdoor Media company policy to police the ten-foot by ten-foot area that surrounds each bus bench that we operate.
