HomeMy WebLinkAboutR-2000-136 RESOLUTION NO. 2000-136 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, SUPPORTING EFFORTS BY THE EVERGLADES COUNCIL — NAVY LEAGUE OF THE UNITED STATES AND USS HOGA YT-146 ASSOCIATION TO ACQUIRE, RESTORE AND SUBSEQUENTLY BERTH THE USS HOGA YT-146 AT THE INTRACOASTAL PIER AT THE FLORIDA ATLANTIC UNIVERSITY ("FAU") SEATECH OCEANOGRAPHIC CENTER AT DANIA BEACH; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE BOARD OF REGENTS OF THE STATE UNIVERSITY SYSTEM OF FLORIDA, UNITED STATES DEPARTMENT OF THE INTERIOR, EVERGLADES COUNCIL — NAVY LEAGUE OF THE UNITED STATES, PEARL HARBOR SURVIVORS ASSOCIATION, INC.- FLORIDA GOLD COAST CHAPTER NO. 4, AND USS HOGA YT- 146 ASSOCIATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the heroic crew of the USS Hoga fought fires on the USS Nevada, USS Maryland, USS Tennessee, USS West Virginia, and USS Arizona on December 7, 1941 at Pearl Harbor, and as a result, the USS Hoga, along with its skipper and crew, • received a commendation from Admiral Chester Nimitz in February, 1942; and WHEREAS, today the USS Hoga, a United States national landmark, sits in "mothball storage" in San Francisco Bay awaiting either her last voyage to a living memorial or the scrap heap; and WHEREAS, members of the Everglades Council — Navy League of the United States, Pearl Harbor Survivors Association, Inc.- Florida Gold Coast Chapter No. 4, and the USS Hoga Association have requested assistance from the City of Dania Beach in relocating the USS Hoga to a permanent site at Dania Beach; and WHEREAS, the City Commission of the City of Dania Beach recognizes the heroic tale of a tugboat and its valiant crew who helped significantly in the war in the Pacific; and 1 RESOLUTION NO. 2000-136 WHEREAS, the City Commission of the City of Dania Beach supports all efforts by the Everglades Council — Navy League of the United States, Pearl Harbor Survivors Association, Inc.- Florida Gold Coast Chapter No. 4, and USS Hoga YT-146 Association to rescue, restore and transport the historic vessel, the "USS Hoga" to a permanent home at the intracoastal pier at the Florida Atlantic University SeaTech Oceanographic Center located at Dania Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. The foregoing "Whereas" clauses are ratified and confirmed as being true, correct and are made a specific part of this Resolution upon its adoption. Section 2. That the City Commission of the City of Dania Beach declares its support of the efforts of the Everglades Council — Navy League of the United States, • Pearl Harbor Survivors Association, Inc.- Florida Gold Coast Chapter No. 4, and USS Hoga YT-146 Association to relocate the USS Hoga to the intracoastal pier at the Florida Atlantic University SeaTech Oceanographic Center at Dania Beach. Section 3. The City Clerk is directed to forward a copy of this Resolution to the Board of Regents of the State University System of Florida, the United States Office of Interior, Everglades Council — Navy League of the United States, Pearl Harbor Survivors Association, Inc.- Florida Gold Coast Chapter No. 4, and the USS Hoga YT- 146 Association. A day that will live in infamy is one of the most somber and mournful moments in our nations history. The Japanese recognized the opportunity to block the only charnel from Pearl Harbor by sinking the Nevada as she tried to escape and concentrated their barrage as she was underway. The dauntless Hoga rushed to Nevada's side and managed to get her grounded on Hospital Point, safely out of the channel. The gallant crew of the Hoga fought fires on the USS Nevada, da, USS Maryland, USS Tennessee, USS West Virginia, and USS Arizona. We are the USS HOGA YT-146 Association,a 501 (c)3 non-profit organization (pending). Where are we? We are located in Fort Lauderdale, Florida. Why are we? We came into existence because YTM 146 HOGA needs a new home, and we firmly believe that a more fitting location is the Sea Fair in Dania Beach near the Florida Atlantic University (FAU), Sea Tec.-FAU Department of Ocean Engineering can not be found. Although common yard vessels such as the HOGA do not normally have the prefix "USS," for United States Ship, attached to their names, it has been done so in this case as a means of respect and honor. ® What is the USS HOGA? "YT" stands for Yard Tug, and her US Navy number was 146. The name "HOGA," from the Native American Sioux word for"fish,"was across her stem. She has a single screw or propeller, is 101 feet in length, and measures 25.6 feet at her waterline beam, with a full displacement of 310 tons. There are accomodations for 2 officers and 12 enlisted crew. Her hull is steel, as is her superstructure. What is so special about the USS HOGA? USS HOGA, is the only vessel remaining in one piece and still afloat from the more than one hundred present in Pearl Harbor, Hawaii, on December 7, 1941. The USS HOGA was a common yard tug that was one of many built and launched during the build-up of material in anticipation of need as war clouds gathered all around the island of peace and tranquility that was the United States, and particularly the Hawaiian Islands late in 1941. USS HOGA is a "Hawser Tug." Some tugs are used to push or shove other ships, vessels and water craft such as barges and scows. The HOGA had a large device known as a"Bollard"shaped a lot like a low, wide version of the letter H centered close amidships and just aft of the deckhouse. Large ropes or lines, more accurately called "Hawsers," were run across her rear deck and secured to the bollard for the purpose of towing what ever was attached to the other end. Although the HOGA was easily capable of pushing other vessels, and did so many times, she did not have the very large pads on her bow and pads or tires on her flanks that were common on tugs used for pushing and maneuvering other vessels from the side. The HOGA normally used more finesse to move another vessel rather than her prow and quarters. Mounted above the wheel house and to port and starboard on the rear of the deckhouse were three water nozzles called"monitors"through which sea water from the main fire pump could be directed to fight fires on other vessels and on shore if the need should arise. The US Pacific Fleet was moored in nice neat rows, as were all the US Army Air Corps aircraft on the fields and air parks of the island. All weapons were secured, and ammunition was under lock and key, and commonly located a good distance from the guns that were soon to need something to shoot. Few people were moving about, as it was a typical Sunday morning in the Hawaiian Islands. Fortunately, our three aircraft carriers, USS LEXINGTON, USS ENTERPRISE, and USS SARATOGA, along with their support fleets were at sea on maneuvers that morning and thereby escaped the fate of most of the Pacific Fleet. As were most crewmembers aboard the other vessels present at Pearl Harbor that day, the crewmen of the HOGA were at rest, and everyone but the cook was on board and mostly asleep. Shortly before eight AM, the first wave of 183 bomber, fighter, and torpedo aircraft of the Japanese Navy began an attack on the ships, airplanes and facilities on the island. HOGA was moored near the dry-docks at the 1010 dock with the other yard service vessels that morning. Ten of the eleven HOGA crewmembers were aboard. The only crewman onshore was the Cook. Tugmaster Joseph B. McManus was shaving in his cabin, and assistant Tugmaster Robert Brown was sleeping in the pilothouse when the attack began. HOGA was underway within ten minutes of the first strike, and the only orders received were to get underway and assist wherever she could. Out in the harbor she picked up two men in the water, landed them on the dock, and proceeded to the burning ships along Battleship Row. At the end was the shattered hulk of USS ARIZONA, and secured to the ARIZONA was the badly damaged repair ship USS VESTAL. Tossing lines to the VESTAL, the HOGA pulled VESTAL away from ARIZONA at 0830 hours. Next the HOGA moved to assist the minelayer USS OGLALA, flagship of Rear Admiral Rea Furlong, commander of Minecraft, Battle Force. As she reached OGLALA, HOGA was passed by USS NEVADA, Aft then making a break for the comparative safety of the open sea. The NEVADA had partial steam up when the first attack came at 0750, but had taken a torpedo hit near frame 40 and was beginning to list. She was just underway by 0845, and making for the channel when the second wave of 167 Japanese aircraft began their attack. Counterflooding had kept the NEVADA from capsizing as her antiaircraft batteries continued to fire on the attacking Japanese planes. Commanding officer Captain F.W. Scanland was not on board, Comdr. J. F. Thomas, US Navy Reserve, assumed command, and with the assistance of another junior officer, the NEVADA was conned away from the burning oil slick from the ARIZONA. The Japanese recognized the opportunity of blocking the only channel from Pearl Harbor by sinking the NEVADA as she tried to escape, and concentrated their attack as she was underway. Bombs were crashing all around her and on her decks and superstructure. At 0907, more bombs rained down on the stricken NEVADA, with one striking the forecastle, and by 0910 she was sinking. The HOGA had by then rushed to NEVADA's assistance, and managed to get her grounded on Hospital Point and safely out of the channel. From the time she was underway, HOGA fought fires on USS NEVADA, USS MARYLAND, USS TENNESSEE, USS WEST VIRGINIA, and finally USS ARIZONA. She fought fires on USS ARIZONA continuously from 1600 hours Sunday, until 1300 hours on Tuesday, December 9. "We did not recover any bodies from the ARIZONA," said Assistant Tugmaster Brown, "We were not in a position to do that." Following 72 hours of continuous firefighting, HOGA remained on active duty through the rest of the week, recovering bodies, assisting in harbor patrol, and looking for Japanese midget submarines, five of which were lost, along with only 27 aircraft of the Japanese Navy. Had not the HOGA managed to assist USS NEVADA in grounding, she would, in all probability, sank in the channel and thereby blocked the only way into and out of Pearl Harbor. Had that happened, all major vessels, including our three carrier task forces then at sea, would not have had a port in the western Pacific, and would have had to refuel and refit in California. That extra distance could, and in all probability, would have spelled the difference between victory and defeat at Midway Island and the entire course of the war in the Pacific would have thereby been altered. USS HOGA YT-146 ASSOCIATION Awl Page 3 IV Had the Japanese captured Midway Island, the entire west coast of the United States would have been vulnerable to attack by Japanese forces. That would have meant that for the first time since the War of 1812, there was the likelyhood that American soil would feel the tread of invading forces. Therefore, it can be said with certainty that the,crew of the HOGA played a pivotal role in shortening the war in the pacific, and thereby saving thousands, perhaps hundreds of thousands of American and allied lives. On such bravery and devotion to duty, as is so often the case, are the courses of wars and fate of nations altered and forever changed. The actions of the tug's skipper and crew did not go unrecognized. The Crew and HOGA received the following commendation from Admiral Chester Nimitz in February of 1942. "For distinguished service in the line of your profession as commanding officer of the Navy Yard Tug HOGA, and efficient action in disregard of your own personal safety during the attack....when another ship was disabled and appeared to be out of control, with serious fires on the fore part of that ship, you moored your tug to her bow and assisted materially in extinguishing the fires. When it was determined that the damaged ship should be beached, as there was serious danger of her sinking in the channel, you assisted in the beaching operations in an outstanding manner. Furthermore, each member of the crew of the HOGA functioned in a most efficient manner and exhibited commendable disregard of personal danger throughout the operations. Following the Japanese attack, HOGA, along with other yard tugs and support vessels, was pressed into additional duty cleaning debris from the harbor and assisting in salvage efforts of damaged and/or sunken vessels and craft. During the war, HOGA was designated YTB, (Yard Tug Large) on May 15, 1944. Salvage and other heavy duty work continued aftbr the war. Then in 1948, due to the efforts of Congressman George P. Miller, HOGA was transferred on loan to the Port of Oakland for use as a Aft fireboat, and later as the result of an arrangement between the Port of Oakland and the City of Oakland she was renamed "City Of Oakland." She was retired by the City of Oakland, and now awaits her fate. The HOGA is in great shape as she was laid up in 1996 and mothballed. Moored ar first at Treasure Island, she was moved to the reserve fleet and preserved by the Navy. The main diesel engines are serviceable, as are the generators. The hull and superstructure are in remarkably sound condition, as would be expected for a craft that was maintained by a city fire department. The crews of firemen over the years have been exceptionally proud of the HOGA and mindful of her heritage, and treated her accordingly. If anyone has seen the tender loving care that fire crews give all of their equipment, especially the fire engines, one can appreciate the care given to the HOGA the entire time it was with the city of Oakland. Needless to say, the HOGA's roughest years were when she was with the Navy on harbor duty as one tug among many. _In fact the main event that ensured the survival of the HOGA to this day was the fact that she was part of the inventory of a professional fire department that was aware of her significance and service. We of the USS HOGA YT-146 Association are determined to make her new berth a place of honor in Fort Lauderdale. We need all of the support and participation we can muster, and will in no way turn down any donation and offer of help. The HOGA has been designated as a National Monument and therefore must be maintained accordingly. Furthermore, the Navy performs an annual inspection of every vessel donated for a memorial. If the vessel is not maintained in proper condition, the donation will be rescinded and the vessel returned to the reserve fleet as happened with a submarine that was in Tampa. That sub is now in Charleston, SC. The National Monument closest to Fort Lauderdale at this time is in St. Augustine, FL. Although Florida has the longest coastline in the country, there is not one single floating World War 11 memorial in the state. With your help and involvement, we will change all of that with the arrival of the HOGA. How can you help? Full restoration of the vessel is required if we are to receive her. My father and the crew of the USS Hoga met their call to duty with determination and valor, and were responsible for many pivotal maneuvers that changed the course of the attack by Alk the Japanese Navy. A tribute to those who designed and built the landing craft used so successfully during WWII and for those who fought on them, too. We need to add to this remembrance another page of our national history. Ak My remembrance is wasting away in the harbor of San Francisco looking for someone to recognize her as the hero she is — the last floating vessel that fought at Pearl Harbor December 7, 1941. My hero did not have guns blasting away, did not even take troops to land in battle — did not destroy one enemy plane —but it did pull sailors from the fiery harbor, it did fight battleship fires, it did push a battleship out of a ship channel before it sunk and it has survived. She did all these things while dodging bombs and machine gun fire from enemy planes and she performed with relentless spunk - for all she could really do is save - no fire power with which to fight back — only pumps and push to fulfill her purpose in life. My hero is the USS Hoga YT-146 and it's crew. The cost to restore her will be significantly less than 21 million nor will it take 15 years (probably 1-1/2 million and 1 year). As a tribute commemorating the vessel and those who served aboard December 7, 1941 at Pearl Harbor and for those of us that have admiration and respect for what she did — recognition and posterity would give us fulfillment and peace. German troops,under the leadership of Chancelor Adolf Hitler, annexed Austria in March of 1938,and occupied parts of Czecholslovakia by September of that year. In the Far East in October, Japan openly rejected the 38-year old Open Door Policy with China. The U.S. Congress passed a Naval Expansion Act providing$1,000,000,000 to build a"two-ocean"navy in case they were forced to defend the ideals of freedom and challenge fascism. U. S. President Roosevelt sought reassurance from Hitler and Italy's Mussolini that they did not intend to attack additional nations. Hitler agreed to a nonagression treaty in August with the Soviet Union. Yet,on September 1, 1939,German troops attacked Poland causing England and France to declare war on Germany. At the same time Hitler's troops moved into Czechoslovakia and Italian troops crossed the Adriatic to occupy Albania. In the face of this international crisis the United States began preparations for war with a build up of troops,machinery and provisions. By 1940,German soldiers had spread across most of Scandinavia and entered Paris while the Japanees had entered Nanking.The three-way Axis of Germany,Italy and Japan was firmly established.The U.S. established The Office of Production Management in December to regulate defense production and faciltate shipment of military materials to the anti-Axiz forces. President Roosevelt asserted that U.S.aide to nations under Hitler's attack would keep the U. S. itself out of war. Although the United States was not yet involved in the war it was obvious that it had become a war of world-wide proportions. The Germans had invaded the Soviet Union and the United States continued preparations for battle. On December 7, 1941,the Japanees bombed the U. S. stations at Pearl Harbor,Hawaii. The United States enters World War 11 Shortly before eight o' clock in the morning,December 7, 1941,the United States Navy's Pacific Fleet suffered a surprise attack by Japanese aircrews. Within the first minutes of the attack all the battleships next to Fort Island were torpedoed or bombed.At around 8:10 am,the battleship USS Arizona was fatally wounded by an armor-piercing bomb which ignited the ship's ammunition. The explosion killed 1,177 crewmen,half of the total Americans killed at Pearl Harbor. Aircraft losses were 188 planes destroyed and 159 damaged. The attack on Pearl Harbor enraged Americans. The attack A& united the nation in an all out effort to achieve victory in World War U. On December 8, 1941, President Roosevelt addressed a joint session of Congress, describing the attach as"a day which will live in infamy..." The United States declared war on Japan. Three days later Germany and Italy declared war on the United States. The U. S. was fully involved in a war, World War 11,that would last four more years until September 2, 1945. We need all the support we can muster, and we will in no way turn down any donation or offer of help. The HOGA has been designated as a National Monument and therefore must be maintained accordingly. Furthermore,the Navy performs an annual inspection of every vessel donated for a memorial. If the vessel is not maintained in proper condition,the donation will be rescinded and the vessel will be returned to the reserve fleet,as has happened with a submarine that was stationed in Tampa. The National Monument closest to Fort Lauderdale at this time is in St.Augustine. Although Florida has the longest coastline in the country,there is not one single floating World War 11 Memorial. Clearly she has had a life long partnership with boats and the sea. In addition to being our founder and main driving force, as well as operating several intemet marine business sites, she is an owner and breeder of Thoroughbred race horses. Our Vice President is Kenn Hughes, owner and president of Delta Marine International,Inc.,also of Ft. Lauderdale. Originally from Eden,North Carolina, Ken is a veteran of seven years active duty between 1965 to 1972 in the US Army Security Agency with duty in Korea and Europe. Schooled and trained in Electrical Engineering,he spent several years in the computer industry after separation from the Army. Following a period of employment in Physical Oceanography working on the"SOSUS"project, with which the Navy detects and tracks submarines. Working with Ken as a Technical Media Assistant on various projects such as the monthly Fort Lauderdale Riverwaik Jazz Brunch USS HOGA YT-146 I information Booth,and other such events, is Matt Geleska of Sunrise, Florida. Matt,a native of Oregon as well as an "Air Force Brat,"and therefore well traveled for his young age, is an Engineering Apprentice at Delta Marine International Inc. Our Director is Jimmy Silvestri,a private investigator from Miami. Jimmy is Gina's brother, and as one may anticipate,equally dedicated and committed to the USS HOGA project. Harriet Devine is our Special Events Chairperson. Harriet is a true Georgia Peach, as she was born in Atlanta,reared in Macon,and schooled at the University of Georgia in Athens. Harriet is also the President of the Everglades Council of the Navy League of the United States(NLUS). She has a son in the Navy, Commander Master Chief,Dan Fodera,and became involved with the Navy League to learn more about the Navy. Harriet has become very active wit the NLUS,and has made a dive on board a nuclear submarine,and has been treated to a carrier landing on board the same carrier on which her son was serving. "A `Trap' on a carrier deck is no doubt much more exciting and knuckle whitening than a relatively calm dive on a sub." There are two Pearl Harbor survivors who are doing us the great honor of serving on our board as Co-Chairman of our December 7, 1941 Pearl Harbor History Committee. We want our record of the history of the attack on Pearl Harbor to be as accurate as possible. Obviously,there could not be a better way to accomplish that goal than by having two veterans on the board who were actually there during the attack. The USS HOGA YT-146 ASSOCIATION Membership Committee has also voted to make all Pearl Harbor Survivors Honorary Lifetime Members. IEdlef(Ed)Kurt Carsons,was a young Firemen l rst Class on board the USS WEST VIRGINIA,BB48 on December 7, 1941. The WEST VIRGINIA took the first torpedo hit on that"Day of Infamy,"and an additional six torpedo hits before she settled to the bottom of her berth on an even keel. Ed was born in Kiet, Germany in 1922,and was brought by his parents to the United States through Ellis Island in 1925. After loosing his ship on December 7, Ed served on the Armored Cruiser USS NEW ORLEANS. CA32,the Battleship USS WISCONSIN,BB64, and finally the carrier USS MIDWAY,CV41,before separating from the Navy in December of 1946 as a Chief Electrician.Ed now lives in Hollywood,Florida,and is an active member, as well as past president, of the Gold Coast Chapter of the Pearl Harbor Survivors Association. Jim Le>b®zz®,a native of Pittsburgh, PA was a Bomb and Ammunition Handler with the 481 st Ordinance Company of the Army Air Corps at Hickam Field on December 7, 1941. Jim was born in Pittsburgh and enlisted Bridgeport, CT in 2 of 7/13/00 11:59 AM assocition http://www.usshoga.com/assocition.htmi march of 1941, and arrived in Pearl Harbor in April,a short eight months before the attack. After surviving that attack,Jim neat saw action in the New Hebrides Islands, Guadalcanal,Bougainville, and New Guinea, and finally Los Negros in the Admiralty Islands.Jim was a Sergeant at the time of his discharge in September of 1945 at Fort Davens. Jim now lives in Pembroke Pines, Florida, and,like Ed,is a very active member of the Gold Coast Chapter of the Pearl Harbor Survivors Association.
