A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, APPROVING THE SITE PLAN REQUEST
SUBMITTED BY WILLIAM AND DAWN CEPEK, FOR
PROPERTY LOCATED AT 2381 GRIFFIN RD., DANIA
BEACH; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the
City of Dania Beach, Florida, states that a site plan is required as a condition to the
issuance of a building permit; and
WHEREAS, William and Dawn Cepek have applied for site plan approval for the
proposed construction of a 1,295 square foot second floor addition to the existing business
known as the Sign Studio located at 2381 Griffin Rd., Dania Beach; and
WHEREAS, the Planning &Zoning Board on August 16, 2000, recommended that
• the City Commission grant the site plan request (SP-38-00), based upon the criteria set
forth in Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania
Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the certain application (SP-38-00) for site plan, a copy of which is
attached and made a part of this Resolution as Exhibit "A", is approved with the following
four conditions:
1) Sidewalk to be provided along SW 24th Avenue (show on plan).
2) Applicant to provide more detail with respect to "Decorative Bands".
Building colors (existing and new)should be indicated on plan.
3) The applicant should submit a signed affidavit indicating building
usage.
4) The applicant shall complete the sod improvements to the south

and west side of the building as indicated on the exhibit prior to
obtaining a c/o for the second floor addition.
It is further noted that the original Site Plan is maintained in the office of the Growth
Management Department of the City of Dania Beach.
Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of
Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals
shall automatically expire and become null and void unless building permits are obtained
on or before 18 months from the date of this resolution.
Section 3. That all resolutions or parts of resolutions in conflict with this resolution
are repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

REQUEST: Site Plan request for a 1,295 square foot second floor
addition to the existing business known as the Sign Studio
LOCATION: 2381 Griffin Road, Dania Beach
EXISTING ZONING: B-2: COMMERCIAL
FUTURE LAND USE: Low Medium (10)
SURROUNDING ZONING: B-2 COMMERCIAL to the West and South; T-1
to the East; and R1-C Residential to the North.

The applicant, the Sign Studio, located at 2381 Griffin Road, is requesting site
plan approval to add a second floor addition to an existing sign fabrication shop.
The second floor addition (1,295 square feet) is to be located directly above the
approved first floor addition. Special exception approval was granted for this
use on January 25, 2000, as was site plan approval for the first floor addition.
Applicant indicates sufficient on-site parking to accommodate the second floor
addition. Applicant also maintains the same setbacks indicated in the original
special exception approval and site plan.
It is my understanding there are no manufacturing processes or hazardous
materials used in the production of vinyl signs, and that the vinyl signs are
created using standard office equipment. Computers are used to design the sign
and the vinyl lettering is created using plotters. The applicant should submit a
signed.affidavit indicating this is still the case.

Staff requested the following items be addressed prior to City Commission
submission. Most of the items have been addressed, as indicated below.
1) All reference to signs and all sign illustrations to be removed from the site
plan. (Done)
2) All parking lot dimensions shall be provided (parking spaces, parking
aisles, driveway width, etc. (Done)
3) All building dimensions shall be provided. (Done)
4) Sidewalk to be provided along SW 24th Avenue (show on plan).
5) Site plan to be revised consistent with landscape plan with respect to
landscape islands. (Done)
6) Curbing to be provided adjacent to all landscape areas (Show on plans).
(Done)
7) Applicant to provide more detail with respect to "Decorative Bands".
. Building colors (existing and new) should be indicated on plan.
8) 35% of south elevation to consist of glass windows and doors (Plans do
not specify) (Done)
9) The applicant should submit a signed affidavit indicating building usage.
Development of this site is subject to Principal Arterial Design Standards. While
the applicant provides in excess of 30% glass (second floor) along Griffin Road,
no glass is provided along the NW 24th Avenue elevation (15% glass required).
Instead, the applicant shows a second story overhead door. Applicant should
clarify the use of this door.
Applicant does not show pitched roof as called for in the Design Standards.
However, the existing building has a flat roof, as was the original approved
addition. Staff believes that since this is a partial second floor addition, the
Commission has the discretion to not require a pitched roof. For the same
reason, staff believes the Commission has the discretion to not require
compliance with the 15% glass requirement along NW 24th Avenue.

Site Plan Fees are calculated as follows:
Residential - $275.00 Base Fee, plus $8.80 per unit for the first 100 units, plus $4.40 for each unit
in excess of 100 units.
Non-Residential/Hotel-Motel -$275.00 Base Fee, plus$1.10 per 100 sq.ft.for the first 10,000 sq.ft.
plus 0.55 per 100 sq.ft.for that portion in excess of 10,000 sq.ft.
