Lassiter, Sr. City Clerk: Wanda Mullikin Absent: Commissioner: Robert Donly (vacation) City Commission review of budget proposals with City Manager: The Commission reviewed the entire budget for 1978-79 with the City Manager. The following changes were made: POLICE DEPARTMENT: An additional $3,891 over City Manager's recommended amount. SOCIAL SERVICES: An additional $1,550 in Federal Revenue Sharing over the previous amount of $950. STREETS & PARKS: An additional $2,000 for P.S.E. salaries (City's share over grant allowance) FINANCE: Less $2,000 in Federal Revenue Sharing Capital. CITY MANAGER: An additional $1,245 for City Manager's salary increase. MODELLO PARK: Less $5,343 in salaries. ADMINISTRATION: An additional $500 for payment to Risk Management for services. The Adminstration was instructed to adjust the advalorem Tax and the Contingency fund to balance the budget and reflect a 1/10 of a mill decrease for the Fiscal Year 1978-79. Lassiter, Sr. City Clerk: Wanda Mullikin Absent: Commissioner: Robert Donly (vacation) A motion was made by Commissioner Cook, seconded by Commissioner Hirsch to excuse Commissioner Donly from this meeting. The motion passed by all . To receive bids for property declared surplus on NE 2nd. Street. A motion was made by Commissioner Hirsch, seconded by Commissioner Cook to close the bidding for this property. The motion passed by all . City Manager Lassiter read one bid received from John Bartley Construction Co. in the amount of $12,500. and enclosed was a cashiers check for $1,250. A motion was made by Commissioner Hirsch, seconded by Commissioner Adams to accept Mr. John Bartley's bid of $12,500. Commissioner Hirsch then withdrew his motion. Commissioner Cook made a motion to refer this bid to City Manager Lassiter and for him to get together with Mr. Luther Sparkman on an appraisal of this property, and for this item to be placed on the agenda for Tuesday. The motion died for lack of a second. After discussion, Commissioner Hirsch restated his motion, seconded by Commissioner Adams to accept Mr. Bartley's bid proposal. The motion failed on the following roll call vote: Commissioner Adams-yes Commissioner Hirsch-yes Commissioner Cook-no Mayor Bertino-no A motion was made by Commissioner Cook, seconded by Mayor Bertino,after passing the gavel, to refer this to City Manager Lassiter for an appraisal from Luther Sparkman on the property and to have it placed on the Tuesday agenda for Mr. Lassiter's recommendation.
