The motion passed unanimously. w, Public Hearing: 1. The Planning & Zoning Board was unable to submit a recommendation concerning the request to vacate an easement by Saturday Corp. for the property located between N.E. 3rd. Avenue and 2nd. Street due to Saturday Corp, not being present at the April 18th Planning & Zoning Board Meeting. A motion was then made by Commissioner Cook, seconded by Commissioner Donly to continue the Public Hearing and refer this item to the Planning & Zoning Board for a recommendation to be presented for the next regular meeting of May 9th. The motion passed unanimously. (Item 2. Mr. Dixon Thomas from Walden & Walden was present to represent Loukas N. Kouroupis r3 on and to request more time to submit a bid proposal for leasing the Beach Grill. agenda) After further discussion and an objection from Attorney George Shahood, represent- ing one of the bidders, a motion was made by Commissioner Hirsch, seconded by Comm- is�ioner Adams to close the bidding on proposals for the Beach Grill. The motion passed with Commissioner Cook voting no. A motion was made by Commissioner Hirsch, seconded by Commissioner Donly to open the bids received on leasing the Beach Grill . The motion passed with Commissioner Cook voting no. City Manager Lassiter opened the following bids received. Dana E. Caron Atlantic Concessions Associates Dania Beach Grill , Inc. A motion was then made by Commissioner Adams, seconded by Commissioner Hirsch to turn the bids over to City Manager Lassiter, City Attorney Adler and to form an Ad Hoc Committee to review the bids for a recommendation. The motion passed unanimously. Regular Meeting April 25, 1978 yr ' Commissioner Donly suggested that when the Committee is ready to make its recommend- ation that the meeting be set up solely to discuss this issue, due to the probability of it being a lengthy discussion. ', Item 3. Mrs. Sam Moschella stepped forward to read a letter from Mr. Sam Moschella, residents 4 on of Ocean Waterway Mobil Home Park, and residents in the proposed annexation area agenda) opposing their being annexed into the City of Dania due to having to pay high taxes on telephone bills, Florida Power & Light bills, County and City taxes, garbage pick-up, and water & sewer rates. Three residents from the Ocean Waterway Mobil Home Park stepped forward to present money collected from the residents in the area in order not to be annexed into the City of Dania. Mayor Bertino informed the residents that this was out of order and that the City could not accept the money. Mr. & Mrs. Strasser stepped forward to complain about the lack of protection and services from the Police Department. City Manager Lassiter was asked to meet with Police Chief Rigo concerning this incident. Howard Blackmon was present to complain about the trash pick-up in the City of Dania. Mr. Jim Burke stepped forward to express his concern over the high cost of Building Permits in the City of Dania. ( Item 4. Tom Sette, President of the Chamber of Commerce was present to submit a proposed 4#2 on plan for the property to be used for construction of the new Civic Center. agenda) Commissioner Hirsch informed the Commission that he has resigned as Finance Chairman from the Dania Chamber of Commerce due to the fact he thought it would be a conflict of interest. City Attorney Adler suggested that he be given time to research any deed restric- tions on this property in question. The Commission agreed to have complete legal research on this property and for the City Attorney to have a recommendation in 30 days. ( Item 5. Mr. Tom Mueller from the Broward County Health Department and Dr. Balivan =8 on were present to submit information on the history of flouridation in Broward agenda) County. After further discussion a motion was made by Commissioner Donly, seconded by Commissioner Hirsch to instruct City Manager Lassiter to proceed with the process of Flouridation of the water in Dania. The motion passed on the following roll call vote: Commissioner Adams-yes Commissioner Hirsch-yes Commissioner Cook-yes Mayor Bertino-no Commissioner Donly-yes A motion was then made by Commissioner Hirsch, seconded by Commissioner Cook to advertise for bids immediately to procure the necessary equipment in accord- ance with the County regulations of Flouridation equipment. The motion passed with Mayor Bertino voting no. (Item 6. Commissioner Adams submitted a presentation concerning bullet-proof vests for V5 on policemen in Dania. agenda) A motion was then made by Commissioner Adams, seconded by Commissioner Donly to have City Manager Lassiter meet with Police Chief Rigo concerning the purchasing of bullet-proof vests for policemen. The motion passed unanimously. j 7. A motion was made by Commissioner Cook, seconded by Commissioner Donly to instruct City Manager Lassiter and City Attorney Adler to draw up a lease for the Housing a) Authority to use the Detective Bureau building for an office in the future. Mayor Bertino read a proclamation proclaiming May 1, 1978 as "Law Day U.S.A." in Dania. He also read the proclamation proclaiming the month of May as "State of Israel Month." Commission Comments : City Manager Lassiter commented on his dissatisfaction in the procedures of administration by the Commission. Commissioner Donly suggested that all of the Commissioners review the master summary of the mid-year financial report and expressed his approval in the way the department heads have managed money this year. Commissioner Hirsch reported his disapproval in the letter that the City of Dania has received from the Department of Transportation concerning errecting signs on I-95 acknowledging the City of Dania. At the Zoning Board's special meeting of April 18th, no representative of Saturday Corp. was present, therefore, the Board has no recommendation for the Commission. ® 2.
