HomeMy WebLinkAboutR-2001-145 RESOLUTION NO. 2001-145 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, SUPPORTING THE BROWARD COUNTY URBAN FOREST INITIATIVE TO INCREASE THE TREE CANOPY IN BROWARD COUNTY; PROVIDING AN EFFECTIVE DATE. WHEREAS, tree canopy is vital to Broward County's environment, economic, and community health in that it provides additional cooling, reduces energy needs, increases property values, improves air and water quality, reduces the cost of storm water control, creates noise and storm-wind buffers, and contributes to a more beautiful, friendlier, and livable community; and WHEREAS, the Broward County Board of County Commissioners has adopted a new vision for Broward County that includes reviewing our efforts to protect the environment and developing a comprehensive environmental strategy that includes increasing the tree canopy of Broward County; and WHEREAS, the Broward County Board of County Commissioners established the Broward Urban Forest Initiative to increase Broward's overall percent tree canopy through public education, intergovernmental coordination, community involvement, tree protection ordinances,tree giveaways and planting, and monitoring the percent of tree canopy county wide; and WHEREAS, the goals of the Urban Forest Initiative are in accord with the goals of the City of Dania Beach; 1 RESOLUTION NO: 2001-145 NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: SECTION 1: That the City Commission of the City of Dania Beach supports the goal of the Broward Urban Forest Intiative to incease the number of trees in our community. SECTION 2: That all resolutions or parts of resolutions in conflict with this resolution are repealed. SECTION 3: That this resolution shall be in effective immediately upon it passage and adoption. FeX n I am writing to request the City of Dania Beach's support of Broward County's efforts to increase the overall percent tree canopy in Broward. Specifically I request that the'City of Dania Beach pass the attached resolution supporting the goals of the Broward Urban Forest Initiative. As you may know,the Broward County Board of`County Commissioners has adopted a new vision for Broward County that includes reviewing efforts to protecf1he environment and developing a comprehensive environmental strategy that includes increasing the tree canopy;Of Broward County. The Broward Urban Forest Initiative was established to increase Broward's overall percmittree canopy through public education, intergovernmental coordination, community involvernent,tree protection ordinances,tree giveaways and planting, and monitoring the percent tree canopy county wide. The Broward Urban Forest Initiative aims to formulate and realize a shared community vision for Broward's Urban Forest in accordance with the goals;ofBroward:rnunicipalities. On August 29,2001 Broward County will be sponsoring a Visioning workshop facilitated by;the South Florida Regional Planning Council on "Tree Canopy eyond Canker Replacement". We welcome theiparticipation of the City of Dania Beach in this workshop to create a shared vision for Broward County's Urban Forrest and to formulate specific community driven goals for the Broward Urban Forest Initiative. In preparation for this�niieeting,we hope that the City of Dania Beach will declare it's general support of the goals of the Broward]Urban Foresf;lnitiative by passing the attached draft Resolution of Support and mailing me a copy to present at the August 29th'workshop. It is therefore essential that the community at large be committed to preserving and increasing the tree canopy in our county. The Urban Forestry Initiative must therefor reflect the will and vision of the citizens of Broward County. Tree Proteeti n ordinances; Because trees are a vital to our communities environmental health,they are a protected by ordinance under Broward County Code Chapter 27 Article XIV "Tree Preservation and Abuse Ordinance"27-401 —27-420 :l/www.' :fl.usf 12.LLdD This ordinance sets minimum standards for tree pruning and sets restrichos on tree removals. Broward County also requires that professional tree trimmer companies be licensed under Chapter 9 Article 1X. This ordinance requires that tree trimmers have a minimum level of trainingbn tree care and show proof of workers compensation insurance, and certification that workers are trained on„required OSHA safety regulations. Mapping the urban tree canopy into our Geographical Information System (GIS)ail'ows us to do this. Using image enhancement software and infrared aerial photography we have established a biome line for Broward's percent tree canopy. Aerial photographs from 1996 indicate that the percent tree caur+py in. 1996 was approximately 13% county-wide. This falls far short of the 40%recommendation of the.American Forests. When new infra- red aerial data is analyzed for subsequent years we will be able to monitoithe percent changes in tree canopy"and`ensure,that we our achieving our canopy goals.
