AGENDA 1 JULY 13, 2004 SPECIAL MEETING KEN JENNE SHERIFF BROWARD COUNTY PO BOX 9507 FORT LAUDERDALE, FLORIDA 33310 DATE: July 8, 2004 BC04-220 MEMO TO: City Manager Ivan Pato Dania Beach FROM: Chief B Cowart District 2- ania Beach SUBJECT: DANIA BEACH CENTENNIAL SUPER BOAT GRAND PRIX On July 8, 2004, 1 was asked to participate in a meeting with Mr. John Carbonell, President of Super Boat International Production regarding the proposed powerboat races off Dania Beach. According to Mr. Carbonell, the event would occur between July 161h and 18th, 2004. The actual races would occur on Sunday July 18th between 10:30 a.m. and approximately 3:00 p.m. According to Carbonell, if approved, the boats and teams would begin to arrive on Friday, July 16, 2004. Teams would use the Dania Jai-Alai parking lot as their staging and "dry pit" area. The boats would remain at the Dania Jai-Alai parking lot until Saturday morning. Mr. Carbonell will provide private security/ volunteers to monitor the Dania Jai-Alai parking lot during the overnight hours. It is anticipated that thirty (30) boats/ teams would participate in the event. Based on the above description of events, there do not appear to be any law enforcement related concerns associated with the events on Friday. On Saturday, July 17, 2004, the boats would be transported to Harbour Towne Marina where the boats will be placed into the water and fueled. After fueling the boats will travel down the Dania Cut-Off Canal to the Intra-Coastal then out the Port Everglades Inlet. Boats would be required to abide by all posted speed restrictions. After trials, boats will travel back to Harbour Towne Marina where they will be removed from the water and transported back to the Dania Jai-Alai parking lot for the evening. Event coordinators will provide private security/ volunteers to monitor the parking lot during the overnight hours. Based on the above description of events, there do not appear to be any law enforcement related concerns associated with the events on Saturday. On Sunday, July 18, 2004, the boats would be transported back to Harbour Towne Marina where they again will be placed back into the water and fueled. At approximately 1030 hours all boats taking part in the first race will travel to the milling area to await the beginning of the race that is scheduled for 1100 hours. The first race will last for one hour or less. After the completion of the first race, all boats participating in the race will travel back to Harbour Towne Marina. At approximately 1230 hours, all boats participating in the second race will travel to the milling area to await the beginning of the second race that is scheduled to begin at 1300 hours. Upon completion of the second race, all boats will travel back to Harbour Towne Marina. After an awards ceremony at approximately 1700 hours, the event will conclude. According to Mr. Carbonell he has received a permit from the U.S. Coast Guard to conduct this event offshore. Coast Guard and Coast Guard Auxiliary boats will patrol and secure the race area/ zone. The Coast Guard will also be responsible for deploying buoys around the course. The race will take place between 200 and 300 yards offshore between the central sections of John U. Lloyd State Park and the Diplomat Hotel in Hollywood. With the exception of lightening and/or visibility issues, there should be no other environmental facts that can affect the race. According to the schedule of events, the most significant impact in terms of law enforcement will take place on Sunday, July 18, 2004 during the times of the actual powerboat races. It is anticipated that spectator will watch the race from the beach and a V.I.P. viewing area on the Dania Beach Pier. There will be an area on the beach for approximately 15 vendors during the race. If approved, the Dania Beach Lion's Club will sell beer and wine at a concession stand. Based upon the above information that was provided by Mr. Carbonell, I am suggesting the following: 1. A minimum of two (2) deputy sheriffs for Dania Beach between 1000 hours and 1500 hours on Sunday, July 18, 2004 for traffic control and security. 2. Mr. Carbonell provide proof that officials from the City of Hollywood and John U. Lloyd State Park have been notified of the event due to the potential impact. 3. Mr. Carbonell agree to provide private security and/ or volunteers at the Dania Jai-Alai parking lot during the overnight hours on Friday night and Saturday night (July 16th and July 17th, 2004). 4. Mr. Carbonell agree to notify the Broward Sheriff's Office immediately of any substantial changes to the above listed schedule of events. With the exception of the above, I have no other concerns associated with this event. However, there still appears to be uncertainty if this will be a city sponsored event.
