A RESOLUTION OF THE ,
FLORIDA, APPROVING THE SITE PLAN REQUEST
SUBMITTED BY CDI ENGINEERING AND PLANNING
REPRESENTING DILIP PATEL OWNER OF D.P. HOTELS,
INC., FOR PROPERTY LOCATED ON THE EAST SIDE OF
SE 5TH AVENUE, NORTH OF SHERIDAN STREET, DANIA
BEACH; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the
City of Dania Beach, Florida, states that a site plan is required as a condition to the
issuance of a building permit; and
WHEREAS, CDI Engineering and Planning representing Dilip Patel owner of D.P.
Hotels, Inc., has applied for site plan approval for the proposed construction of a 67 room
Sleep Inn Hotel to be located on the East Site of SE 5th Avenue, North of Sheridan Street,
Dania Beach; and
WHEREAS, the Planning & Zoning Advisory Board on February 21, 2001,
recommended that the City Commission grant the site plan request (SP-50-00), based
upon the criteria set forth in Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances
of the City of Dania Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That that certain application (SP-50-00) for site plan approval, a copy of
which is attached and made a part of this Resolution as Exhibit "A" is approved,

and it is further noted that the original Site Plan is maintained in the office of the
Growth Management Department of the City of Dania Beach.
Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of
Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals
shall automatically expire and become null and void unless building permits are obtained
on or before 18 months from the date of this resolution.
Section 3. That all resolutions or parts of resolutions in conflict with this resolution
are repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

Residential - S275.00 Base Fee, plus S8.80 per unit for the first 100 units, plus $4.40 for each unit
in excess of 100 units.

On February 2, 2001, Hughes Hall Inc. received a new traffic analysis and a revised site plan
for the Sleep Inn & Suites located on the east side of SE 5th Avenue, north of Sheridan Street in the
City of Dania Beach. The site plan was revised, in part, to respond to comments made by HHI in a
letter dated January 10, 2001. Those comments (shown in italics) and a summary of the applicant's
• responses are provided below.
• The corner turning radius on the east end of the canopy drop-off area is shown as
10 feet. This is too tight for the vehicles that might be expected to enter from the
east. It is recommended that this corner turning radius be enlarged to at least 15
feet.
The applicant's site plan now calls for a 15-foot corner radius.
• The northern driveway connection to SE 5th Avenue is currently shown as one-
lane-in and one-lane-out with no restrictions upon turning movements. It is
recommended that a triangular raised concrete island be constructed in the middle
of this driveway connection restricting access to right-turn-in/right-turn-out only.
The applicant's site plan now includes the recommended raised concrete island.
• A minimum 25-foot throat should be provided for the southbound exit from the
property. The remaining four spaces should be restricted to employees use only
in order to reduce the conflict between vehicles entering and exiting the parking
spaces and other traffic using the driveway.
The applicant's engineer has revised the site plan to provide the requested 25-foot
throat while maintaining five parking spaces on the west end of the site. The

applicant's traffic study showed low peak hour traffic volumes, which indicates that it
should be possible to utilize these five spaces more frequently and still not introduce an
unacceptably high number of conflicts. However, use of these five spaces for
employees only offers two benefits: the number of parking maneuvers (and therefore,
conflicts) is greatly reduced because employees park for longer terms than guests, and
employees are more familiar with on-site traffic patterns and would be less likely to be
unaware of the conflicts.
• The driveway connection between the project site and the adjacent Walgreens is
shown as being approximately 50 feet east of the stop bar for westbound traffic
exiting onto SE 5th Avenue. It is recommended that the project's southern
driveway connection to the Walgreens site be at least 100 feet east of the stop bar
for westbound traffic exiting onto SE 5th Avenue. The eastward relocation of the
driveway will reduce the number of conflicting movements at the internal exiting
intersection east of SE 5th Avenue.
The applicant has addressed this concern by preparing a queuing analysis. The
queuing analysis was based on appropriate trip generation estimates and internal and
• external distributions and assignments for traffic generated by the proposed Sleep Inn.
However, the queuing analysis relied inappropriately on a method for estimating queue
storage needs in mainstreet left-turn lanes.
An appropriate method for analyzing sidestreet queue storage requirements would
include consideration of the mainstreet traffic volumes, available gaps in mainstreet
traffic, sidestreet delays, and number of conflicting turning movements at the studied
intersection. Using FHWA's Highway Capacity Software, this information, in an
unsignalized intersection analysis, could provide a reasonable estimate of the future
operation and queue storage requirements of the proposed joint-use driveway
connection to SE 5th Avenue. In addition, field observations of vehicle gaps on SE 5th
Avenue during the peak hours of the day could further demonstrate whether or not
adequate gaps exist to accommodate the traffic attempting to exit the proposed
driveway.
Unless such analyses successfully demonstrate that the proposed joint-use driveway
connection will operate in an acceptable fashion, we must recommend that the Sleep
Inn site's southern driveway be moved at least 100 feet east of SE 5th Avenue.
• The canopy drop-off area roadway has a stop bar, stop sign and double yellow
pavement markings on the east end. These should also be provided on the west
end facing westbound traffic exiting the canopy area.

The applicant's site plan now shows the recommended stop sign and pavement
markings.
As noted above, our review of the applicant's February 2, traffic analysis and revised site plan
revealed that four of our five original concerns have been addressed satisfactorily. There remains a
need to conduct a queuing analysis appropriate for the situation, and which demonstrates adequate
traffic operations of the project's proposed SE 5th Avenue access driveway.

RE: Site Plan for Three Story Hotel Located at the Northeast Corner of
Sheridan Street and SE 5th Avenue (C-2 Commercial Zoning)
DATE: March 27, 2001
This site plan is located at the northeast corner Sheridan Street and SE 5th Avenue,
directly north of the recently approved Walgreens Drug Store. The Sheridan Street
Publix'Shopping Center is located to the west across SE 5th Avenue. Residential use
abuts the subject parcel to the north.
Access is by means of a shared driveway with Walgreens and a second driveway
located on the north side of the property. The north driveway is required by Fire-
Rescue to eliminate the long-dead aisle that would have resulted without the driveway.
The Public Works/Utilities Director and Fire Marshall have granted preliminary approval
of the site plan. A copy of the traffic analysis is included in your backup.
The property is zoned C-2 and has an underlying land use of "Commercial". C-2
zoning! permits up 101 rooms on this 1.7-acre parcel. The site plan indicates 67 rooms.
C-2 zoning permits a three-story building up to 40 feet in height. The site plan indicates
a three-story building of approximately 28 feet in height (The zoning code measures
building height to the ceiling of the top story).
The front yard on SE 5th Avenue is 10 feet (10 feet is permitted by the Zoning Code).
To compensate for the small front yard, staff has required the applicant provide
additional landscaping and architectural detail on that portion of the building facing SE
5th Avenue.
The building setback to the adjoining residential property is 75 feet (The original plan
provided only a 10 foot setback from adjoining residential).
Applicant indicates the primary building colors will be medium and light tan, while the "s-
type" barrel the roof is indicated as "Papaya". Staff has requested a color rendering for
the City Commission meeting.

The site plan provides 1.1 spaces per room, as required by the parking code. Applicant
provides the required 30% site pervious area. The City Landscape Consultant indicates
all other landscape requirements have been met.
