REGULAR MEETING

A motion was made by Commissioner Cook, seconded by Commissioner Donly
to approve the minutes of the workshop meetings of July 21st and August
3rd, 1977; February 22nd, 1978; and the regular meeting of February
14th, 1978. The motion passed unanimously.
1. A motion was made by Commissioner Hirsch, seconded by Commissioner Cook
to cease bidding and open bids received on carpet and installation of
the new Administration Center. The motion passed unanimously.
City Manager Lassiter read the following bids:
Carpet Systems, Inc. $4,350.00
Harry Rich $2,854.00
A motion was made by Commissioner Hirsch, seconded by Commissioner Donly
to reject all bids and readvertise; and bid specification be amended so
that bidders will have the opportunity to meet specifications regardless
of brand. The motion passed with Commissioner Cook voting no.
2. Attorney Clarke Walden and Chamber of Commerce President Tom Sette were
present to present possible alternatives as to how the proposed Civic
Center could be funded and constructed.
After discussion the Commission agreed to have Mr. Walden, City Attorney
Adler, City Engineers, and Chamber of Commerce prepare a proposal pack-
age and submit it to the Commission for consideration at a later date.
3. Citizen's Comments
Mr. Fred Galiatsatos appeared before the Commission in protest of the
proposed ajustment in his Sewer bill and requested Commission action
be taken to award a more feasible adjustment.
Mayor Bertino explained that in order for the Commission to take action
the matter would have to be placed on a future agenda.
Mayor Bertino read a proclamation declaring the month of March as"Site
Observation Month. "

3A. Commissioner Cook made a motion, seconded by Commissioner Donly to declare
as an emergency and place on the agenda the proposal from the Airport
that the City of Dania would maintain the shrubbery and sprinkler system
that the County will install along N.W. loth Street. Motion carried
unanimously.
A motion was made by Commissioner Cook, seconded by Commissioner Adams
to accept the proposal from the County as presented. The motion carried
unanimously.
4. Mayor Bertino read a proclamation proclaiming March 12th thru 19th be
observed as"National Demolay Week."
5. Clarification of Powell Bros. Bare Terminal 's water unit and_ acreage
c arges.
Powell Bros. requested that they be allowed- to pay unit and acreage charges
only on the portion of land that they were developing.
After discussion Commissioner Donly made a motion, seconded by Commissioner
Cook, that payment would have to be made on the entire area or subdivide
the area that will be developed and pay accordingly. The motion passed
unanimously.
6. On a motion by Commissioner Hirsch, seconded by Commissioner Donly, the
discussion of the lighting agreement with D.O.T. for street lights from
Sheridan Street to Dania Beach Boulevard was unanimously tabled until
City Manager Lassiter could obtain more definite information.
7. On a motion by Commissioner Donly, seconded by Commissioner Cook, the
Commission unanimously appointed International Negotiators to negotiate
the 1978 labor contracts for police, fire, and general employees and
compensation to be the same as 1977 ($500 minimum base fee up to 10 hours
plus $35 per hour for each additional hour thereafter.)
B. A motion was made by Commissioner Hirsch, seconded by Commissioner Cook,
to advertise for Public Hearing the ordinance establishing traveling
expenses for public officials. The motion passed unanimously.
9. The Commission authorized City Attorney Adler to prepare a contract
between the City of Dania and Broward County Library Systems for approval
by the Commission.
10. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch
to authorize the City Attorney to petition for a rehearing of the Court's
decision on the annexation property on Griffin Road. The motion passed
unanimously.
Comments:
City Attorney Adler presented a proposed ordinance concerning zoning on
property annexed into the City of Dania.
The Commission authorized this ordinance to be advertised for Public
Hearing.
City Manager Lassiter apologized to the City Commission and the Citizens
for losing his temper at one point during the meeting and stated that
he had submitted his resignation to Mayor Bertino.
A motion was made and passed to ajourn this eting.

7. Discussion of appointment of labor negotiator.
8. Discussion of travel expenses for public officials.
9. Discussion of library contract between the City of Dania and Broward County.
