Ism MINUTES SPECIAL MEETING ` DANIA CITY COMMISSION MARCH 30, 1977 Roll Call Present: Mayor: John Bertino Vice Mayor: James Adams Commissioners : Robert Donly Jean Cook Howard Hirsch City Manager: John S. Lassiter City Attorney: Jack Milbery Police Chief: Fred C. Willis ' (acting) Deputy City Clerk: Charlene Moore ?>', Absent: City Clerk Wanda Mullikin (seminar) 1 . Clarke Walden, Attorney for Police Chief Willis , presented a proposed resolution to the commission appointing Fred C. Willis as Chief of Police, City of Dana-1 Florida, to serve at the pleasure and discretion of the City Commission and at an annual salary of $19,246.50 per year . A motion was made by Commissioner Hirsch, seconded by Commissioner Cook to adopt the resolution to appoint Fred C. Willis as Chief of Police. The motion passed on a roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - No Commissioner Donly - Yes After discussion, it was the desire of the commissioners to cancel the special meeting previously scheduled for April 11, 1977 to discuss Police Chief Willis ' reappointment. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to move to rescind the order to the City Manager to make recommendations on April 12th, and also moved to expect the City Manager to recommend the removal of any department heads at any time. The motion passed on a roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - No Commissioner Donly - Yes Ll%�iµ• { } Mr . Clarke Walden commended City Attorney Milberg for a job well t4 done in handling the affairs of the City of Dania during the two years he sat as City Attorney. r.: 2. Mr. John S. Lassiter, city manager , stated to the commission that it was physically impossible for him to make a recommendation on the city's insurance . He said that present at this meeting are 2 qualified insurance agents and they will discuss their alternatives and that the city commission could make their decision after hearing "- their discussion. Mr. Odis Carlan, Fred S . James Co. , and Mr. Frank Porto, Davie Insurance Co. , presented their alternatives to the commission. _ A motion was made by Commissioner Donly, seconded by Mayor Bertino, after passing the gavel, to continue coverage with Fred S. James Co. in the areas of umbrella policies and in the areas where there are is no other quotes available at this time, and the city 's auto liability insurance would be covered by the Davie Insurance Co. , and also that a 60 day cancellation clause be written in on any policy the n. city has . The motion called for a roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - Yes Commissioner Donly - Yes Emergency 3 . A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to declare as an emergency item the ordinance of the City of Dania setting minimum Liability Insurance requirements on the owner hire or non-owned motor vehicles used by the City of Dania. The motion carried unanimously. A motion was made by commissioner Donly, seconded by Commissioner Hirsch to amend the ordinance as previously written to read - $500,000 .00 per person for bodily injury, $500,000.00 per occurrence for bodily injury and $500 ,000 .00 property damage per car. The motion was carried by all. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to adopt on 1st reading the ordinance setting Insurance Liability Limits , as amended. The motion passed on a roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - Yes Commissioner Donly - Yes Special Meeting -2- March 30, 1977 ........ lip A motion was made by Commissioner Donly, seconded by Commissiol—r � ! A motion was made by Commissioner `Donly, seconded by Commissioner Hirsch to declare an emergency item - a resolution setting beach r parking rates . The motion was carried unanimously. s riF s7 5. A motion was made by Commissioner Donly, seconded by Commissioner Adart,s to consider as an emergency item appointments for planning and zoning board. The motion was carried unanimously. 'a A motion was made by Commissioner Hirsch, seconded by Commissioner Adams to appoint Mr. Charles DeMuzzio to the planning and zoning board for a two year period. The motion was carried unanimously. �M A motion was made by Commissioner Adams , seconded by Commissioner Hirsch to appoint Mr. Ray Carvalho to the planning and zoning board. The motion was carried unanimously. A motion was made by Commissioner Cook, seconded by Commissioner Donly to appoint Mr. Richard (Skeet) Jernigan to the planning and zoning board. The motion was carried unanimously. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to appoint Mrs. Lindsay Glew to the planning and zoning board. The motion was carried unanimously. A motion was made by Mayor Bertino, after passing the gavel, seconded by Commissioner Hirsch to reappoint Mrs . June Silvernale to the planning and zoning board. The motion was carried unanimously. Comments Mayor Bertino asked the Commission for their approval to allow Mayor Bertino to attend a meeting being held in Tallahassee to represent the City of Dania with the Legislative Delegation of the Broward League of Cities . The commission gave their approval. Commissioner Donly suggested to put on the next agenda of the regular meeting the appointment of a voting delegate and an alternate voting delegate to the Broward League of Cities . A motion was made by Commissioner Hirsch, seconded by Commissioner Cook to adjourn this meeting. The motion was /'ed unanimously. Mayor.
