A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO SUPPORT AN APPLICATION
MADE TO THE OFFICE OF THE GOVERNOR AND NOMINATED BY TURN
AROUND DANIA BEACH FOR THE DESIGNATION OF THE NORTHWEST-
SOUTHWEST REVITALIZATION CORRIDOR OF THE CITY OF DANIA
BEACH AS A "FLORIDA FRONT PORCH" COMMUNITY; PROVIDING
THAT THE DESIGNATION WOULD ALLOW THE CITY TO COMPETE FOR
A PORTION OF $5.2 MILLION IN FLORIDA FRONT PORCH FUNDING;
AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID
APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, three years ago, Governor Jeb Bush introduced an urban revitalization
initiative that was designed to build on the strengths of Florida's urban core communities; and
WHEREAS, Front Porch communities will benefit from the efforts of the Governor's
Office to create strategic alliances and networks of community collaboration that will develop
and forge better relationships between Front Porch communities and other community,
corporate, and faith-based organizations; and
WHEREAS, in receiving a Front Porch Florida designation, communities will be asked to
develop a Neighborhood Action Plan that defines the problems specific to that community and
empowers the community to develop the solutions so that answers come from the bottom-up,
not the top-down; and
WHEREAS, in exchange for this community involvement, the Governor and the Office of
Urban Opportunity will serve as a "civic switchboard" for"Front Porch Florida" communities,
putting them in touch with state and federal funding, connecting them with private and not for
profit resources that might otherwise not invest in these communities; and
WHEREAS, a collaborative synergy a has been created among residents, resident
groups such as Turn Around Dania Beach, Northwest Byrd Point Civic Association, College
Gardens Homeowners Association, Dania Heights Civic Association, City of Dania Beach staff,
and the Broward Sheriff's Office; and

• WHEREAS, a "Front Porch Florida" community designation would enable the Northwest-
Southwest Revitalization Corridor to take advantage of a portion of$5.2 million in Front Porch
Florida funding provided by the Legislature to assist Florida's 20 "Front Porch Florida"
communities to be designated by 2002.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the City Manager is hereby authorized to support the application to the
Office of the Governor for the designation of the Northwest-Southwest Revitalization Corridor as
a "Front Porch Florida" community", a copy of which application is attached and made a part of
this Resolution as Exhibit "A", is approved and appropriate city officials are directed to execute
• same.
Section 2. That all resolutions or parts of resolutions in conflict with this resolution
are hereby repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

This is a grass roots, bottom-up revitalization initiative that focuses on the family and empowers
residents to define and resolve neighborhood problems. The solutions for changing the
neighborhood come from the community, not government. The Governor's Office of Urban
Opportunity will:
o Establish 20 Front Porch communities across Florida. These communities will each develop
a specialized Neighborhood Action Plan that the Governor's office, in partnership with the
community, will work to implement utilizing resources from inside and outside the
neighborhood. Urban core residents will be empowered to define the problems specific to
their community and develop the solutions that will result in change.
o Manage targeted Front Porch building block programs.
o Serve as a "civic switchboard" connecting the Front Porch communities with federal and
state funding, other agencies and departments, and private and not-for-profit resources
necessary to implement community Neighborhood Action Plans.
o Eliminate and consolidate bureaucracy, create strategic alliances and networks of
community collaboration, and develop and forge better relationships between Front Porch
communities and other community, corporate and faith-based organizations.
Our Mission Statements:
o To encourage and support Florida's urban citizens in their effort to preserve core
neighborhood values and to assist them in identifying and strengthening their existing
community assets.
o To foster an atmosphere of cooperation and understanding in neighborhoods, which
empowers neighbors to create an oasis of hope within their communities through committed
local activism.
o To work as an Agent of facilitation by uniting individuals; neighborhoods; and public and
private resources as collaborative partners with a common goal of re-claiming Florida's
urban communities.
o To promote and celebrate neighborhoods that have successfully revitalized themselves, as
role models and shining examples of what all Florida urban communities aspire to become.

FRONT PORCH FLORIDA PROGRAM
AND APPLICATION OVERVIEW
Front Porch Florida is different. It is a grass roots, bottom-up revitalization
initiative that focuses on the family and empowers residents to define and resolve
neighborhood problems. The solutions for changing the neighborhood come from
the community, not government, through a process that is holistic and builds on
community assets and relationships. Neighborhoods receive designation as a
Front Porch Florida community through,la competitive process. Applications are
submitted by a nominating entity on belalfof a community. The nominating
entity must represent the diversity- the neighborhood residents and business
owners in the neighborhood. The`Front Porch Flo_ rida designation is awarded to
the community, not to the nominating entity. All applications received prior to the
deadline date are submitted to the Governor. The Governor makes the selection
decision. �'
To be eligible to compete forpthe°F,ront Porch Florida designation; the nominating
entity must submit�,a holistic�Neighborhood Action Plan anddocument that the
Plan was�cre'ated through�community participation. The Plan must-specify

Prior to designation, staff from the Office of Urban Opportunity may interview the
nominating entity or visit the community in order to obtain additional information
necessary to make a selection decision.
Once designated as-a Front Porch Florida Community, resources from both
inside and outside the community will be identified to implement portions of the
Action Plan. Assistance will be given from the State of Florida to help implement
the Action Plan. Many outside resources will flow through a designated Fiscal
Agent selected by the Office of Urban Opportunity. Other resources will flow
directly to organizations withinithecommunity.

implementation steps and time lines to achieve the goal. Each goal should
