® A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, APPROVING THE SITE PLAN REQUEST
SUBMITTED BY AMERICAN MARITIME OFFICERS RTM
STAR CENTER, FOR PROPERTY LOCATED ON THE
SOUTH SIDE OF THE DANIA CUT-OFF CANAL, THE
NORTH SIDE OF NE 3RD TERRACE, WEST OF
GULFSTREAM ROAD, AND EAST OF THE ROYAL PALM
YACHT BASIN AND ALSO KNOWN AS THE "SCHICK
PLAT", IN DANIA BEACH; PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the
City of Dania Beach, Florida, states that a site plan is required as a condition to the
issuance of a building permit; and
WHEREAS, American Maritime Officers RTM Star Center has applied for site plan
approval for the proposed construction of a Rescue Training Facility to be located on the
South Side of the Dania Cut-off Canal, the North Side of NE 3rd Terrace, West of
Gulfstream Road, and East of the Royal Palm Yacht Basin (also known as the "Schick
Plat"), in Dania Beach; and
WHEREAS, the Planning &Zoning Board on August 16, 2000, recommended that
the City Commission grant the site plan request (SP-40-00), based upon the criteria set
forth in Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania
Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:

Section 1. That the certain application (SP-40-00) for site plan, a copy of which is
attached and made a art of this Resolution as Exhibit "A", is approved with the following

conditions:
1) A hedge shall be provided along both sides of the six foot screen
wall.
2) Chain link fence not to exceed six feet in height.
3) One additional tree (or cluster of three palms) to be provided along
the south side of the screen wall.
4) Landscape materials to be reviewed and approved by City
Landscape Consultant prior to submission of site plan to the City
Commission.
5) NE 3rd Terrace to be improved between as required by the Director
of Public Works/Utilities.
It is further noted that the original Site Plan is maintained in the office of the
Growth Management Department of the City of Dania Beach.
® Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of
Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals
shall automatically expire and become null and void unless building permits are obtained
on or before 18 months from the date of this resolution.
Section 3. That all resolutions or parts of resolutions in conflict with this resolution
are repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

Site Plan Fees are calculated as follows:
Residential - $275.00 Base Fee, plus $8.80 per unit for the first 100 units, plus $4.40 for each unit
in excess of 100 units.
Non-Residential/ Hotel-Motel -$275.00 Base Fee, plus $1.10 per 100 sq. ft. for the first 10,000 sq.ft.
plus 0.55 per 100 sq.ft. for that portion in excess of 10,000 sq.ft.

General Notes
1 . MINIMUM CONCRETE COVER FOR REINFORCING SHALL BE 3 INCHES.

(Located on the south side of the Dania Cut-off Canal, the north
side of NE 3rd Terrace, west of Gulfstream Road, and east of the
Royal Palm Yacht Basin)

The applicant has submitted site plan for Phase I of the AMO-RTM Star Center Maritime
Rescue Training Facility (The Phase II site plan is attached for information purposes;
Phase II is not submitted for site plan review at this time).
The site is located at the west end of NE 3`d Terrace, an "unimproved" street that dead-
ends at the Royal Yacht Basin. A multi-family apartment building is located on the
• south side of NE 3`d Terrace. A single family home is located directly east of the site.
According to the architect, this site will be used as a "training facility" in conjunction with
the AMO-RTM Star Center. Applicant indicates that students will sit in the "bleachers"
or in boats within the basin during instruction.
The subject parcel is zoned C-3 (General Business District). C-3 permits "general
business schools, colleges, and private schools". Based on architect's representation
that the site will be a training facility, the proposed use is permitted under existing C-3
zoning.
Parking for "business schools and colleges" is based on one (1) parking space per 60
square feet of classroom instruction area. This is the equivalent to one 1 space for
each 4 students (in the instruction area). The bleachers indicate capacity for 20
students. Based on a 20-student capacity, five parking spaces are required. Six
spaces have been provided.
PHASE II SITE PLAN
The Phase II site plan is submitted for information purposes only. The site plan
anticipates the vacation of NE 3rd Terrace and acquisition of the south side of the street
so that the entire vacated NE 3rd Terrace can be used as a parking area.

The plan indicates a three-story classroom training facility on the east side of the site
and a 25-foot high storage building in the southwest corner of the site.
Staff has advised the applicant that:
1) The Phase II site plan does not meet code with respect to required parking,
perimeter landscaping, and pervious area (30% required). The City landscape
consultant has not yet approved the landscape materials.
2) The dumpsters and the emergency storage building should be moved away from
the adjoining multi-family development.
3) Applicant will need to apply for and obtain vacation of NE 3`d Terrace from the
City Commission.
4) The Phase II site plan has not yet been reviewed by the Fire Marshall and the
Public Works/Utilities Director
5) Approval of the Phase I site plan is no assurance that the Phase II site plan will
be approved. Staff (including Utilities, Public Works, and Fire-Rescue) will
review Phase II as an entirely new project, and will most likely require revisions
not addressed at this time.
