HomeMy WebLinkAboutR-2000-133 RESOLUTION NO. 2000-133 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE SITE PLAN REQUEST SUBMITTED BY DAN FEE, PRESIDENT, CDI ENGINEERING REPRESENTING CORPORATE DEVELOPMENT PARTNERS, INC., FOR PROPERTY LOCATED ON THE NORTHEAST CORNER OF SHERIDAN STREET AND SE 5T" AVENUE, DANIA BEACH; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building permit; and WHEREAS, Dan Fee, President, CDI Engineering, has applied for site plan approval for the proposed construction of a Walgreens to be located on the northeast corner of Sheridan Street and SE 5th Avenue, Dania Beach; and ® WHEREAS, the Planning &Zoning Board on July 19, 2000, recommended that the City Commission grant the site plan request(SP-14-00), based upon the criteria set forth in Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain application (SP-14-00)for site plan approval, a copy of which is attached and made a part of this Resolution as Exhibit"A", is approved subject to the following conditions: (1) Approval of the Public Works/Utilities Director and Fire Marshall prior to issuance of a Building Permit. (2) Sample of"spandral glass" as presented is in compliance with principal arterial window requirements. ® (3) The petitioner will replace the 4 Mahogany trees with 4 Royal Palm trees along the area facing west on SE 51h Avenue to match the R-SP-14-00 WALGREENS.doc 1 RESOLUTION NO. 2000-133 Royal Palm trees along Sheridan Street. ® (4) Provide a minimum 3 foot horizontal overhang from the wall on all roof structures. (5) The City be provided an easement for a welcome sign in the southwest corner of site. It is further noted that the original Site Plan is maintained in the office of the Growth Management Department of the City of Dania Beach. Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically expire and become null and void unless building permits are obtained on or before 18 months from the date of this resolution. Section 3. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. ® Section 4. That this resolution shall be in force and take effect immediately upon its passage and adoption. This parcel is zoned C-2 (Commercial) and abuts commercial zoning to the east (vacant), north (vacant), west (Bank/Publix) and south (City of Hollywood). This project is located along a major arterial and is required to comply with "Principal Arterial Design Standards". As such, the plan has been revised to show the following: 1) _ "Pitched roof' facade on all sides, ® 2) 35% window glass on the primary (Sheridan Street) and 15% window glass on the secondary (SE 5 Avenue) elevations, and 3) Plantings directly adjacent to the building (in addition to `site' plantings) Applicant should provide a description of "spandral glass" since it used to comply with window glass requirements on Sheridan Street and SE 51h Avenue. "Mini" trash compacters and the loading zone are located to the rear (north) of the building. "Drive-through" pharmacy windows are located to the side (east) of the building. Vehicular access to the site is from both SE 5th Avenue and Sheridan. The SE 5th Avenue driveway will be shared with future development to the north. All setbacks, landscaping, pervious area, loading, and parking requirements have been met. This revision was prepared in response to earlier comments by City Staff and HHI. The earlier review, conducted by HHI, generated two specific comments, both of which have been addressed in the revised plan. The comments were both directly related to the access off of Sheridan Street. First, as we requested, the inside turning radius for this access has been increased to forty feet which will accommodate City emergency vehicles. Second, as also requested, the striping for this access has been modified to better delineate inbound and outbound lanage. This will comply with'FDOT Standard Index 17346. Further, the Applicant has been advised that FDOT will require additional detail at the time of their permit review. As per Standard Index 17346, as the access enters public right of way, the striping will require a continuous edgeline around the raised island lane divider. The two driveway sides of the divider will need to have a six inch-wide yellow stripe and the Sheridan Street side will require a six inch-wide white stripe. In addition, FDOT will require that the sidewalk, at this access, follow the back of curb to the south so that a pedestrian crosswalk is located in front of the Sheridan Street exiting lane stop bar.
