Dania City Commission
April 8, 1980

A motion was made by Commissioner Hirsch, seconded by Commissioner Cook to
excuse Zoning Consultant Sparkman. The motion passed unanimously.
A motion was made by Commissioner Cook, seconded by Commissioner Hirsch to
approve the minutes of the special meetings of March 4 and March 7 and the
regular meetings of March 11, 12, and 25, 1980. The motion passed unanimously.
1. Public Hearings:
a) City Attorney Adler read the title of an ordinance amending Ordinance
No. 109 providing for pickups of garbage and trash at residences and
small businesses.
A motion was made by Commissioner Hirsch, seconded by Commissioner Donly
to approve the ordinance on second reading.
The motion passed on the following roll call vote:
Commissioner Bertino - yes Commissioner Hirsch - yes
Commissioner Cook - yes Mayor Adams - yes
Commissioner Donly - yes
b) First reading of an ordinance amending Ordinance No. 230 pertaining to
parking of trucks, boats and recreational vehicles in the City.
City Manager Marant reported that the committee met to discuss the pro-
posed ordinance. Copies of ordinances from other cities have been dis-
tributed to the committee and they will meet again on Monday, April 14
to further discuss this matter. City Manager Marant recommended that
the ordinance be tabled until the next meeting at which time he will
have a recommendation.
Commissioner Donly felt that this matter should not be deferred and
action should be taken immediately.
A motion was made by Commissioner Hirsch, seconded by Commissioner Bertino
to defer this item until the next meeting.
The motion passed on the following roll call vote:

c) Mayor Adams opened the public hearing on a request by Gerard Miller for
the property located at 300 South Federal Highway for a special exception
to allow an enclosed vehicle service establishment in a C-3 zone. A variance
is requested for the required rear setback.
A motion was made by Commissioner Cook, seconded by Commissioner Bertino to
refer this matter back to the Planning and Zoning Board.

z `? d) Mayor Adams opened the public hearing on a request by A. J. Ryan, Jr.
representing Mr. & Mrs. Peter Signore in their request for a variance
to allow the ex'= pansion of an existing retirement home located at 129 SE
Second Avenue. A variance was also requested on required parking.
' A motion was made by Commissioner Donly, seconded by Commissioner Cook to
,h y grant this variance for expansion and to waive the requirement for addi-
tional parking.
The motion passed on the following roll call vote:

e) Mayor Adams opened the public hearing on a request by James Stovola for

the property located at 25 NE Second Avenue to allow the construction
of a duplex on a lot of insufficient size and rear yard setback.
A motion was made by Commissioner Cook, seconded by Commissioner Hirsch
to grant this variance request subject to the site plan.
The motion passed on the following roll call vote:

f) Mayor Adams opened the public hearing on a request by Gnomes, Inc. to
rezone the property ]coated between SE Second Avenue and SE Third Avenue
and between SE 8 Street and SE 10 Street from RS-6000 to RD-6000.
Mr. Neil Schaffel , represented Gnomes, Inc. and asked that the matter be
referred back to the Planning and Zoning Board so that they could work
out any problems with them and the adjoining land owners.
A motion was made by Commissioner Hirsch, seconded by Commissioner Bertino
to refer this matter back to the Planning and Zoning Board for further
consideration of their request and to allow Gnomes, Inc. to work out any
problems with adjoining property owners.
The motion passed on the following roll call vote:

2. City Manager Marant recommended that the Commission award the bid for the
garbage and trash contract to Seacoast Sanitation Ltd, Inc. as the lowest
and best bidder meeting all requirements set forth in the bid specifications.
A motion was made by Commissioner Hirsch, seconded by Commissioner Donly to
award the garbage and trash contract to Seacoast Sanitation Ltd, Inc. at
$10,300 per month for three years.

3. City Engineer John Farina reported on the progress of the Sanitary Sewer Rehab
Program. A change order has been prepared on the sewer program and has not as
yet been accepted by the City of Hollywood or the contractor. There has been
no change in the contract price, however, there are some deletions and additions.
To date, in the City of Dania, the contractor has repaired approximately 50
small cracks or joint leaks. No work is being done at the present time either
in the City of Hollywood or the City of Dania, but work is expected to resume
within the next 30 to 45 days.
4. City Engineer John Farina presented a request to advertise for bids to be
received at the May 13, 1980, meeting, for metering equipment and instrumen-
tation at the Water Plant, and an altitude valve for the Water Tower. This
would allow for better water control and better water treatment. This would
be a special project set up from the Water Fund.
A motion was made by Commissioner Cook to grant the request to advertise for
bids. The motion was seconded by Commissioner Donly.
An amendment to the motion was made by Commissioner Hirsch, that the cost
should not exceed 25% above the estimated cost of $33,000.
City Engineer Farina stated that the items will be bid individually and any
one could be eliminated if not satisfactory.
Commissioner Hirsch again, amended the motion to read that the items be bid
separately. The amendment was seconded by Commissioner Donly and passed unan-
imously.
The original motion passed unanimously as amended.
5. City Manager Marant recommended that the Commission accept the proposal from
Risk Management for liability and automobile insurance coverage due to a much
lower premium.
A motion was made by Commissioner Bertino, seconded by Commissioner Donly to
accept the proposal of Risk Management for insurance coverage. The motion
Passed unanimously.
6. Citizens' comments:
Mr. John Vollman, president of FOP, reported that Officer Vincent Marlin was
awarded a gold and silver medal , and Lt. James Serpe was awarded a silver medal
in competition with other officers in the area at the Police Olympics in Fort
Lauderdale.
Mrs. Gilda Fisher, representing Dania Bicycle Club proposed Dania be considered
a "Bicycle City".
City Manager Marant reported that the City is negotiating with the City of
Hollywood to raise the money needed for a bike path to the beach.
City Manger's Report:
City Manager Marant reported that a member of City Attorney Adler's staff had
hand delivered a letter to Mr. Joseph Spina requesting that the City's audit
be submitted. As of yet, Mr. Adler has had no response from Mr. Spina. It
was agreed if there was no response from Mr. Spina by Monday, April 14, 1980,
some legal action should be taken.
Commissioner Donly reported receiving complaints of pot holes up the east side
of SE Sixth Street due to the widening of US 1.

Approval of the minutes of the special meetings of March 4 and March 7, 1980,

(Tabled from the March 25 meeting) (Ordinance previously distributed)
