MEMORANDUM
DATE: February 3, 1999
FLC TO: Michael Smith, City Manager
FROM: Kevin Dick, Assistant to the City Manager
RE: Community Development Block Grant Projects — 25th Year Funding
e Cycle
Staff recommends that the City apply for funding of up to $300, 000 for the
continuation of sidewalk projects in the Modello Park and College Gardens
communities for the CDBG 25th Year Funding Cycle. Members of both
communities met jointly on January 28, 1999, and February 2, 1999. The
combined group achieved consensus that sidewalk projects be pursued.
Although no consensus was reached on the specific streets where sidewalks
would be constructed and repaired, Dania Beach Blvd from 4th Ave west to its
terminus, as well as SW 7 Terr., SW 8th St., SW 9 St. and SW 10th St between
Phippen-Waiters Rd. and Ely Blvd. are likely to be included in the project. Other
streets will be included subject to funding availability.
Staff also recommends that we commit to match with a combination of in-kind
and cash funds up to 100 percent of each project. As you may know, twenty
points are granted by the Broward County Community Development Selection
Committee in the application review process. We have had difficulty in the past
with getting projects approved because of our inability to provide matching funds
for these projects. The provision of matching funds in both applications will aid
our chances in what has become an extremely competitive grant process.

Re: Community Development Block Graut-25th Year NW & SW Neighborhood
Beautification Project Phases III and IV; CT & A Project No. 00-0028
Dear Mr. Nunemaker:
After receiving your letter dated October 19"i, 2001, we recognize your perspective regarding
sections 6.1 and 6.2 of the contract; however, it is our opinion that this section does not apply to
this case, since there was no change in the scope of the work. The scope of our work remained
the same, including the same bid items but with an increase in the original quantities, which is
not unusual in unit priced contracts. In the past, we have experienced this same situation in
another project with your institution, without any misunderstanding.
Enclosed is a detail of the original contract quantities and the actual contract quantities utilized
for the items that have been currently completed. Please note that we always follow the
specifications in the plans of this project and never act with autonomy. Public Works has always
been aware of the progress and developments in this project, since any necessary changes were
communicated and acknowledged by Mr. Leo Williams.
Should you have any questions or need additional information, please contact our office at (305)

Re: Community Development Block Grant-25`h Year NW & SW Neighborhood Beautification Project
Phases III & IV; CT & A Project No. 00-0028: Curb and Gutter Item
Dear Mr. Knight:
After reviewing your letter dated September 8, 2001, we are not in agreement with the suggested price and
do not consider that our stated price, which is based on our records of the actual cost, is high. However, we
are willing to provide you with an equitable price and consider the good business relationship that we have
® developed with the City, during all aspects of this project. Therefore, we are offering the same price that we
have provided Miami-Dade County for this type of Curb and Gutter. (See enclosed document from Miami-
Dade County and our Firm dated Nov. 1999, as evidence of the price.)
Our proposal is as follows:
Description Unit Unit Price
Construct Curb & Gutter L.F. $18.00
Including base preparation
For New Curb & Gutter
(More than 50 L.F.)
Please provide us with your comments and/or approval at your earliest convenience. Should you have any
questions or need additional information, please contact our office at (305) 461-0603.
Sincerely,
