MEMORANDUM
TO: Mayor & Commission
CC: Department Heads "
FROM: Ivan Pato, City Manager'
DATE: March 17, 2005
SUBJECT: Budget Strategic Planning Session
The City of Dania Beach is faced with many challenges for the coming fiscal year.
From airport expansion issues and rising personnel costs, to the CRA, aging
infrastructure, needed space at city hall, compliance issues at Public Services and
the many impacts that the City may encounter with regard to the slot machines
operation at the Dania Jai Alai, as well as the implementation of City's capital
improvement plan. It will be an exciting time for the City but proper planning is
important.
I have scheduled a strategic planning session for April 8th, 2005 at 2:00 pm. This will
provide an opportunity for the Commission to communicate with City Manager and
staff their directives, priorities and/or projects for Fiscal Year 2006. During this
session, staff will also have an opportunity to inform the Commission of any issues or
changes they may want to propose and to seek your input and directions.
With four of the six General Obligation ballot questions passed, we are also seeking
direction from the Commission on the priorities you wish to set for these projects. We
hope to achieve in this session the establishment of strategic directive statements
and initiatives (in other words how to achieve those directives).
We appreciate any input on both short-term and long-term goals you might have. It
will be helpful in crafting next year's proposed budget.
Should you have any question please do not hesitate to contact me.

Subject: Moving Community Development into the 21st Century
As you know, one of the recommendations made by Auxis in their review
and assessment of our Community Development department was to
move technology into the process.
I am pleased to tell you that we will be conducting a test of a mobile
laptop system that will be placed in a code inspector's city vehicle next
week.
This will allow a code inspector to maximize his or her time in the field
and will be able to complete the necessary paperwork and reporting via
this mobile technology without the need to come into the office to do the
paperwork. We will be testing first with a code inspector and then will
follow-up with a building inspector. We are also investigating the
possibility and costs associated with allowing builders and residents to
request inspections via the city web page.
With the support of our commission, the City has made good progress in
the last two years in moving the City forward in its use of technology and
it remains a high priority for this City Manager to place the City on the
leading edge of all available technology whenever possible.
