• A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER TO
PREPARE AND FILE AN APPLICATION WITH BROWARD
COUNTY FOR AN ENHANCED MARINE LAW
ENFORCEMENT GRANT COVERING THE FISCAL YEAR
2000/2001; PROVIDING FOR THE EXECUTION OF ALL
DOCUMENTS RELATED THERETO AS THE
AUTHORIZED REPRESENTATIVE OF THE CITY;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING
FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DANIA BEACH, FLORIDA;
Section 1. That the City Manager, Michael Smith, is hereby
authorized to prepare and file an application with Broward County for an
Enhanced Marine Law Enforcement Grant for the fiscal year 2000/2001
and execute all documents related thereto as the authorized
representative of the City. A grant application, in substantial form as
Exhibit "A", attached, is approved and made a part of this resolution.
Section 2. That all resolutions or parts of resolutions in conflict with
this resolution are repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect
immediately upon its passage and adoption.

GRANT (EMLEG) APPLICATION
POLICY STATEMENT:
The purpose of the Enhanced Marine Law Enforcement Grant (EMLEG) program is to provide ways and
means of improving boating safety in Broward County by enhancing/supplementing marine law enforcement
activities and improving boating safety education. Attached is a list of the areas that the Broward County
Marine Advisory Committee(MAC)feels are in need of supplemental law enforcement or safety education. It
is desired that law enforcement agencies utilize the Local Option Vessel Registration Fee approved by the
Board of County Commissioners to supplement existing services in their area of jurisdiction. Coordination with
other law enforcement or educational agencies that have jurisdiction in Broward County is encouraged, and
may be necessary, to enable the applicant agency to provide the needed enhanced coverage as desired.
Innovative projects to improve boating safety in Broward County are enthusiastically encouraged.

ENHANCE® MARINE LAW ENFORCEMENT
GRANT APPLICATION
DIRECTIONS
• Complete in full and submit 16 copies of the Enhanced Marine Law Enforcement Grant
Application and all attachments to Broward County Marine Advisory Committee Staff's,
EMLEG Program Manager.
® Signatures must be originals on one copy, signatures on the additional 15 copies can be
photocopies.
• All grant applications must be typed.
• Copies of this Grant application are available on computer disk upon request. It has been
formatted in WordPerfect 8.
• This application provides questions for all listed project types. If an application question
does not relate to the type of project that the applicant is submitting, answer the question
NOT APPLICABLE. Should the applicant be applying for more than one project type,
complete a separate set of questions for each type.
• If additional room is required to adequately answer the questions, please attach additional
pages. Identify each question answered on additional pages by question number. Identify
required documentation by question number, and attach to the grant application.
• All applications must be in the EMLEG staff's office by the end of the due date posted. Any
application received after the due date will be marked as such and it will be up to the MAC
membership to decide whether it will be accepted or rejected. All applications will be
stamped as to date and time received.

INNOVATIVE LAW ENFORCEMENT PROGRAMS: This project category is set up to allow
applicants to come up with unique law enforcement programs to improve boating safety in Broward
County above and beyond existing levels of marine law enforcement. Applicants which submit this
type of grant proposal are encouraged to develop new and innovative programs.
ENHANCED MARINE LAW ENFORCEMENT: This project category allows applicants to apply for
funding for one year, to enhance/supplement the existing level of marine law enforcement in the
applicants jurisdiction. This grant may not be used to replace the existing funding level of marine
law enforcement. Applicants are encouraged to submit proposals to utilize the "Zones and Times
of Concern".

POLICE MARINE EQUIPMENT: This project type would allow applicants to apply for new
equipment or to replace equipment that was worn out due to the EMLEG Program for marine law
enforcement that is not funded in the applicant's budget. EMLEG will not fund the general
maintenance of police marine equipment.
INNOVATIVE BOATING SAFETY/EDUCATION/PUBLIC INFORMATION:This category is set up
to allow applicants to come up with unique educational programs to improve the instruction of
boating safety in Broward County above and beyond existing levels of educational standards.
Applicants which submit this type of grant proposal are encouraged to develop new and innovative
programs.
BOATING SAFETY/EDUCATION/PUBLIC INFORMATION: This category is not limited to
applicants who are non-enforcement agencies. This project type would allow the applicant to apply
to fund projects which would improve boating safety in Broward County through boating safety
training, public information, channel marking and limited signage, or other types of projects which
result in improved boating safety in Broward County.
EDUCATIONAL/SAFETY/PUBLIC INFORMATION EQUIPMENT: This project type would allow
applicants to apply for new equipment or to replace equipment that was worn out due to the
EMLEG Program for boater safety education that is not funded in the applicant's budget. EMLEG
will not fund the general maintenance of any educational equipment.
