HomeMy WebLinkAboutR-2001-054 RESOLUTION NO. 2001-054 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA URGING CONTINUED FEDERAL PARTICIPATION AT ITS CURRENT LEVEL IN BEACH EROSION CONTROL PROJECTS, INCLUDING BEACH NOURISHMENT; REQUESTING CONTINUATION OF THE CURRENT FEDERAL CRITERIA FOR FEDERAL PARTICIPATION AND COST-SHARING; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the current Federal Administration has proposed to reduce the federal share of expenditures for beach erosion control projects from 65% to 35%; and WHEREAS, the current Federal Administration is continuing the previous Administration's policy of de—emphasizing beach erosion control as a mission priority of the United States Government; and WHEREAS, Section 227 of the Water..Resources Development Act of 1996(Public Law 104-303) reaffirms the value of the Nation's beaches and mandates continued significant federal participation in beach erosion control; and WHEREAS, beaches are the leading tourist destination in the Nation, with 85%of all tourist spending occurring in coastal states, and with $80 billion annually generated from foreign tourists alone; and, WHEREAS, travel and tourism as an industry is the largest in the U.S. and in the world, the largest employer in the U.S., accounts for the greatest job growth in the U.S., is the leading component of a growing service-industry international trade surplus for the U.S. and is an industry in which the U.S. dominates in revenues and profits worldwide; and, WHEREAS, present levels of Federal cost-sharing in beach erosion control projects are specified by current law at 65% federal and 35% state/local, resulting in economically RESOLUTION NO. 2001-054 ® sound investments for all participants; and, WHEREAS, the success of Florida's tourist industry is integral to the success of the U.S. travel and tourism industry; and, WHEREAS, Florida's beaches alone contribute $320 million in annual local government revenues, $260 million in annual state sales tax revenues, and $429 million in annual personal and corporate federal income tax revenues; and WHEREAS, Florida's beaches protect over$150 billion in upland coastal property against hurricane and storm waves, reducing storm damages to coastal development by as much as fifty percent (50%), and WHEREAS, reducing the federal role in beach erosion control will result in more storm damage to coastal properties and infrastructure and will increase federal disaster aid ® expenditures; and WHEREAS, reducing the federal role in beach erosion control projects will place an unacceptable financial burden on states and local governments, will result in the immediate degradation and eventual disappearance of the Nation's beaches, and will irreparably harm coastal economies and endanger life and property; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. The City of Dania Beach supports efforts by the Board of County Commissioners of Broward County, Florida to urge President Bush and the Administration to continue the current level of federal support for beach erosion control projects, as mandated by law, in the interest of storm damage mitigation and maintenance of one of the RESOLUTION NO.2001-054 Nation's primary economic and environmental resources. Section 2. The City of Dania Beach, along with the Board of County Commissioners of Broward County, further requests that current 65% federal-35% non- federal cost-sharing criteria, which have resulted in very successful and cost-effective shore protection projects in Broward County, in Florida, and in the U. S., be retained. Section 3. The City Commission of the City of Dania Beach authorizes and directs the Acting City Manager to furnish a copy of this Resolution to the President, the Vice President, the Director of the White House Office of Management and Budget, The Director of the President's Council on Environmental Quality, and to the appropriate members of the United States Senate and House of Representatives. Section 4. That this resolution shall be in force and take effect immediately upon its passage and adoption.
