HomeMy WebLinkAbout1730 - MINUTES - City Commission MINUTES DANIA BEACH CITY COMMISSION WORKSHOP MEETING MAY 17, 2001 7.30 p.m. Mayor Flury called the meeting to order at 7:30 p.m. ROLL CALL Present: Mayor: Pat Flury Vice-Mayor: Robert Chunn Commissioners: John Bertino C.K. McElyea Bob Mikes City Attorney: Tom Ansbro Acting City Manager: Jason Nunemaker Deputy City Clerk: Charlene Johnson 1. Review of Risk Management RFPs. Acting City Manager Nunemaker reported that an RFP had been issued and advertised seeking a Risk Management Consultant firm to help flush out some of the risk management issues with the potential of seeking an outside insurance carrier. He explained that two highly qualified firms had been selected by staff and asked Sheryl Chapman, Administrative Services Director, to introduce the firms to the Commission. Ms. Chapman explained that a total of five firms submitted proposals. Commissioner Bertino asked how this would benefit the City. Ms. Chapman explained that the present insurance consultant, Mary Stanford, was planning to take her business in a different direction and asked that the City seek another consultant. Ms. Chapman stated that the City desperately needed to find a firm who could evaluate the City's health insurance plan and prepare an RFP for a health insurance plan, to determine whether the City should revert back to a fully insured plan or continue to be self-funded. Ms. Chapman advised that the pending contract with Professional Administrators, the current third party administrator, was negotiated prior to her employment but has not been MINUTES —CITY OF DANIA BEACH 1 MAY 17, 2001 • signed because she was not satisfied with their services. She mentioned that Professional Administrators consumes a lot of her time in trying to resolve problems that they should be resolving Ms. Chapman also advised that property and casualty insurance rates would be increasing from 65% to 100% and had not been evaluated for a long time. Commissioner Bertino & Commissioner Mikes were concerned that they weren't given all five RFPs to review. Mayor Flury felt that the City Commission should have faith in the staff to select the best qualified firms. Ms. Chapman introduced Brenda Sadler and George Erickson from Siver Insurance Consultants, who explained what their role would be as the City's consultant. Their goal would be to provide solutions that would best fit the City's needs after discussions with City staff. The firm was founded in 1970 and was the oldest insurance consulting firm in the State of Florida. The firm's staff experience ranged from five years to 30 years with staff having advanced educational and insurance degrees. The hourly rate for their consultants would be $135 per hour and $40 per hour for clerical staff. The firm was fully prepared and willing to provide everything that was asked for • in the RFP that was prepared by the City. Ms. Chapman introduced Carlton Moore, Matthew Anthony and James Drake from McKinley Financial Services, who gave a brief presentation about their firm and the services that they would provide. The firm is located in Fort Lauderdale, was founded in 1987 and has grown to be one of the largest companies in the insurance industry located in South Florida. The firm specializes in preparing RFPs for insurance for municipal governments. Their goal would be to identify the needs and objectives of the City, survey employees and bargaining units, analyze the existing program, review claims experience, make recommendations on plan designs, assist in the development of the necessary RFP, evaluate and analyze each vendor who responds to the RFP and assist the City in negotiating with the selected vendor. The hourly rate for their lead consultants would be $195 per hour, other outside consultants would be $175 per hour and clerical staff would be $50 per hour. Ms. Chapman mentioned that she received good references for both firms. She also mentioned that Mary Stanford recommended Siver Insurance Consultants. MINUTES— CITY OF DANIA BEACH 2 MAY 17, 2001 Commissioner Bertino was of the opinion that the City should not hire an insurance consultant, such as McKinley Financial Services, who has a corporation that receives fees from insurance companies for selling insurance. Mayor Flury agreed with Commissioner Bertino. Regarding the other proposals received, Ms. Chapman advised that a bad recommendation was received from one of the references given by Waters Risk Management; staff felt that Interisk Corporation did not have the depth of experience that Siver Insurance Consultants or McKinley Financial Services had, and Arthur J. Gallagher & Co. was very expensive and had a more direct relationship with their brokers, even more so than McKinley Financial Services.
