• RESOLUTION NO. 2000-004 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 26T" YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (2000-2001) IN THE AMOUNT OF $218,100.00; PROVIDING FOR FUNDING FOR SOUTHWEST IMPROVEMENTS PHASE V IN THE AMOUNT OF $197,821.00 AND ALLOWING DANIA BEACH HOUSING AUTHORITY TO APPLY UNDER CITY'S APPLICATION IN THE AMOUNT OF $20,279.00; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. That that certain 26th year application for the Community Development Block Grant program for 2000-2001 fiscal year for Southwest Improvements Phase V and Dania Beach Housing Authority in the amount of $218,100.00, between the City of Dania Beach, Florida and Broward County, in substantial form as Exhibit "A", attached, is approved and the appropriate city officials are authorized to execute it. The City Manager and City Attorney are authorized to make minor revisions to said application as are deemed necessary and proper for the best interests of the City.. Section 2. The file will contain pertinent information which verifies that the body is legally constituted under the laws of the State of Florida; where applicable, substantiate legal and representative make-up of officials or governing bodies; document actions and efforts to effect citizen participation (CP) among persons to be affected by CDBG projects, and verification that business is conducted in an open manner accessible to affected citizens. ® Broward County Community Development Division Municipal Application and Instructions 4 Twenty-Sixth Year APPLICATION SUBMISSION REQUIREMENTS The applicant must select the application form that meets the eligibility requirements for the application format. The application format is based on Department of Housing and Urban Development (HUD) guidelines for the federal funds under the Community Development Block Grant (CDBG), Emergency Shelter Grants Program (ESGP) and HOME Investment Partnership Program(HOME)funding eligibility requirements for project activities. o Please Note Technical assistance upon request should be considered prior to your selecting a format for your project or program. APPLICATION - CDBG CDBG: The Community Development Block Grant (CDBG) provides funds to serve low and very low income households or neighborhoods. Program funding areas: Public services, capital projects, economic development initiatives and affordable housing projects for existing or new construction single family/multifamily. Community Development Block Grant regulations provide more detailed information regarding eligible activities. All applicants structuring housing projects are encouraged to consult the community development staff thirty (30) days prior to the application submission deadline. Eligible entities: Municipalities. Organizations that include community development corporations (CDC), nonprofits, for profits (HOME only) and community based organizations can be defined by the U.S. HUD regulations as community based development organizations and may receive funding for community development activities. These organizations must apply to their respective municipality. For the 26th Year:-funding cycle , Chester Byrd Park will be landscaped and fenced , new sidewalks and landscaping will refurbish SW 5ct, and landscaping and drainage will be provided on SW 5st and SW 4st between Phippen and 12th AVE . The goal of this project is to continue to provide sidewalk, landscap( and drainage improvements for the beautification of the SW (College Gardens ) Neighborhood . These improvements will provide : 1 . a pedestrian-friendly, safe-walking ._environment for area residents 2 . an increased aesthetic quality for the area . ® 3 . a stimulus for economic development and new affodable housing. 4. an increased drainage threshold that will negate the substantial flooding in the area . b. The Housing Authority of the City of Dania (HACD) is such an organization,providing affordable housing for low-income households in the Northwest section of Dania Beach. As HACD provides housing for 146 low-income citizens in it's 40 unit Saratoga Apartment Complex located in an area of the City qualifying for CDBG funds,the Board of Commissioners of HACD feel that much needed improvements to this complex would be an appropriate use of a portion of the$218,100.00 grant allocation available to the City of Dania Beach. Following is a prioritized list of work items the Housing Authority would like to have included in the City's 26`h Year CDBG Application. Your thoughtful consideration of any or all of these work items will be greatly appreciated. Priority# I—Installation of Gutters,Downspouts and Splash Blacks-$20,279.00. The Saratoga Apartment Complex is badly in need of fill and sod to cover erosion around building foundations and existing sprinkler pipes(which are becoming trip hazards);however,as much of the erosion is caused by rain water runoff from roofs the installation of gutters,downspouts and splash blocks to correct the cause of the problem is HACD's#1 priority. The estimated cost is for seamless aluminum gutters and downspouts and concrete splash blocks for all twelve(12)buildings located at the Saratoga Complex. Sette Priority#2—Repair of the East Side Sprinkler System-$7,200.00 Before fill and sodding is completed, the Sprinkler System serving the Eastern section of the Saratoga Complex needs to be repaired so the new grass will not die due to the lack of water. The Sprinkler System located on the West side of the property was repaired during the summer of 1999 in conjunction with drainage work being done; however,funds were insufficient to cover the estimated cost of East side repairs. Priority#3—Fill(to cover erosion around building foundations and to cover exposed sprinkler pipes)/ Sod/ Landscaping-$25,000.00 This work item is being requested in order to preserve the structural integrity of the buildings, eliminate trip hazards currently existing on the property,and enhance the appearance of the property. 14ACD would like to have this item listed as Priority# 1; however, it was felt that maintaining this work item would require first installing guttering to correct the erosion problem and completion of the sprinkler system repairs in order to preserve grass&plantings. Priority#4—Central Air Conditioning/Heat-$119,460.00 The Saratoga Apartment Complex currently is without air conditioning, except for some inadequate and inefficient window units provided by individual Residents. Residents unable to afford their own units must do without in a climate where air conditioning is not considered a luxury. In addition, the window units in use are unsightly and sometimes dangerously or improperly installed by Residents causing additional problems for both the Resident and HACD. Concerning heat, Saratoga Apartment units contain only one small electric wall heater per each three bedroom apartment. While heat is not often required in our climate, this very minimal heating system does not provide sufficient heat when it is needed. The estimate cost of this work includes all equipment plus the installation and finish work required to lower hallway ceilings to accommodate the duct system and to install concrete slabs for the units. The four (4) work items being requested by HACD total $171,939.00, but have been listed separately as four (4) priorities in order to allow the City of Dania Beach more flexibility in the preparation of the 26`h Year CDBG Application. We feel that all items listed would contribute greatly to the preservation of a valuable low-income housing resource in the City of Dania Beach and would like to see all items listed receive consideration. We do understand that funds are limited and that the City will receive requests for other worthwhile projects, but as the low-income Residents of Saratoga Apartments help qualify the City for this grant funding, we feel that a portion of the funds should be used to help improve their living environment.
