Zoning Consultant: Luther Sparkman ' Absent: P Commissioner: Robert Donly (out of town) i Commissioner Bertino made a motion, seconded by Commissioner Hirsch to excuse Commissioner Donly from this meeting. The motion passed unanimously. Commissioner Hirsch made a motion, seconded by Commissioner Cook to approve the minutes of the regular meeting of March 12, the special meeting of March 15, the workshop meeting of March 19, and the organizational meeting of March 20, 1979. The motion passed unanimously. 1. There were no citizens' comments. 2. Commissioner Bertino made a motion, seconded by Commissioner Hirsch to authorize (Items Mr. Young Tindall to be the Commission's No. 1 choice for legal advisor and to No. 2 authorize the City Manager to enter into negotiations with Mr. Tindall for both 3) the City' s Legal Advisor and the City's Prosecutor. The motion passed unani- mously. 3. Commissioner Hirsch made a motion, seconded by Commissioner Bertino to reappoint Richard Marant as City Manager at his present salary of $25,500.00. The motion passed unanimously. 4. On a motion by Commissioner Bertino, seconded by Commissioner Hirsch, the Commis- 'tefri sion unanimously appointed the following to the Planning and Zoning Board: �. 5) Commissioner Bertino' s appointee: George Hewlett Commissioner Cook's appointee: Richard "Skeet" Jernigan Commissioner Donly's appointee: Rholanda Higgs-Rule Commissioner Hirsch's appointee: Charles DeMuzzio Mayor Adams' appointee: Ray Carvalho (Cont) qW 4. Commissioner Hirsch made a motion, seconded by Commissioner Bertino to appoint June Silvernale to the Civil Service Board. The motion passed unanimously. Commissioner Bertino made a motion, seconded by Commissioner Cook to appoint Robert LaCroix to the Civil Service Board. The motion passed unanimously. A special meeting was set for April 3, 1979, at 8:00 p.m. in order to nominate three names for the Civil Service Board for employees to vote on. Commissioner Cook made a motion, seconded by Commissioner Hirsch to reappoint Luther Sparkman as the City's Zoning Consultant. The motion passed unanimously. 5. Commissioner Cook made a motion, seconded by Commissioner Bertino to appoint (Item City Manager Marant as the City's representative to the Committee for Community No. 6) Development. The motion passed unanimously. 6. Commissioner Bertino made a motion, seconded by Commissioner Hirsch to rescind (Item the previous utility tax exemption to the Dania Bank and put it back on the No. 7) utility tax rolls and to instruct the City Attorney to pursue back collections. The motion passed unanimously. (Item 7. The Commission authorized Commissioner Bertino to pursue with the control of No. 8) animals in the City. Commission Comments City Manager Marant reported on the Dania Housing Authority's utility bills and the use of the City' s Xerox machine. The City Manager was instructed to write a letter to the Director of the Housing Authority requesting payment of these bills . City Manager stated that he had received letters from Attorney Charles Whitelock representing Lt. James Serpe and Attorney Leonard Stoler representing David Ferebee requesting him not to release their client's personnel records. City Attorney Adler stated that all personnel records are public records except Civil Service examinations. City Manager reported that Mr. Marco, School Board Attorney, stated that the 30 day cancellation clause was put in the lease between the City and the School Board for the old Dania Elementary School building in the event the City leased the building or did something with the building that was not acceptable to the School Board. Mr. Mauer, School Board Superintendent, stated that he saw no problems with Mr. Adams' proposal . This is to be put on the agenda for April 3, 1979, special meeting. City Manager Marant asked that the Commission have appointments for the various committees by April 10, 1979. The Commission agreed to put the letter from the School Board pertaining to a resolution proposing a roll back of 2 mills on the school part of the taxes on the agenda for April 10, 1979.
