1. A motion was made by Commissioner Hirsch, seconded by Commissioner
Cook to approve the Minutes of the Regular Meeting of September 27,
r' 1977. The motion was carried by all.

2. Citizen's Comments
Dr. Schwartz requested that speed bumps be placed in the alley
of S W 15th Street to avoid speeding through that area. Mayor
Bertino instructed City Manager Lassiter to check into this
matter. Mayor Bertino also instructed Building Official Maxwell
to check into the motorcycle shop near Dr. Schwartz's driveway
to see if repairs are being done on the property.
Mayor Bertino read a Proclamation declaring November 4 - 13, 1977
as the time to celebrate the 73rd birthday of the City of Dania.
3 . A request was made to withdraw discussion of removal of fence on North
Dixie Highway as this matter is in litigation.
4. Mr. Murray Goodman was present to submit to the City Commission
for their approval and ratification the contract of the Federation
of Public Employees.
A motion was made by Commissioner Cook, seconded by Commissioner
Donly to approve the ratification of the contract with the Federation
of Public Employees as presented by Mr. Goodman. The. motion was
carried unanimously. Commissioner Donly commended Mr. Goodman on
a job well done.
5. A motion was made by Commissioner Hirsch, seconded by Commissioner
Ac:ams to table discussion of more stringent controls on flea markets
within city limits. Gilda Fisher was scheduled to appear before the
Commissioners to offer comments but was not present. The motion

6. Cormnissioner Donly reported to the Commissioners his recommendations
for commercial sewer billing. A motion was made by Commissioner
Donly, seconded by Commissioner Hirsch to approve the concept of
Commissioner Donly's recommendation, that is, setting the commercial ?
cap at 500,000 gallons with a 5016 charge over and above the 500,000
gallon mark per billing period. City Attorney Adler stated that .4
he would prepare an ordinance amending the existing sewer ordinance
to he approved at the next regular commission meeting. The motion
was carried by all.
7 . Assistant City Manager Marant informed the Commissioners that the
resolution approving CETA Title VI has already been agreed upon and
has been prepared for their signatures. City Attorney Adler read
the title of the resolution and a motion was made by Commissioner
Donly, seconded by Commissioner Hirsch to approve the resolution ;
approving CETA Title VI. . The motion was carried by all.

Commissioner Donly commented on the job well done by Mr. Marant
in acquiring this Grant and also on the jobs being performed by
the men that are employed by this Grant. Mayor Bertino agreed. ;s
8. City Attorney Adler read the title of the Resolution authorizing
City of Hollywood to apply for and use federal grant funds for
infiltration/inflow rehabilitation construction in the City of
Dania and agreeing to reimburse the City of Hollywood for our
share. Kayor Bertinoinformed the audience that this grant they will
apply for will be funded 75% by the Federal Government and 25%
by the City of Dania.
After discussion a motion was made by Commissioner Adams, seconded
by Commissioner Cook to adopt this resolution. The motion was
carried by all.
Public Hearings
9. Mayor Bertino declared the Public Hearing opened, asked the
petitioner to step forward. Mr. Dixon Thomas of Walden E Walden
was present to speak for the petitioner. After Mr. Thomas com-
pleted his presentation, members of the audience came forward to
oppose the rezoning of this property. Mayor Bertino then declared
the Public Hearing closed.
After passing the gavel, Mayor Bertino made a motion, seconded
by Commissioner Donly to deny this request to rezone from RD-6000
to C-2 the property on the NE corner of SW 2nd Avenue and Sheridan
Street, Lots 1-5 inclusive, Block 43, North Hollywood Subdivision.
The motion passed on the following roll call vote:
Commissioner Adams - No Commissioner Hirsch - Yes
Commissioner Cook - No Mayor Bertino - Yes
Commissioner Donly - Yes
10. Mayor Bertino declared the Public Hearing opened on the variance
request to allow additional parking for the bank facility located
at 140 South Federal Highway. Mayor Bertino asked the petitioner
to step forward. Mr. Anthony Zollo representing Hollywood Federal
was present to speak for the petitioner. Mayor Bertino declared
the Public Hearing closed and a motion was then made by Commissioner
Cook, seconded by Commissioner Hirsch to approve the variance request
to allow additional parking for the bank facility located at 140
South Federal Highway, subject to the approval of the Building
Inspector.
The motion passed on the following roll call vote:

11. Mayor Bertino declared the Public Hearing opened on a variance
request by Loukas Kouroupis of T b T Grocery to sere beer and
wine on premises. Mr. Dixon Thomas of Walden and Walden was
present to speak for the petitioner. Reverend Brabham of the

United Methodist Church and Reverend Faircloth of the First
Baptist Church of Dania were present to oppose the approval
of this request. Mayor Bertino then declared the Public
Bearing closed.

w A motion was then made by Commissioner Adams, seconded by Commissioner
Donly to deny the request to serer beer and wine on the premises located
at 6 South Federal Highway. The motion passed on the following roll
a call vote:

12. Mayor Bertino declared the Pub-ic Hearing opened on a variance request
by Mamie E. Gooden to waive platting before a building permit is issued.
Ms . Gooden was present to speak to the Commissioners requesting this
variance be granted. Mayor Bertino declared the Public Hearing closed
and a motion was then made by Commissioner Cook to grant the variance
request by Mamie E. Gooden to waive the required platting before a
building permit is issued and to allow sideyard setbacks of 5' instead
of 7' which are required in an RS-6000 zone, Commissioner Donly seconded
the motion. The motion passed on the following roll call vote:

13. City Attorney Adler read the title of the ordinance amending Section 3,
Article 3, Part 1X of the City Charter.
A motion was then made by Commissioner Cook, seconded by Commissioner
Donly to approve on first reading an ordinance amending Section 3,
Article 3, Part 1X of the City Charter entitled "Vacating or
changing streets or alleys" by including therein an exception to the
requirement that a new plat must be submitted and approved by the City
Commission. The motion passed on the following roll call vote:

14 . City Manager Lassiter opened discussion on amending Ordinance 100
to include Article 6 of Chapter 33 of old zoning ordinance.
A motion was made by Commissioner Donly, seconded by Commissioner
Hirsch to authorize City Attorney Adler to draw up an ordinance
amending ordinance 100.and present to the Commission for their approval.
The motion was carried by all.
15. A motion was made by Commissioner Donly, seconded by Commissioner
Adams to authorize the City Manager to advertise for two (2) police
cars, one (1) truck and one (1) ten foot hydraulic lift body. The
motion was carried by all.
16 . A motion was made by Commissioner Hirsch, seconded by Commissioner
Cook to have the City send welcome letters to all new residents
and businesses ' that come into the City. The motion was carried
by all.
17. A motion was made by Commissioner Cook, seconded by Commissiore r
Hirsch to appoint Building Official Maxwell to the Broward County
Technical Advisory Committee on Comprehensive Planning. The motion
was carried by all.

18. A motion was made by Commissioner Hirsch, seconded by Commissioner
Donly to accept City Manager Lassiter's recommendation to appoint
Assistant City Manager Marant as Acting City Manager in the absence
of Mr. Lassiter from October 12th to November 9, 1977. The motion
was carried by all.
19. Commissioner Donly reported to the Commissioners his findings on the
Broward League of Cities' Risk Management Program and recommended to
the Commission that they approve this item. A motion was then made
by Commissioner Hirsch, seconded by Commissioner Adams to approve
the Broward League of Cities ' Risk Management Program not to exceed
the sum of $500.00. The motion was carried by all.
20. A motion was made by Commissioner Cook, seconded by Commissioner
Hirsch to approve the bills for the month of September. The motion
was carried unanimously.
Comments
Mayor Bertino instructed City Manager and City Attorney Adler to
draw up plans for waiving future sewer assessments on the Sessa
porperty and bring it back to the Commissioners for approval.
The property is located along S E 6th Street.
Commissioner Donly reported that he had been appointed to the
Council on Continuing and Adult Education by the Governor and
requested permission to combine City business with Educational duties
in Tallahassee and asked for some financial assistance with expenses .
The Commissioners congratulated Commissioner Donly on his recent
appointment and agreed to assist him.
Commissioner Cook asked City Manager Lassiter to check Mr. Brown's
water meter.
City Attorney Adler requested permission to attend the Florida
League of Cities ' Seminar a day ahead of time for a special
meeting. The Commissioners agreed.
City Attorney Adler requested permission to draw up an ordinance
for Dania Highlands Plat.
Commissioner Adams inquired as to the demolition of homes in the
City of Dania. Assistant City Manager Marant informed Commissioner
Adams that there are people in Dania that wish to have their'property
demolished and that it will be taken care of.
