SPECIAL MEETING
OCTOBER 5, 2001
1. Call to order
Mayor Flury opened the meeting at 6:00 p.m.
2. Roll Call:
Present:
Mayor: Pat Flury
Vice-Mayor: Robert Chunn
Commissioners' John Bertino
C.K. McElyea
Bob Mikes
City Attorney: Tom Ansbro
Acting City Manager: Dave Keller
City Clerk: Charlene Johnson
3. Discussion and possible action on the selection of city manager.
Dr. George Hanbury, ICMA Ranger Rider, encouraged the City Commission to take whatever time they
need before making the important decision of selecting a city manager. He recommended that the
candidates be narrowed to three or no less than two finalists through the use of the score sheet
previously presented or by a straight vote of the commission. Dr. Hanbury advised that after the city
manager is selected a contract could be negotiated by the mayor and city attorney with his assistance
and that the background and credentials check on the candidate would take another two to three
weeks.
Commissioner Bertino was of the opinion that the City Commission should not have only required a
Masters Degree from the applicants and that experience should have been a factor in selecting the
finalists. Commissioner Bertino expressed his desire to go forward with making the decision to hire the
city manager tonight subject to the completion of the reference checks.
Mayor Flury clarified that Dr. Hanbury's letter to the City Commission clearly states a preference to a
Masters Degree and not a requirement. She mentioned that she had obtained reference checks on the
candidates and that her final selection was between Jason Nunemaker and Ivan Pato.
Commissioner Mikes expressed a desire to continue the decision in order to obtain additional
information on the candidates, and, after further discussion, stated his interest in Don Giancoli, Terry
Leary and Jason Nunemaker.
Commissioner McElyea was prepared to move forward and thought that BSO could conduct the
background checks.
Commissioner Bertino thought Ivan Pato interviewed very well and that his knowledge of the City and
maturity would be extremely beneficial in making a good city manager.

• Vice—Mayor Chunn recommended Jason Nunemaker for the job based on his honesty and integrity and
for having gained the respect of staff during the past six months. He was not supportive of Ivan Pato
based on the way that Mr. Pato was brought into the interview process and thought it would be a
travesty to hire him over Jason.
Commissioner Mikes was of the opinion that the decision to hire Ivan Pato had already been agreed
upon by three commissioners before the interview process began and that the City's bad reputation
was based on this old style of doing business.
Commissioner Bertino disagreed with Commissioner Mikes' comments and stressed the importance of
commissioners being able to vote the way they wish without always being made out to be wrong.
Mayor Flury stated her desire to select the person that she feels is right for the job and there being a
need to hire a person with experience who could correct the financial problems that exist as a result of
ongoing mismanagement.
A motion was made by Commissioner McElyea, seconded by Commissioner Bertino, to give Ivan Pato
a try as city manager.
The motion passed on the following 3/2 roll call vote:
Commissioner Bertino-yes Commissioner McElyea-yes
Commissioner Mikes-no Vice-Mayor Chunn-no
Mayor Flury-yes
• A motion was made by Commissioner Bertino, seconded by Vice-Mayor Chunn, to select Jason
Nunemaker as the second candidate. Commissioner Mikes left the room
The motion passed on the following 3/1 roll call vote:
Commissioner Bertino-yes Commissioner McElyea-no
Vice-Mayor Chunn-yes Mayor Flury-yes
4. Adjournment
This meeting adjourned at 6:30 p.m.
