Mr. David Graham, representing Nautical Yacht Basin, presented to the
Commission a proposed development plan for Houston Park that would in-
clude a marina, restaurant, civic center, and recreational facilities
Mr. Graham will come back to the Commission at a later date with a pro-
posal for the project.

A motion was made by Commissioner Donly, seconded by Commissioner Cook to
approve the minutes of the regular meeting of April 8, 1980. The motion
passed unanimously.
1. Public Hearing:
a) City Attorney Adler read the title of an ordinance establishing a schedule
of fees for charges for structural , plumbing, electrical , mechanical , miscel-
laneous construction, site plan and other development such as drainage, water
distribution and sewer collection systems permits.
A motion was made by Commissioner Bertino, seconded by Commissioner Hirsch to
adopt this ordinance on second reading.
The motion passed on the following roll call vote:
Commissioner Bertino - yes Commissioner Hirsch - yes
Commissioner Cook - yes Mayor Adams - yes
Commissioner Donly - yes
b) City Attorney Adler read the title of an ordinance amending Ordinance No.
230 pertaining to parking of trucks, recreational vehicles and boats in the
City.
A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to
amend the ordinance by waiving the $50 variance fee for 30 days after the
effective date of the ordinance. The motion passed unanimously.
A motion was made by Commissioner Donly, seconded by Commissioner Cook to amend
Section 28-97.2 striking the words "on the effective date of this ordinance"
and substituting "upon citation".
Commissioner Donly reworded his motion to amend Section 28-97.2 to read "to
extend the variance procedure beyond the 30 days". The motion passed unanimously.
A motion was made by Commissioner Bertino, seconded by Commissioner Hirsch to
adopt this ordinance on first reading as amended and to have a clear definition
of recreational vehicles and a recommendation on boat length brought back at the
second reading of this ordinance.
The motion passed on the following roll call vote:

c) City Attorney Adler read the title of an ordinance adopting and enacting
a new code of ordinances.
A motion was made by Commissioner Cook, seconded by Commissioner Bertino to
adopt this ordinance on first reading.
The motion passed on the following roll call vote:

YE d) City Attorney Adler read the title of an ordinance amending Ordinance No.
187 revising the C-3 zoning classification:
A motion was made by Commissioner Cook, seconded by Commissioner Donly to adopt
u this ordinance on first reading.
The motion passed on the following roll call vote:

2. A motion was made by Commissioner Cook, seconded by Commissioner Bertino to
adopt a resolution proclaiming the State of Florida as a Bicycle State. The
motion passed unanimously.
3. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to
approve the bills as paid for the month of March. The motion passed unanimously.
4. Citizens' comments:
Pete Prossic complained about rats in the NW section and also commented on the
bicycle paths.
Mr. Heisler of S14 11 Street complained about the junk in his neighborhood.
Dominic Colucci complained about the terrible condition that SE 2 Street was
in while the water lines were being put in. City Manager Marant was asked to
look into this problem.
Commission Comments:
City Manager Marant requested permission to try to work something out with regard
to reimbursing Chase Adams and Atlantic Concessions for the loss incurred on the
lawsuit trying to get Mr. Sitzman out of the beach grill and cleaning up the
wreck that it was left in. Permission was granted.
City Manager Marant stated that he and City Attorney Adler went to City National
Bank of Hallandale to check out Seacoast Sanitation's Performance Bond. They
were assured that everything was in order.
A motion was made by Commissioner Bertino, seconded by Commissioner Donly to
declare the discussion of the audit an emergency because of the need to make
mid-year adjustments and that the City considers itself in a precarious situa-
tion in securing this audit which is required by State law. The motion passed
unanimously.
A motion was made by Commissioner Bertino, seconded by Commissioner Donly to
have the City Attorney direct our auditor, Joseph Spina, to deliver the audit
to us with a disclaimer or any way that he feels is proper under his rulings as
a professional CPA and that in the event he does not do this, the registered
letter which will be drafted by our City Attorney, will indicate that we will
then seek another firm to do our audit and disengage his services.

' Commissioner Bertino asked the City Manager to check into the possibility ofstopping the State from tearing up our side streets with their equipment
while reconstructing Federal Highway.
Commissioner Cook asked the City Manager to check into the possibility of
putting some kind of buffer on the north side of the Westside Cemetery. .,

the City. (Tabled from the April 8 meeting)
c) First reading of ordinance adopting and enacting a new code
of ordinances.
