HomeMy WebLinkAboutR-2002-197 Strongly Recommending the Broward County Commission Reconvene the Regional Fire/EMS Task Force to review the proposed Broward county regional fire rescue services delivery plan RESOLUTION NO. 2002-197 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, STRONGLY RECOMMENDING THE BROWARD COUNTY COMMISSION RECONVENE THE REGIONAL FIRE/EMS TASK FORCE TO REVIEW THE PROPOSED BROWARD COUNTY -4 REGIONAL FIRE RESCUE SERVICES DELIVERY PLAN BEGINNING FISCAL YEAR 2003, TO STUDY THE IMPLEMENTATION AND FUNDING METHODOLOGY OF THE PLAN, TO ENABLE THE REGIONAL FIRE/EMS TASK FORCE TO PROMULGATE RECOMMENDATIONS FOR IMPLEMENTATION, STAFFING AND FUNDING, AND OPPOSING THE USE OF COUNTYWIDE GENERAL FUNDS EXCEPT WHERE RECOMMENDED; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Broward County Regional Fire/EMS Task Force was convened by the Broward County Commission to study the development of a regional fire rescue services delivery system in cooperation with municipalities; and WHEREAS, the FIRE/EMS Task Force, composed of municipal and County representatives identified four (4) areas related to the delivery of fire rescue services, and developed a framework for a regional fire rescue service delivery plan via interlocal agreements in consideration of municipal Home Rule; and WHEREAS, Broward County staff developed the Broward County Fire Rescue Strategic Service Delivery Plan for fiscal year 2003, hereafter called the Plan, for presentation and approval by the Broward County Commission; and WHEREAS, the Plan formulated by Broward County staff provides a financial plan for implementation and staffing of the Broward County Fire Rescue Department without initial participation or sanctioning by the Fire/EMS Task Force or municipal governments; and 1 RESOLUTION NO. 2002-197 WHEREAS, the City of Dania Beach wishes to continue discussions with the Task Force to analyze the level of service, methods of delivery and financing of regional fire rescue services; and WHEREAS, the Plan as formulated by County staff will result in dual taxation for fire rescue services to all residents within Broward County, by failing to address alternative funding methodologies and service delivery models; and WHEREAS, the City of Dania Beach and other municipal governments provide comprehensive Fire Rescue Services in cooperation with Broward County and desires to continue to do so without unnecessary duplication of services or unauthorized financial methodologies; and WHEREAS, the City of Dania Beach wishes to insure that the Plan does not • expand Broward County Fire Rescue Services and infrastructure at the additional expense to the city and its residents; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS FOLLOWS: Section 1. That the City Commission of the City of Dania Beach does hereby oppose the implementation of the proposed Broward County Regional Fire Rescue Delivery Plan as approved on June 25, 2002, prior to reconvening the regional Fire/EMS Services Task Force, and without specific recommendations for implementation and funding by municipal representatives and the members of the Task Force. Section 2. That the City Commission of the City of Dania Beach opposes the • use of general funds for fire services not wholly sanctioned or recommended for funding 2 RESOLUTION NO. 2002-197 by the Broward County Fire/EMS Task Force, and where alternative sources or fees should be utilized for said services. Section 3. The City Clerk is hereby directed to provide copies of this resolution to each member of the Broward County Board of County Commissioners, the Broward County League of Cities, and to the governing bodies of each municipality within Broward County. Section 4. That this Resolution shall take effect immediately upon its passage and adoption.
