A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, APPROVING THE SITE PLAN REQUEST
SUBMITTED BY THE GRAVES MUSEUM OF
ARCHAEOLOGY & NATURAL HISTORY, FOR PROPERTY
LOCATED AT 481 SOUTH FEDERAL HWY., DANIA BEACH;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of
Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building
permit; and
WHEREAS, the Graves Museum of Archaeology&Natural History has applied for site plan
approval for the addition of permanent banners on the building located at 481 South Federal Hwy.,
Dania Beach; and
WHEREAS, the Planning&Zoning Board on January 26, 2000, recommended that the City
• Commission grant the site plan request(SP-96-99), based upon the criteria set forth in Section 8.4
of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DANIA BEACH, FLORIDA:
Section 1. That that certain application (SP-96-99)for site plan approval, a copy of which is
attached and made a part of this Resolution as Exhibit"A"is approved with the following conditions:
(1) Representatives for the Graves Museum of Archaeology& Natural History agree to
submit an acceptable landscape plan for the area along Federal Highway within 10 days to
Laurence Leeds, Growth Management Director, so he may forward onto Commissioner Etling and
Commissioner Mikes, individually, for final review and approval;
(2) Representatives for the Graves Museum of Archaeology& Natural History understand
that the banners are only permitted so long as the building is used as a museum.

It is further noted that the original Site Plan will be maintained in the office of the Growth
Management Department of the City of Dania Beach.
Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of Chapter 8,
of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically
expire and become null and void unless building permits are obtained
on or before 18 months from the date of this resolution.
Section 3. That all resolutions or parts of resolutions in conflict with this resolution are
repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

Site Plan Fees are calculated as,follows:
Residential- $275.00 Base Fee, plus $8.80 per unit for the first 100 units, plus $4.40 for each unit
in excess of 100 units.
Non-Residential/ Hotel-Motel -$275.00 Base Fee, plus $1.10 per 100 sq. ft.for the first 10,000 sq.ft.
plus 0.55 per 100 sq.ft. for that portion in excess of 10,000 sq.ft.
Major revision for residential or non-residential and hotel / motel site plan —1/2 of site plan fee.
In addition, a retainer is required for administrative and advertising costs -(As per Ch. 28, Article
9.60. Recovery of costs...) $1,000.00
Minimum fee required -$2,000.00—please note that any unused portion will be refunded to the
petitioner.
11. SP-96-99 — Site Plan request by Graves Museum of Archaeology & Natural History —for
elevations associated with permanent banners at the site. Property located 481 South
Federal Hwy., Dania Beach.
Leigh Kerr, AICP, Planning Consultant described that the applicant is requesting approval
for installation of royal blue banners on the Graves Museum building. Mr. Kerr recommends
approval provided that the use of the building is maintained as a museum.
Charles Zidar, Director of the Graves Museum addressed the Board asking them to vote
favorably on his request.
Paul Fetscher expressed his support for this project.
The Chairman opened the item for public comment. Hearing and seeing no one this
chairman closed the public hearing.
Motion made by Jason Dubow to approve SP-96-99, seconded by Richard Seay. Motion
passed on the following roll call:

The applicant is requesting approval for installation of royal blue banners on the
Graves Museum building. The banners are twenty-four (24) inches wide located
on the north and west faces of the building. The copy on the banners reads,
"Graves Museum". Such signs are permitted in the City of Dania Beach only if
they have been approved through a site plan approval as an architectural
feature.

The applicant has submitted a site plan and details of the proposed banners.
Staff has reviewed the site plan only as it relates to the proposed banners.
Other site plan elements were not reviewed at this time.
Staff believes that the proposed banners are attractive and are in character with
the museum use on the site. However, these banners would not be appropriate
for a general commercial use located along Federal Highway.
Staff Recommendation: Approval of the subject request, provided that the use
of the building is maintained as a museum. Approval should not be transferred
to any future change in use.
Planning and Zoning Board Advisory Board Recommendation: Approval
subject to staff condition.
