RESOLUTION NO. 2000-091
A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA
AUTHORIZING THE CITY MANAGER TO PURCHASE TWO
(2) SCOTT EAGLE THERMAL IMAGING CAMERAS WITH
RECEIVER IN THE AMOUNT OF $34,870.00 ($17,435.00
EACH) FROM SAFETY EQUIPMENT CO., UNDER THE CITY
OF HOLLYWOOD, FLORIDA BID NO. F-3591-13D, WITHOUT
COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT
FOR BIDS; PROVIDING FOR CONFLICTS, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection (J), authorizes the city manager to purchase supplies, services, equipment
and materials for the city government in amounts in excess of $15,000.00 without
competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the city commission and if such purchases are
made pursuant to a competitive bid obtained within the last twelve (12) months by other
governmental agencies such as the Federal Government, State of Florida or a Florida
county or municipality; and
WHEREAS, the city manager has determined that it is necessary to purchase two
(2) Scott Eagle Thermal Imaging Cameras with Receiver for the City of Dania Beach Fire
Department; and
WHEREAS, the city manager has determined that such purchase can be made at
the least cost to the city by purchasing two (2) Scott Eagle Thermal Imaging Cameras
and receivers from Safety Equipment Co. in the amount of $34,870.00 ($17,435.00
each), under City of Hollywood Bid No. F-3591-13D, a copy of which is attached hereto
and made a part hereof as Exhibit "A";
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the city manager is hereby authorized to pay the total sum of
�l $34,870.00 from the General Fund to Safety Equipment Co., P.O. Box 31268, Tampa,

Section 2. That this resolution shall be in force and take effect immediately upon

RE: Agenda Request for Purchase of Thermal Imaging Camera
DATE: June 15, 2000
As a budgeted item, the Dania Beach Fire-Rescue Department is requesting a form of
resolution for the purchase of one thermal imaging camera with receiver. This purchase
will be off the City of Hollywood bid No. F-359 which is attached, with the exception of
the remote camera transmitter for which there will be no charge (an $800.00 value).
• The cost of the above-described equipment is $17,435.00 with on-site training at no
charge.
If the foregoing meets with you approval, it will be appreciated if you will please have this
item placed on the agenda for the June 27, 2000, regular city commission meeting.

Officials at the scene put out a call to surrounding towns for a
thermal imaging camera, a $25,000 device that helps searchers see
through heat and smoke. Millbury fire officials dispatched theirs to
,a the scene but conditions in the buildings, with walls and floors

According to experts, standard procedure is for each two-man crew
�, to tether themselves to one another and anchor a line outside to help
guide them out should they get lost or disoriented.

searches. Gary Allen, an expert in firefighting technique in Berkley,

stairways and compartments, the tethered rescuers usually have a

you would go in and it would be burned up behind you."

The firefighter, who is familiar with the Worcester Cold Storage
building, called it a ' 'scary building." The four stories above the first
floor have virtually no windows. He said as they opened doors behind
them, the combustible gases from the smaller fires combined with
the burning cork likely created an instant inferno.
' 'You've got superheated gases and once they let the oxygen in, it's
just like a bomb, just like that movie ' Backdraft,' " he said.
Worcester Deputy Fire Chief Gerard Dio said the men were carrying
oxygen bottles with about 30 minutes of air. Those are typical of
what most departments use although newer, lightweight oxygen
tanks that have twice the air capacity are now starting to appear in
service.
Allen said the 30-minute estimate is at rest or with moderate
exertion. During a frantic search up five flights would deplete the air
supply faster.
' 'If you get 15 or 20 minutes under those kinds of conditions, you're

George Yantsides said, the remnants of tears in his weary eyes.

Steve Anderson could only fathom what he saw by opting for a more
philosophical approach. He was a firefighter from Auburn, watching
the friends in the bucket high above shoot 1,500 gallons of water per
minute onto the bulging back wall, with a mortal crack running from
the roof clear down to the street.
'You can always point fingers, I suppose," Anderson said. ' 'Truth
is, it could've been any one of us. That's what we took an oath to do.
Times like this, what can you say . . . really? You're on this job,
things like this is out there. It may not have your name on it. But
you never know."
Yesterday, sandwiched between his company's truck and the hydrant
feeding two hoses, Mike Lamarche spoke of a man he never met but
knew as a brother - Lt. Stephen F. Minehan.
' 'He went into a building like this, too," Lamarche said, ' 'another
empty box with guys crying for help. You'd like to think the lessons
would be learned."
Complete strangers walking by in the rain grabbed hold of Mike
Lamarche's hand, both thanking him and stuggling to offer their
condolences.
• ' ' Did they get all the firemen out of there yet?" asked one forlorn-
looking soul, who looked as though he may well have spent a night
lost in Worcester Cold Storage.
Mike Lamarche shook his head. ' 'No, sir," he replied, ' 'I'm afraid
they haven't. Not yet."
An off-duty firefighter came by to tell his friend that he could not
sleep. ' 'There's no place else for us to be, is there?"
Mike Lamarche simply looked at him. ' 'I told my wife she may not
see me for a while."

"AN EQUAL OPPORTUNITY AND SERVICE PROVIDER AGENCY
The City of Hollywood is seeking a source of supply for Two (2) Thermal Imaging
Cameras for use by the Fire Rescue Department. The bidder shall be a factory-
authorized vendor of the Thermal Imaging Camera.
The Thermal Imaging Camera shall be a hand held unit that can be easily passed from
one firefighter to the next. The unit shall have a housing that will withstand the heat
and rigors of the fire service, which is to include being able to withstand a drop of three
(3) feet onto concrete on any axis. The housing shall be submersible to a depth of at
least three (3) feet. The handle shall be manufactured of the same material as the
housing. The unit shall have the ability to attach a hand strap to at least one (1) side to
be used to hold the unit with a firefighter's gloved hand. The unit shall also have the
ability to attach a neck strap. All strap connections shall be large enough for the
installation or removal by a firefighter's gloved hand. The unit shall have at least a one
(1) year warranty covering all parts and labor at no cost to the City.
The core technology shall incorporate a Raytheon BST Core Camera with 18MM
• Germanium Lens with a minimum 45-degree field of vision. The lens shall be recessed
inside the camera so as to protect it from damage by heat or being dropped.
The power source shall be a nickel metal hydride battery capable of powering the unit
for at least two (2) hours in full operation and four (4) hours in a standby mode. The
battery must be able to be charged with a smart charger within two (2) hours and also
have the ability to be trickle charged while in the storage case from a twelve (12) volt
source.
Each unit shall have the ability to transmit a signal (not via a hard wire) to a remote
receiver, which can be connected to a TVNCR for recording purposes.
The successful bidder shall be required to furnish a factory trained instructor for a
minimum of three (3) two (2) hour classes to be given on three (3) consecutive days to
line operations, and one (1) class to be given at the Fire Rescue Department's Training
Center in order to cover the operation and the maintenance of the equipment.

from heat, allow firefighters to see through smoke during search and rescue operations.
Victims, trapped in smoke fitted buildings, are more easily located by means of the
cameras ability to detect body heat and transpose the image on a screen viewed by the
rescuer. The ability to locate and remove vktims expeditiously is crucial. The cameras

-• This decision is based on presentations given by the various vendors represented in
• Bid No. 1`-3591-813, along with Lands-on testing at the Broward Fire Academy bum
trailer. We found the performance of the Scott camera preferable to the others. The
Scott camera Provides essential features not available on the other cameras. Below is
a summary of those features:
• The Scott camera has a *-position handle — This allows the camera to be held

handle.
• The Scott camera offers strapping that accommodates both felt and right handed
handed firefighters.

• The Scott camera utilizes an Internal video transmitter while the other: have
externally mounted video units. internal mounting offers getter protection and
prevents the video transmitter from being dislodged. (An externally mounted video
transmitter came off during testing)
• Radio frequency interference —The Scott camera out performed the.others against
radio Interference. During testing the picture on one camera was lost completely
when the Department oommunkations radio was keyed.
• The Scott camera features an external screen. The 181 and FIR cameras use a
monocular screen;you must peer down through the camera to view the picture. The
Picture on the Scott camera is easier to view and can be observed by more than one
person a time. The picture quality is preferred over the other units.
° The Scott camera utlizes a thre"osition tilt screen that is easier to use.

• Scott offers in camera charging In addition to remote charging ospability. This
feature, along with the extra battery that is Included, insures that there will always be
• a fully charged battery.
Although Some of these features may be available on the other cameras, the Scott

This is to confirm that Scott has extended to your department a
free remote video transmitter. This kit allows the Scott thermal
camera to transmit video to a remote receiver for viewing. Per our
discussion, if you choose to purchase the Eagle Eye camera, you could
® use the Hollywood bid and reduce the price by the amount of the
remote transmitter (savings would be $600.00).
If you would like a copy of the justification Hollywood did for the
camera I can furnish you a copy. Wayne Bruce, Training Officer for
Hollywood also has a copy of his recommends Yon based on the
evaluation that the department did. Of note, the Houston Fire
Department just completed a year long evaluation of thermal cameras
and chose the Scott Eagle Eye. I have a training tape made by
Houston that gives a good description of the camera if you would like
to see it,
