A RESOLUTION AMENDING THE SITE PLAN FOR BROWARD
INTERNATIONAL COMMERCE CENTER (BICC) TO ALLOW SUBSTITUTE
LANDSCAPING ALONG THE NORTH PROPERTY LINE ADJACENT TO OCEAN
WATERWAY MOBILE HOME PARK; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the
City of Dania Beach, Florida, states that a site plan is required as a condition to the
issuance of a building permit; and
WHEREAS, Broward International Commerce Center (BICC), property owner has
applied for a site plan amendment to allow substitute landscaping along the north property
line adjacent to Ocean Waterway Mobile Home Park; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That that certain site plan amendment to allow substitute landscaping
along the north property line adjacent to Ocean Waterway Mobile Home Park by the
applicant is hereby approved.
Section 2. That all resolutions or parts of resolutions,in conflict with this resolution
are repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

RE: Site Plan Amendment to Request a Substitution of Landscaping
(Property located east of 280 Bryan Road along the south property line of
the Ocean Waterway Mobile Park)
Date: June 23, 2000 (June 27, 2000 City Commission)
Applicant: Broward International Commerce Center
The site plan for the Broward International Commerce Center ("BICC") was initially approved
with a continuous six foot ficus hedge and shade trees adjacent to the Ocean Waterway Mobile
Home Park. The ficus hedge and shade trees were to be located between the Mobile Home
Park and Phase II of the BICC. BICC Phase I (north of the FPL transmission wires) has been
completed for some time. There are no permits pending for Phase ll.
The existing hedge is uneven and of varying heights. The applicant has requested permission
to replace the ficus hedge with Areca Palms intended to grow to a height of 5' to 6'. The
applicant indicates the Mobile Home Park neighbors have requested this landscape substitution.
The City's consulting landscape inspector indicates that the Areca's will provide approximately
70%-80% of the screening provided by the ficus hedge if properly maintained. It will take two or
more years for the Areca's to reach six feet in height. The president of Ocean Waterway
requests that the Palms be allowed to grow to a height of 10 to 12 feet.
Staff is concerned that removal of the ficus hedge will provide less protection from blowing dust
and sand. 10 years ago, prior to construction BICC Phase I, substantial amounts of fill were
being removed from the adjacent lake. As a result, staff received continuing daily complaints
from the Mobile Home Park concerning blowing sand.
The fill operations have long since ceased. However, anticipated nearby construction (DCOTA
Phase III, DCOTA Phase IV, BICC Phase ll, and Grand Prix) will create some potential for
blowing dust and sand, albeit less than the late 80's fill operation.
STAFF RECOMMENDATION
Based on all of the above, staff does not object to the landscape substitution if the applicant
provides a written statement from the Mobile Home Park Association of "support" or "no
objection" to the proposed landscaping.

•NOTICE IS HEREBY GIVEN that a public hearing will be held before the Dania Beach City Commission on
June 27, 2000 at 7:30 p.m., or as soon thereafter as possible, in the City Commission Room, of the Dania
Beach Administrative Center, 100 West Dania Beach Blvd., Dania Beach, Florida 33004, for the purpose of
hearing any comments which might be made to the following request:
Petition: Christine Kerr, Manager of the Broward International Commerce Center (BICC) located at 280
Bryan Rd., Dania Beach, Florida has requested an amendment to the approved site plan. BICC would like to
request that the site plan be amended to allow the replacement of the Ficus Hedge along the north property
line with Areca Palms (3 gallon), planted approximately 4' (feet) south of the existing fence line at
approximately 3' (feet) apart. The trees will be approximately 3 ' to 4' high at planting. Applicant indicates
they will be maintained at a 5' to 6' height.

Dania Beach Blvd., Dania Beach, Florida between the hours of 8:00 a.m. and 4:00 p.m., Monday — Friday

Recently we have researched options for maltttaMTS and/or"placing the ticus hedges on the north side of
our property that border yow mobile home park. We have found that it is nearly impossible for the current
hedges to be tut to a height that could be continua*maintained by our lawn servicc. Therefore,we p)an to
have them cut do"entirely to ground level,and choose a replacement hedge.
At this time we are considering planting 3 gallon Arm Palms(approximately 3 to S feet apart)along the
enure property line. They would be planted approximately 4 feet off the fence eo that our lawn service can
walk boNnd them. They grow to be very loll,bushy plants at the base and can reach a height of 10 to 12
feet. In time,they wilt create a beautiful hcdgc4ike view.
At the bottom of this letter,please let us know what you think about this solution as we would like to proceed

Dear Mr. Leads:
Per our conference call today with Jim Danto, as the existing ficus hedge on the north property line of our
project was planted on the fence line by the previous owners and has become impossible to maintain, and
as our neighbors have requested that we replace the ficus hedge with something nicer, we would like to
request the following.
Per our site plan (see attached segments), we would like to remove the ficus hedge and replace it with
Areca Palms (3 gallon),planted approximately 4' south of the existing fence line at approximately 3' apart.
• This was recommended by our lawn maintenance people and our landscapers as a better solution for easy
maintenance and a more appealing plant. As the rainy season is approaching, we have been advised to
plant them as soon as possible so that by the end of the summer they would have grown to make a solid
hedge and reached a height of 5'-6'. In addition, this change would allow the existing live oak trees to
grow to their potential height and fullness.
We do feel the above is the best solution to this problem, and request your approval to proceed.
