HomeMy WebLinkAboutR-2001-014 27TH CBDG funds RESOLUTION NO. 2001-014 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 27T" YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (2001-2002) IN THE AMOUNT OF $225,884.00; PROVIDING FOR FUNDING FOR NORTHWEST IMPROVEMENTS PHASE IV IN THE AMOUNT OF $225,884.00; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA. Section 1. That that certain 27th year application for the Community Development Block Grant program for 2001-2002 fiscal year for Northwest Improvements Phase IV in the amount of $225,884.00, between the City of Dania Beach, Florida and Broward County, in substantial form as Exhibit "A", attached, is approved and the appropriate city officials are authorized to execute it. The City Manager and City Attorney are authorized to make minor revisions to said application as are deemed necessary and proper for the best interests of the City. Section 2. SUMMARY EXPLANATION & BACKGROUND: The City of Dania Beach is preparing to make application to Broward County Community Development Division for 271h Year CDBG Funding. The City has been allotted approximately $225,000 for which it may apply. Consultation with residents, civic associations,the Dania Beach Housing Authority, and Public Works has assisted the City in preparation of the application. The requested improvements will include: 1. Expansion of Charlie Will Thomas Park including cul-de-sacs at the north and south end of NW 2"d Street,sodding, additional landscaping, and pavers. 2. The revitalization of Dania Beach Boulevard west of 5th Avenue including new sidewalks,swale/sod work, additional landscaping abutting the DHA, a cul-de- sac at the end of Dania Beach Boulevard at approximately NW 12th Avenue. A community meeting was held on 1/24/01 to discuss the proposed improvements. The discourse that ensued offered several viewpoints on how the money should be allocated. Some residents expressed a desire that the city revisit the issue of rehabilitating the Boissey-Waiter center. Staff has reviewed the request and finds that it is currently not a feasible CDBG project. Growth Management staff is currently working on providing alternatives for ingress and egress to the facility. Until such issues are resolved developing the center is problematic.As the discussions ensued staff felt that there was general buy-in to the proposed project. Project Goals: Provide specific project goals and quantifiable objectives. Quantifiable objectives should specifically state who, what, where and how many. Scope of services demonstrates activities involved in implementing the project while project continuation and maintenance relates to the whether or not this will be an ongoing activity after funding ends. a. Project Goals and Quantifiable Objectives': Describe how goals and objectives will benefit low income persons or eliminate or prevent slum and blighted conditions, or impact a problem or need of particular urgency. The Northwest Phase IV Beautification program addresses some fundamental needs in the northwest section of Dania Beach.The goals of this particular phase are threefold; enhanced aesthetics, increased pedestrian safety, and the reduction of through traffic. The implementation of landscaped street closures at NW 2"d Street and Dania Beach Boulevard will provide a more secure neighborhood environment. These closures would have the effect of reducing non-neighborhood traffic. The closure at NW 2"d Street would also provide for additional park space at Charlie Will Thomas Park.This particular closure will also provide for enhanced pedestrian safety, particularly for children that frequent the park and attend Collins Elementary.Finally,this project will serve as a aesthetic enhancement as landscaping and pavers will be used in conjunction with the closures. b. Detailed Scope of Services: The scope of services should explain exactly what will be accomplished with the funds requested. 1. Beautification of Dania Beach Boulevard from NW loth Court west to its current closure.The remainder of sidewalk and landscaping improvements will be completed along the north and south sides of Dania Beach Boulevard. A permanent street closure will be constructed to include curbing and landscaping. 2. Charlie Will Thomas Park will be expanded into the section of NW 2"d Street between NW 81" Avenue and NW loth Avenue..Improvements will include curbing at the east and west ends of the closure with a landscape buffer. Description: Describe the outcome(s) of the project. Description is to include time frame for start-up and completion, street location of the service and census tract(s). Describe the service area. a. Project Description: Capital improvements should state anticipated linear feet of project or number and description of public facilities. Public service projects should specifically state number of clients per year. Housing development or rehabilitation should state number of housing units. The budget narrative should identify non-CDBG resources to be utilized in financing including mortgages or construction financing for the project. Also, specify the costs for which CDBG funding is being requested and the costs to be covered by non-CDBG resources. Additional pages can be added, if necessary.
