HomeMy WebLinkAboutR-2000-063 RESOLUTION NO. 2000-063 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PREPARE AND FILE AN APPLICATION WITH THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION, FOR THE REVITALIZATION OF FEDERAL HIGHWAY UNDER THE TRANSPORTATION EQUITY ACT FOR THE 21ST CENTURY (TEA-21) GRANT FOR THE FISCAL YEAR 2000/2001; AUTHORIZING THE CITY MANAGER TO APPLY FOR A GRANT AMOUNT OF $500,000; PROVIDING FOR THE AUTHORIZATION AND EXECUTION OF ALL GRANT RELATED DOCUMENTS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA; Section 1. That Michael Smith, City Manager, as representative of the City of Dania Beach, is hereby authorized to prepare and file an application with the State of Florida, Department of Transportation, for revitalization of Federal Highway under the Transportation Equity Act for the 21st Century (TEA-21) grant for the fiscal year 2000/2001 in the amount of$500,000. Section 2. That that certain grant application, in substantial form as Exhibit "A", attached, is approved and made a part of this resolution. Section 3. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. Section 4. ' Qualifying Enhancement Activities Enhancement activities that the proposed project will address include: Provision of facilities for pedestrians and bicycles Landscaping and other scenic beautification 2 (a) planning activities Engineering and final plans preparation work 2. (b) The landscape enhancement of Federal Highway has many direct relationships to the intermodal transportation system with regard to function, proximity, and impact. First, Federal Highway is a major artery that runs the through the eastern corridor of South Florida, boldly revealing the image of each city it runs through. Federal Highway is the spine of the City of Dania Beach, serving as its most significant north- south thoroughfare. Its average daily .traffic count is approximately 47,000. An innovative landscaping and streetscaping plan will greatly enhance this major state thoroughfare. Federal Highway also contains portions of routes for the Broward is County Transit System and a pending shuttle system (a collaboration between Broward County Transit and the City of Dania Beach) that is expected to be formalized in October 2000. Finally, the intersection of Federal Highway and Dania Beach Boulevard forms the core of Dania's downtown. (See Exhibit "Main Street Enhancement Plan") 2. (c) The project is located from the north boundary of the City, just south of the Dania Cut-off Canal and the City of Fort Lauderdale south to Northwest 3rd Street. This comprises the northward entrance to the heart of the downtown, an area viewed daily by many local business people and area shoppers. Federal Highway acts as an artery for many commuters; from Ft. Lauderdale; the airport; the seaport; the City of Hollywood and Hallandale among other cities; and thousands of tourists . (See Exhibit "Main Street Enhancement Plan, sheet #3") 2. (d) Because-the project has the potential to beautify the downtown district, it has the unique opportunity to make Downtown Dania Beach a destination rather than a conduit to other locations. This will enhance the City's image. The attachment illustrates a variety of enhancements to serve both aesthetic and functional ends (See Exhibit "Main Street Enhancement Plan — Sheet #14"). The aesthetic needs are served with period lighting, landscape- enhanced sidewalks, and landscaped medians. These aesthetic functions augment the pedestrian appeal of the city and create a safer atmosphere for pedestrian traffic. As the plan illustrates, the wider sidewalks, coupled with the landscaped median will serve to slow traffic while offering a more inviting atmosphere for pedestrians at the same time. 2. (e) The City of Dania Beach has several maintenance agreements for both Dania Beach Boulevard and Federal Highway. The City of Dania Beach will negotiate with the Florida Department of Transportation in order to specify the City's sole responsibility for the maintenance of the upgrades. . 2. (f) None 2. (g) The project area has already undergone improvements. Sample landscape areas have been completed on both Federal Highway and Dania Beach Boulevard with great support of the City and residents. We are seeking,funds to completely revitalize the aforementioned section of Federal Highway. Related improvement projects are as follows: Main Street • This phase of the application contains sections in the historic antique district that is soon preparing for further rejuvenation through the Main Street Program. This adjoining area contains shops, cafes, art galleries and other community oriented businesses. Local community leaders have gained major community support to accomplish this downtown rejuvenation project, which will contain many architectural upgrades to the district. The city commission recently allocated $20,000 to Main Street Inc. for the purpose of financing an interest buyback program as an incentive for aesthetic and structural improvements in the downtown area. A similar program has demonstrated a high level of success in Delray Beach. Dania Beach The beach area has now undergone extensive renovations with new landscaping to serve the growing needs of the many residents and tourists that visit this area each year. Natural dune vegetation has been enhanced with sod and shaded parkland. A pier restaurant is also proposed. The commission is now reviewing response to an RFP issued by the City and will be conducting the first special meeting to take action on the applicants on May 1, 2000. The beach is the eastern terminus to Dania Beach Boulevard. • The beach area has undergone extensive renovation including new landscaping to serve the growing needs of the many residents and tourists that visit this area each year. Natural dune vegetation has been enhanced with sod and shaded parkland. A Pier bait shop • and restrooms have been added. A pier restaurant is currently being negotiated with RFP respondents. The beach is the eastern terminus to the project area. 0 Enforcement of the City's Downtown Sign Code is in effect after being on the books for ten years. Several businesses have complied and have helped to contribute to downtown beautification. A low- interest loan program is in the final stages that will enable downtown business owners in the area adjacent to the Campus (the Main Street Program Area) to remove distasteful signs, or upgrade their parking lots with landscaping. • Landscaping at the City's 1-95 interchanges, major thoroughfares such as Griffin Road, and U.S. I (Federal Highway) are in the implementation stage. A new Tri-Rail station is nearing completion along Griffin Road just west of 195. • The City also maintains an ongoing and active involvement with the Eastward Ho! Initiative. We have close contact with the Coordinator of the Project at the South Florida Regional Planning Council, as well as at the FAU/FIU Joint Center for Environmental Problems. • 2. (h) It should be noted that the City of Dania Beach is taking a holistic view of this enhancement. The plan that has been presented as an • attachment is based on a series of citizen workshops and discussions with FDOT and MPO representatives. The city is committed to the complete revitalization of Federal highway and Dania Beach Boulevard. This application represents merely one phase of the extensive project. Furthermore, the city is aggressively pursuing external sources of funding for this project as the city's recourses are limited. 3. (a).The City of Dania Beach has contracted with a landscape architect for the design and planning phase of the Governmental Campus Plan. Public Works Crew members will be responsible for the installation and maintenance phases. The selection of site furniture and pavers would also be a part of this planning effort. Complete landscape installation would be completed by Public Works. All installation labor in this regard is the city's contribution to this project. 3. (b) The City Commission approved a resolution in support of the initial grant application at its April 28, 1998 meeting. This application is part of the same overall project (See Appendix B). 3. (c) The City will own upgrades for the project. 3. (d) although no cash match has been authorized for this application • the city is committed to providing in kind contributions in the construction and maintenance of this project. The city is also looking at other means of securing additional funding such as establishing a special assessment district and/or a community redevelopment agency. 3. (e) The city's holistic approach to this phased revitalization should be considered as this lends to the practicability of the project. 4. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA, FLORIDA. Section 1. That the City Manager is hereby authorized to apply to the Broward County Metropolitan Planning Organization for an Intermodal Surface Transportation Efficiency Act grant in the amount of$188,000.00 for landscaping improvements to Federal Highway and Dania Beach Boulevard; which application is attached and made a part of this Resolution as Exhibit "A", is approved and appropriate city officials are directed to execute same. We feel this project is essential to the economic development of the city. The enclosed "Main Street Enhancement Plan" clearly illustrates the dilapidated status of this vital corridor within the City and the holistic approach the City has taken toward the realistic implementation of this revitalization plan. Please note that the application is for $500,000. This portion represents a sufficient amount to implement phase one of the revitalization,as detailed on Sheet#3 of the attached plan. Furthermore, initial discussions with planning staff at the City of Hollywood lead us to believe that there may be some benefit to joining applications in an effort to revitalize Federal Highway from Old Griffin Road to Young's Circle. We would be amenable to modifying our work focus on an alternate segment of Federal Highway if this proves more feasible to the MPO and FDOT. However, at this point we feel that the revitalization would have the greatest impact for the City of Dania Beach as a phased approach beginning with the northern segment of Federal Highway that is the most significant entrance to the City.
