HomeMy WebLinkAboutR-2000-209 RESOLUTION NO. 2000-209 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY TO THE BROWARD BEAUTIFUL 2000/2001 STATE THOROUGHFARE BEAUTIFICATION GRANT PROGRAM IN THE APPROXIMATE AMOUNT OF $60,000.00 FOR LANDSCAPING AND BEAUTIFICATION IMPROVEMENTS OF DANIA BEACH BOULEVARD FROM FEDERAL HIGHWAY TO FRONTON BOULEVARD; AUTHORIZING THE CITY MANAGER TO COMMIT MATCHING FUNDS, THROUGH CASH AND IN-KIND SERVICES, IN THE APPROXIMATE AMOUNT OF $60,000.00 IN ACCORDANCE WITH THE GRANT PROGRAM; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA. Section 1. That that certain application to the Broward Beautiful Grant Program for an amount of$60,000.00 covering landscaping and beautification of Dania Beach Boulevard from Federal Highway to Fronton Boulevard; a copy of which is attached and made a part of this resolution as Exhibit "A", is approved and the appropriate City Officials are authorized to execute it. Section 2. That the city manager is hereby authorized to commit matching funds in the approximate amount of$60,000.00 in accordance with the Broward Beautiful Grant Program, such 0 matching funds to be appropriated from the Public Works Department Budget, Section 3. That all resolutions or parts of resolutions in conflict with this resolution are hereby repealed to the extent of such conflict. Section 4. The Metropolitan Planning Organization (MPO)and the Florida Department of Transportation (FDOT) has designated BB as program coordinator to facilitate and administer the grant application process_ We are soliciting applications at this time for $300,000 made available by FDOT. The enclosed application package has been developed in order to solicit, review, and recommend projects for grant funding to the FDOT. These grants are available to municipalities only, and only for use within state-owned right-of-way. Work is to be performed by the applicant City. Prior to applying, please read attached application carefully for other requirements. oroward Beautiful is seeking applications from municipalities and public agencies with Broward County interested in applying for matching funds to implement roadway beautification projects. BROWARD BEAUTIFUL Broward Beautiful, formed in 1993, is a county-wide public service organization appointed by the Broward County Board of County Commissioners dedicated to beautification and litter control. Broward Beautiful has one major goal-to use proven techniques to improve the appearance and quality of life of the community. Broward Beautiful relies on partnerships of business and industry,government agencies and civic and neighborhood groups to bring practical solutions to community aesthetic and solid waste problems_ This program will make Broward County a cleaner community, prouder, and more self-reliant. GRAFT INFORMATION ARID REQUIREMENTS: SOURCES OF FUNDING Broward Beautiful was successful in facilitating the budgeting of a new funding source through the MPO (Metropolitan Planning Organization) to assist in the beautification of state thoroughfares throughout Broward County. These funds will be available only upon distribution of funds by FDOT. GRANT PURPOSE Matching grants are available for thoroughfare landscape beautification projects on designated state thoroughfares in Broward County as follows: • State MPO grants: only available for landscape improvement projects(or portions of projects) on state thoroughfares failing entirely within the state right-of-way, even such roads traversing municipalities. NOTE_, A series of questions within the application and verification with FDOT(Florida Department of Transportation) will determine project eligibility for MPO funds- WHO MAY APPLY Potential applicants are limited to Broward County, municipalities and public agencies within Broward County. GRANT AMOUNTS The maximum amount requested may not exceed$100,000; however, conservative requests may receive more favorable consideration. The total amount of grant funds available for this grant cycle is$300,000. ELIGIBLE/INELIGIBLE COSTS All materials, labor, and establishment period maintenance costs (up to 6 months) itemized as a BB grant request or as- applicant's match (whether provided as in-kind services/materials or provided using other allowable grant sources or paid cash by applicant) must be costs related to"softscape" landscape items such as vegetation, supportive irrigation, mulch, ackfill soil, top soil, fertilizer, tree-staking, etc- 12 14.00 THU 17:05 FAX 954 9218807 CALVIN GIORDANO 0 004 • The applicant's matching funds may be used far sidewalk removal,tree grates and expenses directly related to the installation of trees in existing sidewalks, if permitted by the regulatory authority that has jurisdiction_ Projects including such installations must include written authorization from such regulatory authority in application package. Grant funds cannot be used for other types of demolition or construction of"hardscape" items such as sidewalks, pavers, curbs, fences, walls, fountains, signage, etc. "Handscape" items may be shown on applicant's construction documents only if clearly distinguished on plans and in budgets(not to be included as a part of grant request). Costs for design, permits, construction administration, and continuing annual maintenance are not eligible for grant requests or applicant's match. GRANT MATCHICOST SHARING This grant requires a minimum 50% match by applicant. Favorable consideration is given in the evaluation process to applicants providing a match in excess of 50%. The following items qualify as allowable grant matches: • The use of in-kind services, including donated materials and labor, may be applied toward applicant's match. • Tree grates(and necessary related sidewalk cutting and removal)are permitted as a matching project cost. MAINTENANCE Applicant must provide (or arrange for another entity to provide) a commitment for the perpetual care of installed projects Wring and after the contractor's warranty period. SCHEDULE Grant applications are due as noted on the enclosed cover letter. After the review process is completed by the BB Grants Advisory Committee their recommendations will be presented to the BB Board of Directors. All applicants will be notified of approval status immediately afterward by BB. Applicants selected to receive grant funds will then be contacted by the appropriate granting agency and required to enter into a reimbursable Grant Agreement directly with the Florida Department of Transportation_ PAYMENT OF GRANT FUNDS Grant funds are paid on a reimbursable basis after project installation. Projects installed (or portion thereof) prior to written authorization from the granting agency will be ineligible for reimbursement. Project monitoring may include periodic inspections and a post-audit by granting agency_Following certification of acceptance by the granting agency, care and maintenance of the project will be monitored. 4. APPLICATION INSTRUCTIONS AND REQUiREMENTS: a. Please complete all items in this application form following specific instructions carefully. All attached typed pages must be 8 %" x 11" ; attached sketches, plans, and maps must be no larger than 24" x 36" and at an appropriate scale with appropriate legends. Plans reduced to a legible scale are acceptable.Place the five page application form at the beginning of each application package, preceding other exhibits. Submitted landscape planting plans must be 100% complete with revisions allowed after the award of the grant relatec to either. (1) project re-phasing resulting from receipt of fewer grant dollars than requested, or (2) changes in design required by Broward County or the Florida Department of Transportation during the permitting process_ Such revisions must be prepared by the applicant's landscape architect and agreed to by the granting agency before Grant Agreements are formally executed. c. Submission of irrigation plans are not a requirement with grant applications. However, landscape plans must note a guarantee that 100% irrigation will be provided by the applicant via an underground irrigation system, unless planting concept uses a totally xeric(drought tolerant) plant palette, resistant to auto emissions and uses backfill of native soils and mulch. Submission of irrigation plans with application package.is encouraged (although not required) to show the project's readiness to move forward and therefore improve its chances for recommendation. Irrigation plans will be required by permitting agencies if non-xeric planting is proposed. Since"xeriscape"design groups plants by the level of water needed, many plants utilized in a `xeriscape" theme are not totally drought tolerant, so require some irrigation_ Totally xeric(drought tolerant)plantings are difficult to sustain in highly trafficked urban streetscapes and will be carefully evaluated. e. A landscape architect registered in the state of Florida and experienced in roadway planting and streetscape standards is required to prepare and seal construction documents including plans,specifications and budgets to be submitted as part of the application package and later utilized for permits. f. Minimum requirement for plant stock is Florida Grade No. 1 or better and must be so specified on plans, as per Department of Plant Industries Grades& Standards(most current edition). g. All plant species must be rated no greater than"slightly susceptible"to contagious diseases(such as lethal yellowing) by current accepted industry research literature. Applicant must document authorization to plant and maintain the project if the project is property owned or controlled by an entity other than the applicant_ Obviously, such authorization would be conceptual in nature, pending the satisfaction of FDOT's, BC's or other entity's permit requirements. Clearly show public right-of-ways, easements, and private lands on attached plans. If any improvements will be installed on private property, clearly show name of owner for each private parcel on plans. Neither grant monies nor matching funds can be used for improvements to private property. j.
