HomeMy WebLinkAboutR-2000-091 i a RESOLUTION NO. 2000-091 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO PURCHASE TWO (2) SCOTT EAGLE THERMAL IMAGING CAMERAS WITH RECEIVER IN THE AMOUNT OF $34,870.00 ($17,435.00 EACH) FROM SAFETY EQUIPMENT CO., UNDER THE CITY OF HOLLYWOOD, FLORIDA BID NO. F-3591-13D, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), authorizes the city manager to purchase supplies, services, equipment and materials for the city government in amounts in excess of $15,000.00 without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the city commission and if such purchases are made pursuant to a competitive bid obtained within the last twelve (12) months by other governmental agencies such as the Federal Government, State of Florida or a Florida county or municipality; and WHEREAS, the city manager has determined that it is necessary to purchase two (2) Scott Eagle Thermal Imaging Cameras with Receiver for the City of Dania Beach Fire Department; and WHEREAS, the city manager has determined that such purchase can be made at the least cost to the city by purchasing two (2) Scott Eagle Thermal Imaging Cameras and receivers from Safety Equipment Co. in the amount of $34,870.00 ($17,435.00 each), under City of Hollywood Bid No. F-3591-13D, a copy of which is attached hereto and made a part hereof as Exhibit "A"; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. This purchase will be off the City of Hollywood bid No. F-359 which is attached, with the exception of the remote camera transmitter for which there will be no charge (an $800.00 value). • The cost of the above-described equipment is $17,435.00 with on-site training at no charge. The bidder shall be a factory- authorized vendor of the Thermal Imaging Camera. The Thermal Imaging Camera shall be a hand held unit that can be easily passed from one firefighter to the next. The unit shall have a housing that will withstand the heat and rigors of the fire service, which is to include being able to withstand a drop of three (3) feet onto concrete on any axis. The housing shall be submersible to a depth of at least three (3) feet. The handle shall be manufactured of the same material as the housing. The unit shall have the ability to attach a hand strap to at least one (1) side to be used to hold the unit with a firefighter's gloved hand. The unit shall also have the ability to attach a neck strap. All strap connections shall be large enough for the installation or removal by a firefighter's gloved hand. The unit shall have at least a one (1) year warranty covering all parts and labor at no cost to the City. The core technology shall incorporate a Raytheon BST Core Camera with 18MM • Germanium Lens with a minimum 45-degree field of vision. The lens shall be recessed inside the camera so as to protect it from damage by heat or being dropped. The power source shall be a nickel metal hydride battery capable of powering the unit for at least two (2) hours in full operation and four (4) hours in a standby mode. The battery must be able to be charged with a smart charger within two (2) hours and also have the ability to be trickle charged while in the storage case from a twelve (12) volt source.
