Lassiter, City Manager, read a letter to the commission, regarding a request by Mr. Clarke Walden, Attorney for Police Chief Fred C. Willis to state his beliefs as to why Police Chief Willis should not be reappointed to his position. Mr. Lassiter stated in his letter, that according to the City Charter , lie was not required to make any recommendations prior to the Regular meeting of April 12th. He was instructed by the commission at the March 22nd meeting to present his recommendations of department heads at the April 12th meeting because the majority of the commissioners felt he would need time to evaluate before presenting his recommedations . Mr. Walden stated that the public has been notified of a public meeting being held on April 11, 1977 in order for the public to express their opinions as to the reappointment of Police Chief Willis . Mr. Walden stated that he feels the meeting scheduled for April llth should be held rather than inform the public that the meeting would be cancelled. Mayor Bertino agreed. 2. .To action was taken on an appointment of record for an insurance agent. 3 . No action was taken on approving the binding of certain insurance policies . 4 . A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to continue items 2 , 3 & 4 at a special meeting Thursday, March 30, 1977 at 8:00 p.m. The motion was carried unanimously. 5 . A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to extend the garbage contract for 30 days . The motion was carried unanimously. 6 . A motion was made by Commissioner Donly, seconded by Commissioner Adams to prepare a resolution to set parking rate fees for beach area on motor vehicles as free for the 1st 30 minutes , a charge of 254 for second thirty minutes , and a charge for each succeeding hour of 254 per hour . Such rates to be in effect from 9:00 a.m. to 9 :00 p.m. daily. The motion was carried by all. A motion was made by commissioner Hirsch, seconded by commissioner Donly to adjourn this meeting. The motion was carried by all. Mayor - commiss oner City Clerk - Auditor Special Meeting -2- March 29, 1977 AGENDA SPECIAL MEETING DANIA CITY COMMISSION MARCH 29, 1977 4: 00 PM 1. A special meeting is called to hear and receive any recom- mendations and supporting charges of John S. Lassiter, Sr. City Manager, City of Dania, as to why he believes Fred C. Willis should not be reappointed as Chief of Police of City of Dania with a condition of the meeting being that no discussion shall be had at such meeting by the members of the City Commission, Fred C. Willis or the public gener- ally as to the merits of the recommendations and charges. Said John S. Lassiter, Sr. , is instructed to advise Clarke Walden, as attorney for Fred C. Willis, on or before noon of the meeting as to whether his recommendations and charges shall be verbal or written (so that Clarke Walden may determine the necessity of having a court reporter present. ) 2 . Appointment of agent of record for city insurance. 3 . Approving the binding of certain insurance policies. 4 . Resolution setting limits on automobile liability. S . Discussion of garbage contract. 6 . Discussion on establishing rates for parking at beach. t
