1. Call to Order
Chairman Flury called the meeting to order at 5:00 p.m.

2. Approval of Minutes of June 7, 2006
Ms. Castro motioned to approve the Minutes of June 7, 2006; seconded by Vice-Chairman
Anton. The motion carried unanimously.
3. General Discussion of Chapter 163 Amendments/Revisions
Attorney Salim noted eminent domain cannot be used to remove slums or blighted areas. There
was some confusion that the acquisition of private property for redevelopment purposes, or to
transfer to a private entity, was a public use under the Statute. The Statutes are now clear that
private property may not be taken to be turned over to a private entity for redevelopment. He
noted most of the changes to Chapter 163 were not applicable to the City. The only potential
consideration for the.City, is a change that provided unless the County responds within 120 days
to our request, it is deemed approved. Furthermore, in response to a delegation request, the
County has 30 days to tell us whether or not they believe the request is sufficient in form, and/or
whether they need additional information to consider it. He indicated this could be a mechanism
whereby the City requests the delegation of authority to go with TIF financing. He thought the
City Manager would be meeting with the Broward County Administrator to discuss additional
sources of revenue for the CRA through a TIF.
City Manager Pato confirmed he communicated with the new County Administrator yesterday
via e-mail to discuss setting up a meeting. He asked attorney Salim if we could expand the size
of the CRA, which would have no negative impacts on the County.
Attorney Salim responded if we expand our boundaries to increase the tax base we would need to
comply with the new requirements to modify our plan, and obtain County approval.
Chairman Flury wondered if the County did us a favor by not approving the TIF CRA. She
wondered if there was a reason for us to have a CRA because we will soon have a casino which
changes everything. The purpose of establishing the CRA was to use the power of eminent
domain to clean up the bad areas. She noted there is currently a lot of interest in developing
property along Dania Beach Boulevard because of the casino, and that we don't need the type of
CRA we have. She questioned if a TIF CRA would be advantageous for the City.
Vice-Chairman Anton agreed with Chairman Flury; he does not see any benefit in having a
CRA, especially if the redevelopment happens.
Mr. McElyea asked how we eliminate the CRA.
Ms. Castro responded by passing an ordinance dissolving the CRA. She noted the CRA got us
the loan to grant from the County. She agreed we should not proceed with a TIF, but felt there
was no harm in keeping the current CRA. She indicated if we want free money from the County,
we need to keep the CRA and come up with a project.
Chairman Flury commented we should concentrate on the next project.
Mr. Bertino commented the only advantage with the CRA was eminent domain, which has now
been taken away. If we pursue a TIF CRA, we need to expand our current boundaries.
City Manager Pato clarified the loan to grant programs are tied to the CRA, and we had difficulty
getting the Modello parcel included for the loan to grant. He suggested making the whole City a
CRA in order to use the County's redevelopment money.
Chairman Flury asked the Board if they wanted to continue discussing the possibility of a TIF.
Mr. Bertino would be in favor if we expand our CRA boundaries in order to utilize the TIF
money throughout the City. He would not be in favor if we keep the current CRA boundaries.
The consensus of the Board was not to proceed with a TIF, but to expand our CRA boundaries
and look for new projects.
4. Presentation of Conceptual Downtown Renderings
City Manager Pato presented renderings for the City Hall campus site. The plan includes the
renovated City Hall, parking structure, library/office space, train station, and pedestrian friendly

areas. The parking structure would be in the current BSO parking lot. We will master plan the
City Hall site with Broward County, and we will try to make the Library and parking structure fit
on the City Hall site knowing that in the future there will be a commuter rail station. He
indicated that West Dania Beach Boulevard would be very different from what it is today as it
moves west. The City Hall property would be redesigned to provide a campus-like environment
that would be pedestrian friendly. If the Board approves, he will move forward with the
development of a booklet to use to attract investors to redevelop the City. He noted this would
provide economic development opportunities.
Mr. Bertino commented traffic problems will come with the casino. He indicated West Dania
Beach Boulevard may need to be widened to accommodate traffic, and this should be included in
the development plan. It is currently green space and could be used in the future, if needed. He
noted a traffic study needs to be completed.
City Manager Pato indicated there is money in the proposed Budget to deal with issues such as a
future traffic study.
Chairman Flury commented we do not need the study for the coming year, but it should be in the
planning process. She likes the concept and noted we should proceed with the brochure.
City Manager Pato commented the County will do work for us after October 1st, with a
timeframe of 6-9 months. This is being done to accommodate the library which is 3 years down
the road.
Mr. Anton commented he likes the pedestrian friendly area in the front, but it takes away
parking. We need to consider if we will tear down the BSO section of City Hall after they move
into the new building we are purchasing. He indicated the BSO portion of City Hall needs to be
torn down, not remodeled. He suggested we look into this during the construction of the second
floor.
City Manager Pato noted he looked into demolition, and the cost would be $60,000-$75,000, for
the approximately 4,500 square feet.
Chairman Flury commented there is a ton of money coming up in the Budget, and demolition
could be done at any time needed.
Mr. Bertino commented if you master plan, you need to know what you are going to do.
City Manager Pato commented we would not be able to build a library unless we tear that
portion of the building down.
Chairman Flury asked if there was agreement that if we purchase the new building, BSO and
Code would move to the new building.
City Manager Pato responded that is the goal, and this is what he discussed with each
Commissioner.

The consensus of the Board was for the City Manager to proceed with the brochure.
City Manager Pato presented renderings for the second floor addition to City Hall.
Dominic Orlando, Director of Public Services, advised the project should begin in two months
when the steel is delivered. Minor construction is currently underway to relocate the air
conditioning units to the front of the building.
City Manager Pato noted the, disruption will begin when the air conditioning units are
disconnected. We are also waiting for the ADA ramps for the trailers. He noted we had to rent
the trailer for one year; it was not available on a monthly basis.
Chairman Flury asked if lighting was being addressed during theyenovation.
City Manager Pato responded we are looking at upgrading the lighting in the parking lot, and
improving the security of the building with video cameras. These are not included in the project,
but are included in the upcoming Budget.
Chairman Flury remarked lighting in the neighborhoods is more important than lighting at City
Hall. We need to take care of the neighborhoods. She is sorry it was not included in the original
construction costs.
City Manager Pato commented the atrium would be upgraded in the upcoming Budget.
Mr. Bertino commented we should have contacted Jeff Gross, the original architect for City Hall.
5. Discussion of Library Site
Chairman Flury noted this had already been discussed.
6. Discussion of Dania Beach Hotel
City Manager Pato asked that this be continued because the City Attorney is out of town, and
there is a change in the plan.
Chairman Flury commented the new building is higher and is a condo/hotel concept.
Laurence Leeds, Director of Community Development, indicated the new plan calls for 15 floors
on Dania Beach Boulevard, dropping down to 7 -6 floors along Park Street.
Vice-Chairman Anton remarked they need to stick to the original plan.
City Manager Pato indicated they will be reaching out to the Commissioners individually.

Vice-Chairman Anton indicated he would not support the new plan.
Ms. Castro commented they are changing their model because of the pari-mutuels. She
understands wanting to change the mix, but does not understand changing the size.
Director Leeds announced we are in the process of preparing notices for the second community
zoning workshop with the Iler Planning Group. The date is Thursday, August 3, 2006 at 7:00
p.m. in the Commission Chamber. He noted the main concern of residents at the first meeting
was traffic.
Chairman Flury directed the City Clerk to place this on the next meeting agenda.
Ms. Castro asked if Boyd Gaming would conduct the traffic study that Jai Alai was to perform.
City Manager Pato responded the traffic study has been commissioned.

SUBJECT: CRA Community Visioning Sessions
The Iler Planning Group held two community visioning meetings; June 29,
2006 and August 3, 2006. The tentative boundary of the CRA Study Area is
attached.
June 29 Meeting: Meeting notices were mailed to affected property
owners and those abutting the study area (600 property owners). 65+
persons attended. The Website was also posted.
The Iler Group made a power point presentation that lasted about 35 minutes.
The remainder of the meeting consisted of citizen comments and Q and A.
The purpose of this meeting was to discuss Downtown/US 1 Redevelopment
concepts and to solicit public input.
While the meeting was generally positive, residents adjacent to the study area
expressed concern about building appearance, setbacks, and landscaping
abutting their rear yards. Residents also requested that larger buildings
provide interior loading, sanitation, and service areas. Most comments were
relative to East Dania Beach Boulevard and US 1 north of Stirling.
Other speakers suggested preserving existing smaller buildings, improving
pedestrian connectivity, providing expanded shuttle bus service, and public
safety improvements throughout downtown. There was consensus for
allowing diversity in architecture without emphasizing any particular style.
Residents' greatest concern continues to be the impact of redevelopment upon
the local road network, particularly east of downtown.
Based on the above comments, the Consultant has been directed to
incorporate the following items into the zoning regulations.
1) Sufficient room for parking, service, loading, and utility activities on-site
instead of in the street.
2) Rear and side yard building elevations to be as attractive as major street
elevations.
3) Buildings height abutting single-family homes shall be stepped-down to
provide a proper transition from high-rise to low-rise residential.
4) Submission of traffic and parking study to be a requirement of site plan
review.
August 3 Meeting: Meeting notices were mailed to affected property owners
and those within 300 feet of the study area (900 property owners). 67+
persons attended. Website posting.
The Iler Group presented conceptual plans showing potential building height,
size, and usage relative to adjacent development. The Iler Group discussed the
potential establishment of three zoning districts; US 1 south of Stirling, Urban
Core/Downtown, and East Dania Beach Boulevard east of NE 1 st Terrace/SE 2nd
Avenue. The remainder of the meeting consisted of citizen comments and Q
and A.
As with the first meeting, most citizen comments were directed toward East
Dania Beach Boulevard and US 1 north of Stirling. There were no objections to
the design concept (building height to be a function of lot area requirements,
adjacent zoning, etc.). However, citizens again requested both diverse and
dramatic architecture. Other concerns included traffic, providing
loading/service/sanitation areas entirely larger buildings, providing sufficient
on-site parking, allowing the preservation of existing buildings, and offering
incentives to retain or build mid-rise development (3-5 stories).
The Iler Group will present the CRA Zoning Design Concepts at the September
6, CRA Board Meeting.

Introduction:
A short introduction was given by Laurence Leeds to explain the 2002 CRA Plan, identify the districts in
the plan,and introduce the consultant planning and design team.

Q: Will the height and density along Federal Hwy. impact neighborhoods to the East?
A: There will be increased traffic along Federal Highway due to planned development in
Hollywood (4,500+ units) and Fort Lauderdale (3,000 planned units) regardless of what
takes place in Dania Beach.
Redevelopment along US 1 (particularly north of Stirling Road) will have some impact
on local roads. Staff has requested funding for a central-city traffic study to address the
impact of redevelopment (and recommended mitigation) on residential neighborhoods
abutting both Dania Beach Boulevard and US 1.

Q: Will Jai Alai have to address traffic?
Boyd Gaming has indicated they have hired a traffic consultant to address neighborhood
traffic impacts. No information has yet been submitted to the City as of this meeting.
Q: Is the Federal Hwy. split plan dead?
A: Yes,FDOT has no money to fund that plan.
Q: How will the back of building treatments be addressed?
A: The back of the building must be as attractive as the front of the building.
Q: How will deliveries be addressed?Will we destroy existing streets and sidewalks?
A: Loading and service areas shall be required within the interior of the building.
C/C: The pedestrian environment along Dania Beach Blvd. for people walking from parking
areas to downtown should be taken into consideration.
C/C: A trolley system could alleviate the parking/walking problem.
Q: How soon will these zoning changes be implemented?
A: We need consensus to move forward. It will be a 6-9 month period to go through the
zoning code adoption process.
Q: What about older buildings?Will they be demolished or saved?
A: Older buildings can be preserved by individual property owners as long as the owners
maintain the buildings. Buildings designated "historic" by the City Commission can be
preserved.
C/C: We should consider expanding the architectural style. It should reflect the 2 1"Century.
C/C: The Lofts on Andrews Avenue are a good example of Modern Architecture. It doesn't
have to be a glass skyscraper—it can just be an old idea with a new twist.
C/C: Majority of crowd supported diversity in Architecture styles.
Q: Will all this redevelopment all happen at once?
A: No, it will be a function of private sector market forces.
Q: What about water?
A: Water improvements have been approved and funded with construction to start in the
near future.
C/C: Could we have an international design competition for Dania Beach?
Q: Are there any money incentives available?
A: No,TIF's are no longer available,but the county has replaced that program with a loan
program.
Q: What happens if people choose not to redevelop their existing property?
A: Nothing,the property can remain as-is as long as it is maintained.
Q: What is happening with the Florida East Coast(FEC)Railroad?
A: The City Commission supports a rail station on the FEC at Dania Beach Boulevard.
C/C: FEC is going through a series of workshops, if you want to participate.

Q: How do we keep a train station safe?
A: Increased pedestrian activity(residents/retail)will make the streets safer.
C/C: We could use police on horseback. It creates a calmer atmosphere.
C/C: Deliveries could happen on a schedule to prevent unwanted trucks on side streets.
C/C: Old buildings in Dania area novelty and need to be preserved. Do not destroy our history.
Q: Are the district lines shown subject to change?
A: Minor corrections may be necessary due to discrepancies(mapping errors)in the zoning
map.
Q: What is the overall outline?
A: It generally represents the commercial area of the original CRA boundary.
Q: Can we have incentives to save existing trees?
A: Yes.

Laurence Leeds explained the history CRA Plan, City Commission direction to implement the plan by
adopting CRA Zoning Regulations, and the plan preparation and public hearing process.

Q: Where would the service areas be located within the building?
A: Consultant: Depending on the site, service areas could be located along a side street,
inside the parking garage,or behind the building.
NOTE: Staff recommends that all loading/unloading/service activities take place entirely
on site and not within any public street.
Q: Will incentives(ie;parking variance)be included to encourage lower density, less intense
(four story)development and preservation of existing buildings along the west side of US
1 north of Stirling Road.
A: Consultant: Will examine incentives to encourage lower density; however, reducing
parking requirements may be an issue where public parking is limited.

C/C: Public Art along Federal Highway, instead of shade trees and palms.
R: Consultant: CRA zoning should encourage public art and other community benefits.
Q: What are the plans for the infrastructure(traffic, water, drainage)upgrades?Concern was
raised over the proposed casino at the Dania Jai Alai and all of the future redevelopment.
A: Anticipated residential development in Hollywood (5,000+ units) and Fort Lauderdale
(3,000+units) will impact Federal Highway whether or not anticipated Downtown Dania
development occurs. Each major project is required to submit traffic study(at the time of
site plan review)evaluating the impact of traffic on local roads. Downtown water system
improvements anticipated to be completed in 2007.
Q: What are the plans for the properties located west of the FEC tracks?
A: The CRA Study District is limited to commercial areas on major roads where mid-rise
development is appropriate. The area west of the FEC tracks includes primarily low-
density residential development as is therefore not included in the study area.
C/C: Planning effort should be more creative and forward thinking, would like to see elements
in the plans that will welcome creativity and will enhance the community.
R: Acknowledged and agreed.
C/C: Boundary discrepancy between two maps.
R: The most recent pubic notice map reflects actual district boundaries proposed for zoning
changes.
C/C: Property owner objected to proposed six story building dormitory at AMO Campus
adjacent to SE 2nd Avenue.
R: Staff advised resident that current code allows 40 feet,and that additional building height
would require a variance under the current zoning code.

The Iler Planning Group, Community Planning Consultants, have been hired
by the Dania Beach City Commission to prepare zoning and design
regulations to implement the Community Redevelopment Area ("CRA") Plan.
A location map of the study area being considered for rezoning is printed on
the back of this notice. You have received this notice because you have been
listed in Broward County Records as a property owner within the study area
or within 300 feet of the study area boundaries.
The presentation shall include, but shall not be limited to, a discussion of
building height, building setbacks, urban design, residential density, permitted
uses, and-landscaping.
In accordance with the Americans with Disabilities Act, persons needing
assistance to participate in any of these proceedings should contact Louise

A Community Redevelopment Agency (CRA) Visioning Session will
be held with the Iler Planning Group on Thursday, August 3, 2006, at
7:00 p.m., in the Commission Chamber at City Hall, 100 W. Dania
Beach Boulevard, Dania Beach, Florida 33004.
The Iler Planning Group, Community Planning Consultants, have been
hired by the Dania Beach City Commission to prepare zoning
regulations to implement the Community Redevelopment Area (CRA)
Plan.
The study area includes commercially zoned areas within the CRA.
Discussion shall include, but shall not be limited to, preliminary City
Commission zoning recommendations concerning building height,
building setbacks, urban design, minimum lot size, residential density,
permitted uses, setbacks, and landscaping.
In accordance with the Americans with Disabilities Act, persons needing

been hired by the Dania Beach City Commission to prepare zoning

("CRA") Plan. A location map of the study area being considered for
rezoning is printed on the back of this notice. You have received this
notice because you have been listed in Broward County Records as a
property owner within the study area or within 300 feet of study area
boundaries.
Discussion shall include, but shall not be limited to, preliminary City
Commission zoning recommendations concerning building height,
building setbacks, urban design, minimum lot size, residential density,
permitted uses, setbacks, and landscaping. Please attend and
participate in this important workshop.

I am writing to addmss,the concerns about-the proposed,CRA-plans on behalf of our neighborhood .
association and myself,as a citizen and homeowner of Dania Beach:
During the last-CRA meeting,Iler Planning Group Consultants outline,a:proposed change in how both.
DanialBeach Boulevard and Federal Highway may be.altered to'accommodate:both frture.growth in.the
residential population and business community.
These changes which have been requested by various entities do not seem to be in the best long-term
interests of the community. Some of our supporting reasons are given below,and our comments and
concerns in this:letter are focused only on the singular issues which directly affect this proposed plan:
-Building height_
-Building.setbacks.
-Urban design
-Residential density
-Permitted uses.
-Landscaping
Building height:
The•renderings presented at the last meeting showed how proposed buildings of at leastsix to ten stories
would"blend"with4he surrounding.community.Thus,,as-one rendering showed;those living on the North
East side of Dania-Beach Boulevard,facing west from North East First,Avenue would directly face awery
tall,six to ten story building versus the current skyline::While the rendering showed this obvious contrast,
the consultants tried to,in our opinion-reveal something thatwas smooth in nature;blending towards.the
primarily.one,storey,single-family4dwellings to the east.The realityiis that if a percentage was attributed.to
the difference between,the•propose&buildings and the current buildings,,a 60-80%change would occur. .
While we realize it is the consultant's responsibility to project.what'certain paying parties want;we are
confused about.wh&create0these ideas for-them to follow.Personally,:I am interested in learning about
what:steps were proposed to,come up with these renderings and hope to learn who initiated them.
We are alsd confused about'how a city with a history of.modest height level construction could drastically,
change the nature and'character of the community by.constructing buildings.that area minimum of four
times the average height,of the general-downtown area:We do not see this as a blending,of the community
but instead a serious division and a cause for concern.
Building setbacks:
You already have a living example of how a minimal setback contributes to the community-Federal
Highway from Danix Beach Blvd.north to Old.Griffm Road.If the minimal setback prevents repairs from
occurring,who benefits-the developer or the citizen?.Definitely not the motorist trying=to squeeze into a
single lane...Consider:that when a repair job occurs on Federal Highway;typically.a;portion of the two
lanes-either.northbound or southbound-are temporarily closed. Obviously,the-developer is always trying,
to obtain the most available square footage for rental or sale:In these proposed plans;ewe see only the
developer benefiting from this discussion,not the citizen.
Additionally,setbacks provide pedestrians with a reasonable area to move and give those unable to walk or
who have difficulty in walking space to move at their own chosen pace.These proposed buildings without
a setback would narrow this opportunity;force those at a distinct disadvantage to endure an ill suited'
solution.
Another way to look at this is to consider how you would feel trying to navigate either roads on a narrow
sidewalk with limited movement in a wheelchair or a walker.Taken from a business prospective,a limited
setback also reduces the area for these building owners to commit to any construction work that may be
required after,as one example,a hurricane.
Again,if the minimal setback prevents repairs from occurring,who benefits-the developer or the citizen?
-Traffic-
I have shared my history with Mayor,Flury.and Del Mar;:Californiwis one place.that I have lived that;
resembles Dania Beach.They both are small communities bordered by an ocean that receive the same
amount of tourism,influx during the winter;the.same traffic congestion and limited space to grow: ,. . .
Why not contact their planning department and learn what they did twenty years ago to,address the samee,
concerns as we do today?:In-fact,:why not look across-the planet.to study,,and consider what'small.r;:
communities have done to meetand:exceed the demands of progress?:While;we:applaud the.efforts of+the:
Consultant's,we would be remiss in not exploring other,worldly solutions:. •. . - ,::,'.:
Permitted uses:
Public spaces with mixed-use retaiftesidential construction:with proportionalilimits fixed on what • .
percentage these permitted uses can hold,and again,what resources they can consume,proportionally. :.
Within these public spaces ADA access and amenities should be consid,�.ed.The idea here:is;to give those'•
displaced by the proposed growth a public place to enjoy art showZhe
sic events,poetry readings;and :
other social and civic affairs.
This compromising issue needs to be discussed more in detail sincdevelopers will most certainly,
argue against giving up any of their space.
Landscaping:
Landscaping a limited environment•like the,CRA zone is a wonderful opportunity,to again highlight:the
best of the best::Why,not:offer the State's first xeroscaping and landscaping:design-bidding•process? i
Xeroscaping is the use of native plants in landscaping .1s.choosing the:plants-that fivone's.yard,.not
making,the yard fit the,,desired plants:.Xeroscapitig;con to much misinformation;:is the,concept.of is'
utilizing plants that thrive.in,certain`spaces_mottryi Wcreate an-artificial environment., • ; , •,.
It doesinot mean using any water;it,is utilizing.plants 4hat thrive inicertain�spaces'=•not tryingito create an
artificial environment.Many.homeowners choose plants and trees for theirr yard without considering the
various.mini=environments in the yard.For.instanc ,:some yards have wetiboggy areas;other areas.may be.
quite>shady,and another.corner may:behot and' However,rather than select plants'that embrace.these,,
variations homeowners,and:businesses-chose,pl is theywant�in their yard:or offices and-then,manipulate
theienvironment,to;fit the plants:Often;the'resi lMare disappointing.Flowers-planted in the:arid comenwill
dry out or need excess watering.,Yardiand office maintenance:crews will be running throughout theyard

Add to this concept a desire to minimize h cane damage by choosing landscaping that will not take six
months to recover and the xeroscaping a starts to look better in the long-term. �•d
In closing,.we seek a reasonable,:loag-term'comproniise.on'w'hat both.parties want and need to improve the
current;downtown business malaise:A-different approachmeeds.to be addressed here.,Something out of the
box versusmhat the current planning:scenarios;offers.,Myneighbor's,friends and:fellow citizens•ofDania
Beach deserve more than what was presented,and.we hope to work with Mr.Leeds and his'team to arrive
at something that can last and.be relevant 100 years from now.It is your legacy as well as mine.

consultant's- nd those that assisted=the consultant's are seeking a Fort,Lauderdale look and feel,then we:
oppose this.in principle:Our charm is in what we do not.allow to,'be built;versus.what;outside influences ,.
desire.t,would be uncharacteristic of Dania Beach to start-trying tolook like•another own or city when,
there is already an eclectic feel to Dania Beach:-)Why change a.good-thing? .
Add the historical.designation:citedin our,City's web home page and you arrive at an urban design-that.can
reflect our heritage,using,the Dania Beach Hotel as the focal.point!Take this,as.the design core and mix its
with green technology,i.e.,solar and wind,water reclamation.integratedwith energy saving design
concepts and an urban-design can emerge which als6,reduces the.overall negative environmental,impacts:,.
If we maintain outdated and.inefficient building conceptsvin-the mix we:will not:be.considered a

industrialigauge water'pumps at the,base,of the�buildings These pumps,�as.an example,should have,
redundant power,supplies inRorder to.protect<.the residents andtbusinesses thavoccupy the building.
Again,,using•the Dania Beach-Motel as:an'example from recent.city;history,:the-residents of this hotel were
"forced"to move.out since,the owners were not required to provide this simple°solution. Is this what is
planned for future residents and business owners?
Because Florida=is one of the fastest:growing:.places in-the nation;:demands on our water supply will
continue to grow.Within this region;.every day,each person uses-about J75 gallons ofWaten Over a year;::
that is almost.64,000,gallon each!.Multiply that by thousands of new.residents living in newly built
dwellings in Dania Beach and the numbers are staggering.
About half ofthat water is used outside,the.home,ofterivastefully,via over-watering lawns and gardens..
If growth is to be managed,then water must be,too.
Electricity is the:second and,equal priority.,What long-term service level guarantees do we have from,the
only utility.4n.the,County..and state?We;use a grid based power system that was developed,over.one
hundred years,ago.;To rely on this out dated modelJs to-place a bet on a•single source that has,over'the
past few years,provided.measurable events:Blackouts,Brownouts:and useless-guarantee's.
Indeed;it;is important to note that current progressive,building technology,can;prevent the continued
practice:of providing sub-standard electrical-power tor our current and future residents within,this zone and
throughout our,city.If reasonable density,is to be accepted;,,then a serious process needs to be.in place for
projected power requirements prior to any approvals of this overall plan.
Consider;this another.way:If.FP&L continues�to operate,at their current level-of service,are not allowed to.
build_more,,power plants;and-the population Yof,BrowardrCounty.reaches projected levels;,you should-ask�
them where we rank on their list,,of.'City's that deserve more:power thairanotheri' .
Traffic;As Mr.Leeds mentioned to the audience,.at the last meeting,the City Commission'is initiating a -
traffic study for this zone.
We would then offer a few suggestions for discussion:If:we,are going to rebuild Dania Beach Boulevard
into something different,then�we-should consider'alternative:.forms of transportation. Some cities only
allow�bicycles and;scooters..Others allow trucks.,only during business hours:We canrdemand whatever is
best for,all ofus-not just'those who want to build hereAmproving the pedestrian:lifestyle would be a major
bonus for the D.B,.Blvd.corridor.-If we are to.inimic the positive qualities of any successful boulevard;
then unique qualities.like those found along Las Olas,Rodeo Drive or Duvall Street should drive the design
factors.Also,a noise ceiling would be:necessary;fouthis,area.Currently,the City does not have a noise.
