CC: Michael Sheridan Util/P W Director RE: Vehicle Purchase We are requesting approval by the Commission at the 08/13/02 meeting the purchase of a "Johnston 770 Cyclone Street Sweeper" at this time. This was also approved as part of the capital improvements earlier this year and included in the budget. We received three bids that met our requirements and Florida Municipal • Equipment was the lowest bidder at $117,960.00, which includes the base machine and warranties. All bids were reviewed and machines examined by a committee that included Mike Sheridan (Util/P W Director), Don Hansen (Chief Mechanic), Jim Fields and Dan Stubbs (Sweeper Operators) and myself. We concluded this machine met our requirements and with it being the lowest bid and the fact that Florida Municipal Equipment currently has supplied over 40 Johnston Sweepers to various municipalities in SE Florida giving them a large presence here, this is our best choice to proceed with. This price includes various extended warranties, service and part guarantees, and operator and maintenance mechanic training. Please don't hesitate to contact the undersigned should you have any questions or require any additional information. Very tru ours, E. A. Spike Nagel Territory Manager P.O. Box 540 Eaton Park, Florida 33840-0540• (863) 665-2091 • Fax(863) 665- 5946 Proposed Customer Support Program for the City of Dania Beach, Florida We are pleased to see the inclusion of additional sweeper service requirements as a condition to the City's bid for a new street sweeper purchase. Unfortunately, without the inclusion of specific non-performance penalties, an unscrupulous vendor may opt to forgo his obligations knowing that there is very little recourse the City has once they've accepted a particular sweeper. Florida Municipal Equipment, Inc. (FME) has subscribed to the principal of providing a high level of after sales support and has backed up this commitment with guarantees that ensure performance or provide tangible recourse to the City. To this end, we are pleased to make the following customer support offer to the City of Dania Beach, Florida: • Guaranteed Replacement Parts Shipment—FME hereby agrees to have any part for the Johnston series 770 Cyclone sweeper(excluding truck chassis and auxiliary engine) shipped by the method requested by the City within a maximum of two (2) normal business days. Part(s)that are not shipped within the two (2) normal business days time commitment will be supplied to the City free of charge including freight. This offer is valid for seven(7) years or while the sweeper is owned by the City, whichever occurs first. • Service Response Time—FME hereby agrees to commence repairs for all service call requests for the sweeper within a maximum of two (2)normal business days and to complete all sweeper repairs within a maximum of five (5) normal business days. In the event repairs are not completed within this timeframe, FME will pay the City financial restitution in the amount of$250 per normal business day for each normal business day beyond the five (5) normal business days while the machine is unavailable to work(i.e., "down"). At the City's exclusive option, providing a loaner sweeper in lieu of the financial penalty could satisfy this requirement. Submitted by: Florida Municipal Equipment, Inc. Signature: Name: E. A. Submitted by: Florida MIMicipal Equipment, Inc. Signature: ' Name: E. A. Sp ce Nagel Title: Territory Manager Date: June 26, 2002 • Street Sweeper Bid for the City of Dania Beach, Florida Variations to General Specifications As the General Specifications as issued by the City of Dania Beach are specific to one manufactures design, it is impossible for any other bidder to submit an offer to the City, which is in complete compliance with the technical specifications. We are submitting our proposal in good faith based on what we perceive to the City's intent. Further, the following represents a specific response to those items to which we cannot comply with the letter of the technical requirement: 1. General—The lOhnStOli Series 770 Cyclone has been in production for over one year. Prior to release to the general market place, this unit has been field tested with various customers in a variety of geographic areas for eighteen.(18) months. JONNSIOR is the world's largest manufacturer of air type sweepers and has taken their fifty(50)years of vacuum sweeper experience and grafted it into their recirculating air product. Florida Municipal Equipment, Inc. (FME) is the largest supplier of street sweepers in the State of Florida. In southeast Florida alone, there are over forty(40)IOhNSI<On sweepers in operation with various governmental agencies. In Broward County,we are pleased to call the City's of Hallandale, . Miramar, Davie, Fort Lauderdale, Plantation, Sunrise, Pompano Beach, and Deerfield Beach as well as the County's Street and Highways and Port Departments as 10hnSIOR customers. Many of these FME customers are second generation (or older!)JOhNUOn customers. We believe that there are more IONS[Oil sweepers in operation with Broward County municipalities than there are machines as specified by the City of Dania Beach in operation with local governmental agencies throughout the entire State of Florida. 2. Power Unit—The unit has two (2) fuel tanks, one for each engine, which provides a total of fifty eight(58) gallons of combined capacity and ample capacity for each engine for an eight(8)hour shift without the need to refuel. 3. Dust Separator—The entire dust separator inlet area is liner with bonded wear resistant rubber. The Model 770 Cyclone utilizes two (2) 28 '/2"x 36 %" stainless steel screens to allow air to move freely from the hopper into the centrifugal dust separator. 4. Hopper—The debris hopper on the Model 770 Cyclone dumps to a forty nine (49) degree angle which facilities debris discharge and combined with an internal tank flusher, reduces clean out time. A single right hand side inspection door which is 14"x 18" in size allows for hopper viewing and insertion of large debris. 5. Hydraulic System—The hydraulic reservoir on the Model 770 Cyclone is twenty (20)gallons. 6. Blower—The Model 770 Cyclone's blower is constructed of steel, which eliminates the need to cover with rubber, as is the case with the aluminum blower specified. 7. Pick-Up Head-Broom Assist—The pick-up head size on the Model 770 Cyclone is 93"x 39"which is a nominally larger area than the head specified by the City. 8. Gutter Broom(s)—The gutter broom down pressure control is in cab adjusted by the operator based on the conditions. In light sweeping conditions, additional weight can be taken off of the gutter brooms so as to increase component life and reduce operating costs. • i W. 4. i " , ';"c z '"':<:` .< ;t e .. ✓ .r. r r < 3 ,r".±.' <.. fi ' a ''.,rs}.#1 esw.. s,.. 3s `A`Y- rr '`".. er _ '. a< ,: ✓ `s+w x `D " z 'ss° `r r s&' r -i;..' „a k, rk.w,•+":' + '.. v '- 4 : c a r'. r9 sax , - ,s`a< -#;a 8 r'r }y att^du49-`m r .;:,z,u .w' taa !`''*.a , s: ,. s a9'+ -a x ;;' a: . 's'3• v '', '`'` 6 k ' :s_,?t# 4" µ F _. * s c•+,r f-""^`a''£'+R` ' r *. ;,-a:- .,+i:,,":,la,,i.r x+. •'''xa x z Rw - a "; :><dK :-."` `,f "rs ` 'his, °:z "- x s ``rokr' ' • ° , "' -;.a T "+ } a S:'i+ F,.`sfi.`,• ' #'": t c5 ^t,"".,zF -,fir " ' ^fi `' ' . «`- t +r', x :.: r:#E5„i .,tro q .,,'s-i`' g t'-,, :. E, Y.-a •r. .,;, + ',+.#. vy.'4`,. .k .'
