A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, DESIGNATING CERTAIN PROPERTY WITHIN
THE CITY OF DANIA BEACH AS A "BROWNFIELD" IN
NEED OF SPECIAL ATTENTION BECAUSE OF THE
PUBLIC PERCEPTION OF HAZARDOUS WASTE
CONTAMINATION AND / OR THE EXISTENCE OF
HAZARDOUS WASTE CONTAMINATION LEADING TO
THE UNDER UTILIZATION OF THE PROPERTY LOCATED
AT 2850 RAVENSWOOD ROAD ON THE SOUTHEAST
CORNER OF THE INTERSECTION OF RAVENSWOOD
ROAD AND STATE ROAD 84; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the property having a civil street address of 2850 Ravenswood Road
is under utilized as a result of a public perception that the same is a contaminated site
and / or the existence of hazardous waste contamination and
WHEREAS, the Broward County Brownfield's Redevelopment Task Force voted to
• recommend to the City that the City adopt a resolution designating the subject property
as an eligible Brownfield site.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA, AS FOLLOWS:
Section 1. ADOPTION OF REPRESENTATIONS: The foregoing whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this resolution;
Section 2. DESIGNATION OF BROWNFIELD SITE: The property having a
civil street address of 2850 Ravenswood Road, located on the southeast corner of the
intersection of Ravenswood Road and State Road 84, is hereby determined to be and
designated as an eligible Brownfield site as a result of the following:
a. The property is an industrial property under the city's land use and zoning
regulations;
b. There is real or perceived condition of environmental contamination;
c. The property has access to two or more public streets;
d. The property is located adjacent to two major streets;

e. The property is located near and is served by public transit routes;
f. The property is located within an area served by public water and sewer lines;
g. The property is located outside of a floodplain;
Section 3. That all resolutions or parts of resolutions in conflict with this resolution
are repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon
its passage and adoption.

THIS IS A PUBLIC HEARING TO INFORM COMMUNITY RESIDENTS IN THE PROJECT

REDEVELOPMENT SITE DESIGNATION. THE BROWARD COUNTY BROWNFIELDS TASK
FORCE AND THE CITY OF DANIA BEACH ARE PROPOSING THAT THIS SITE BE
DESIGNATED AS A BROWNFIELDS SITE.
PROJECT DESCRIPTION: DESIGNATION OF UNIWELD PRODUCTS, INC., LOCATED AT
2850 RAVENSWOOD ROAD, DANIA BEACH, FLORIDA, AT THE SOUTHEAST CORNER OF
RAVENSWOOD ROAD AND STATE ROAD 84.

DATE: December 12, 2000
Uniweld Corporation has requested Brownfield Designation for its property located at
2850 Ravenswood Road. Brownfield designation confers certain financial benefits upon
a designated parcel.
Representatives of Uniweld, Broward County, and Dickey Consulting Services will make
a presentation at the City Commission meeting. Staff has no objection to approval.

Dear Ms. Chapman:
In a discussion with Michael Smith, City Manager of Dania Beach, I advised him about a
recommend o�n fir t�c Brn'kv-2rd Count 'Brov.,,Pl eld Task F�,rcF. ThA Tack F,-)rce is
requesting that you have a public meeting at your City Commission meeting on
December 12, 2000. So, the citizens of Dania Beach can give input about the Uniweld
Products, Inc. proposed Brownfield designation. In order to give the public a 21 days
notice, we recommend that you put the notice in the paper this week or next week at the
latest. In addition, if there is a Homeowners Association or a Civic Association near this
area, they should be notified of the public meeting on December 12, 2000, so they can be
present to give their comments.
This letter is regarding the information needed to notify the citizens of Dania Beach of
the publichearing for,consideration.of Uniweld.Products, Inc. site for a proposed
Brownfield area in the City of Dania Beach. Attached are sample resolutions from the
City of Miramar and Lauderdale Lakes, which were used to designate Brownfield areas
in their cities. Please use this format for the development of your resolution. In addition,
in order for the public to be notified about the public meeting in the proper length of time,
a public hearing notice needs to be placed in the newspaper. Please find attached a copy
of Miramar's public notice to use as an example in your presentation of a notice.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF M(RAMAR FLORIDA, DESIGNATING THE CITY'S DECOMMISSIONED WASTEWATER
TREATMENT PLANT LOCATED,ON 6.8 ACRES OF LAND AT 7000 MIRAMAR
PARKWAY ON THE GROUNDS OF THE PUBLIC WORKS COMPOUND AS A
BROWNFIELD FOR "MIXED-USE" OF COMMERCIAL, OFFICE AND
RECREATIONAL SITE REDEVELOPMENT; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City. of Miramar, Florida (the "City"} is
demolishing its decommissioned wastewater plant; and
WHEREAS, Broward County has a Brownfield Redevelopment Program that
provides funding to support redevelopment of sites that have been identified as
contaminated or perceived as contaminated; ar.d
• WHEREAS, the City submitted an application to the Brownfield Redevelopment
Program Task Force to become eligible for fede,-al, state and local incentives available to
Brownfield sites; and
WHEREAS, the City's Decommissioned Wastewater Treatment Plant qualifies for
the Brownfield Program based upon meeting the criteria of-perceived contamination; and
WHEREAS, the Brownfield Task Force has recommended the Decommissioned
Wastewater treatment site as a Brownfield; and

WHEREAS, the City of Miramar is required to submit verification to the Broward
County Redevelopment Program that the owner of the property has authorized
that this
site can be designated as a Brownfield; and
WHEREAS, the City has conducted an Environmental Audit to meet the Florida
Department of Environmental Protection requirements for redevelopment of this site;
and
WHEREAS, the City has expended over $300,000.00 of City funds`for the Audi
demolition/removal of deteriorated-structures and sludge hauling; and
WHEREAS, a public information meeting was held on September 22, 1999 to
inform nearby residents of the proposed Brownfield site and allow the opportunity for
comment on the proposed cleanup; and
WHEREAS, this Resolution is one of the requirements for the City's
Decommissioned Wastewater Treatment Plant site to be accepted as a Brownfield for
federal, state, and local funding eligbility; and
WHEREAS, the City Commission of the City of Miramar, Florida, deems it to be in
the best interest of the citizens and residents of the City of Miramar to designate this site
,as a Brownfield.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF -
MIRAMAR, FLORIDA, AS FOLLOWS:

General description about redevelopment plans.
The facility owned and operated by Uniweld Products, Inc- was 45%destroyed by a
fire on September 19,1999. The areas destroyed were the offices, warehouse receiving
and raw materials,printing and manufacturing. The owners investigated the possibility
of rebuilding or relocation to another area. The reconstructiont would require a
redevelopment of the site according to current standards of site planning and storm
water management unless "grandfather rights" were granted to induce redevelopment.

reconstruct the damaged portion of the facility.
The growth opportunity for the company included vacant land to the north of the
existing facil ity that was encumbered by a DEP Consent Order which rendered the
property unusable due to constrains placed on the site from the Consent Order and from
a financial liability. The Business Plan for the company included a Foreign Trade Zone
designation, which could provide inducement to develop the undeveloped property.
The current plans include the reconstruction of the facility which includes 55,000SF for
the Corporate Headquarters and Worldwide operation offices,print shop, receiving and
stockroom, and machine manufacturing area. The plans have included the rezoning of
the property to an older Broward County
classification of M-2 to a current Dania Beach classification of IG 'Industrial General
Additionally planned is a Foreign Trade Zone and the expansion of a 260 ft by 140ft
building pad to be designated as a Foreign Trade Zone to provide expansion area for an
Import Export Warehouse and Processing Center to serve the current import and export
business plus the future expansion of the Worldwide distribution of the manufactured
product currently manufactured on site.

fire damaged structure and the adjacent land to the North slated for expansion.

The unique location of this property, bordered by the railroad Interstate 1-95 &1-595
on the East, Highway 84 and the 1-95 overpass on the North, 1-595 on the South and
Ravenswood Road on the West has caused a pocket of flooding due to the pressure of the
super highways being constructed surrounding this zone._ There is an agreement with
the railroad allowing the discharge of 60% of storm water run-off from the site wJitk`'o
reduces the onsite storm water retention requirements. The contamination of the site is
deep at about 150'end has existed for��er twenh�years cat!.sinJ the property to he
rendered useless, the current owner has maintained a Consent Order which controls the
property from future development and limits the expansion of the existing facility. I he
bouts of the owner are to redevelop the property and provide contiguous land for
business expansion of the Worldwide Manufacturing and Distribution Business.
A -ZWs expansion plans will require some variance in the storm water management
guidelines and the Site Planning and lot coverage ration variances.
This expansion will increase the Property Tax base and increase the employment in the
area.

Uniweld currently has an in-house corporate training program. It is planning to
utilize Broward County's Employment and Training Programs in the future for
employment expansion. Most of the jobs in the manufacturing and distribution process
are semi skilled positions to skilled positions that require training to operate the specialty
machines in manufacturing and the skilled assembly in the process of taking raw
materials and creating finished product that is assembled on site and packaged and
shipped worldwide. These functions require training that is and could be taught IW the
trade schogs,preparing the employment base prior to employment.

Uniweld will utilize individual mentoring programs through training initiatives offered
through the Broward Counts Employment and Training Program.
The Business Plan is to recruit semi-skilled workers that can be trained for additional
work assignments and upward promotion. The average longevity of the Uniweld
Products employee is 14 years, this allows in-house mentoring programs to keep the
employee challenged with new opportunity. Many manufactured assemblies are part of
inventions that are created in-house and patented by the United States patent office.
It is the mentoring program, which gives Uniweld Products the ability to keep trained
employees. It is this mentoring program, which has created many start-up businesses
that provide services to the main manufacturing process, businesses like"boxes and
shipping containers"and recently assisted in a start-up business to supply 'fire sprinkler
pipe and labor'for the reconstruction project.

When the fire destroyed the facility and caused a stoppage in operations, the owners
had to re-evaluate the location and the future of Uniweld Products in Broward County.
Due to current regulatory obstacles It was discovered that the business, in operation for
over 50 years at the same location, was extremely vulnerable with its 300 plus employees
at risk of losing their jobs. The regulations could stop or limit the ability of the company
to continue the operations it had prior to the fire.
Uniweld started going through the process to determine the feasibility of rebuilding or
relocating and recognized a process for approvals was required to make the decision.
1. The Site Plan Approval. The site conditions based on the cooperation of the
Planning Officials of Dania Beach could be `grand fathered' if a landscape
buffer along Ravenst-,00d Road,t-ould be incorporated into the reconstruction
plans. This was agreed to.
2. DPEP Approval:It was required to satisfy the Department of Planning and
F,nvironmental Protection (DPFP) of Broward County. This approval was
granted and a Foundation n permit was issued so the reconstruction of the fire-
damaged facility could begin.
3. Zoning/Concurrence and Occupational License:It was discovered that the
Zoning classification was currently in moratorium by the Dania Beach City
Commissioners and the proposed zoning classification would cause a
dysfunctional classification for operation and future expansion of the business.
An appeal was made to exempt the property from the moratorium and change the
classification from M-2 (a Broward County classification) to IG-Industrial
General
4. Contaminated Site Financing: The fifty year location is in a heavy industrial
neighborhood including other manufacturing/assembly operations and
warehouses of other industry. The contamination was the only obstacle in the
Business Plan for future expansion financing. The Brownfield designation is the
® solution to the financing needs of the expansion.
