DANIA BEACH CITY COMMISSION
WORKSHOP MEETING
OCTOBER 4, 2001
1. Call to order
Mayor Flury opened the meeting at 4:30 p.m.
2. Roll Call:

3. Brief comment period with Dr. George Hanbury, ICMA, regarding interview process.
® Dr. Hanbury explained that he had previously distributed a letter to the City Commission of suggested
procedures to use during the interview process and that 25 suggested questions, an individual
evaluation form, and an overall scoring sheet were provided to assist the City Commission on their
selection of a city manager.
Mayor Flury was asked to introduce each candidate and provide a general idea of the procedures. Dr.
Hanbury recommended that the City Commission be consistent in asking the same questions of each
candidate.
CITY MANAGER INTERVIEWS:
4:30 p.m. to 5:30 p.m. — Horace McHugh (MBA, Financial Management & BBA, Corporate Finance)
Mr. McHugh advised that he had received 11 years of banking experience with Manufacturers Hanover
Trust Company in New York City and had held the position of Assistant to the City Manager for the City
of Fort Lauderdale since 1992. Mr. McHugh pointed out that Fort Lauderdale had provided him the
opportunity to learn professional leadership skills in order to serve the diverse and unique population.
His position as Assistant to the City Manager requires executive support to the City Manager in the
areas of,Human Resources & Staffing, Budgeting and Financial Management, Capital Planning &
Infrastructure, Intergovernmental & Community Relations, Policy Formulation and Strategic Planning,
and Economic Development/Neighborhood Revitalization. Mr. McHugh expressed his strengths as
being goal-oriented, a consenus builder, and having the ability to work in a team environment and
interact favorably with business, residents and other members of the community.
The City Commission proceeded with a question and answer period with the candidate.

5:30 p.m. to 6:30 p.m. — Donald Giancoli (Ph.D., abd, Public Administration with concentration in Public
Budgeting-FAU, M.B.A. and B.S. University of Maryland)
Mr. Giancoli advised that he had served as Town Administrator for the Town of Berlin, Maryland from
1987-1990 and that during his long time employment with the City of Lauderhill had worked as
Assistant City Administrator for Mayor Lieberman, Interim Community Development Director, Interim
Director Environmental & Engineering Services, and currently holds the position of Finance Director.
Mr. Giancoli explained that he is currently working on his Dissertation in Performance Studies relating
to construction of roadways and that he has taught Public Budgeting courses at FAU, Finance
Seminars at Florida Government Finance Officers Institute, training seminars on Performance
Measurement, and conducted Presentations at American Science Society of Public Administration on a
regional and national level.
The City Commission proceeded with a question and answer period with the candidate.
6:30 p.m. — 7:30 p.m. — Terry Leary (MA Management/Organizational Development, B.S. Business
Administration/Economics)
Terry Leary mentioned that her public career started out as an elected city clerk and that she had 15
years experience working as a city manager. She spent a short time in the real estate field and served
as Deputy County Administrator and Operations Manager for Beaufort County, South Carolina. Ms.
Leary had been employed as Town Manager for the Town of Lake Park since 1995 and was candid in
regards to her recent termination stating political changes in Administration and the City Commission.
Terry Leary pointed out that she obtained Florida Main Street designation, increased property values by
over 20% in a 3 year period, and millions of dollars in grant monies to leverage the 1997 Bond Issue for
• the Town of Lake Park. Ms. Leary pointed out her expertise in the areas of economic development,
finance and budgeting, long-range planning, zoning, code administration, historic preservation,
downtown redevelopment, grant writing, capital project administration, public relations, team building,
volunteer coordination and personnel administration.
The City Commission proceeded with a question and answer period with the candidate.
Mayor Flury thanked the candidates for participating in the interview process and explained that two
more candidates, Ivan Pato and Jason Nunemaker, would be interviewed tomorrow and that a Special
Meeting would follow for possible selection of a city manager.
4. ADJOURNMENT
This meeting adjourned at 7:15 p.m.
