Lassiter City Attorney: Jack Milbery Police Chief: Fred Willis Personnel: Charlene Moore Absent: City Clerk: Wanda Mullikin (seminar) A motion was made by Commissioner Hirsch, seconded by Commissioner Cook to excuse Commissioner Donly from this meeting. The motion carried unanimously. Commissioner Donly to arrive later in the meeting. 1. Mr . Richard Marant, Assistant City Manager, opened discussion on awarding of bids for New City Hall construction. A motion was made by Commissioner Adams, seconded by Commissioner Hirsch to award contract on New City Hall construction to Garden Commercial Builders in the amount of $539 ,081.00. The motion passed on a roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - Yes 2. Attorney Clarke Walden, representing -Moulton & Schudel, opened discussion of proposed ordinance on beach parking. City Attorney Milbery read the title of Ordinance providing for a new method of controlling admissions at Dania Beach and pro- viding the necessary authority for the City to enter into a settlement with Moulton & Schudel vs City of Dania Suit on Beach Parking. A motion was made by Commissioner Adams , seconded by Commissioner Hirsch to adopt the ordinance as written on 1st reading. Mayor Bertino expressed his concern for free parking for Pier Restaurant patrons . After discussion, Commissioner Hirsch moved to amend Section 11 of the ordinance by adding "any receipts issued by the Fishing Pier complex equal to a child 's admission fee, excluding receipts issued in the restaurant will be entitled to free parking." The motion passed unanimously. The original motion, as amended, passed on the following roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - Yes A motion was made by Commissioner Adams, seconded by Commissioner Cook to declare this an emergency ordinance. The motion was carried unanimously. A motion was made by Commissioner cook, seconded by Commissioner Hirsch to accept the ordinance on beach parking, as amended, on 2nd and final reading. The motion was passed on a roll call vote: Commissioner Adams - Yes Commissioner Hirsch - Yes Commissioner Cook - Yes Mayor Bertino - Yes Mr . Clarke Walden, Attorney for Police Chief Willis , presented to all proper persons at this meeting a notice calling for a special meeting for Tuesday, March 29 , 1977 at 4:00 P.M. to hear and re- ceive recommendations as to why City Manager Lassiter believes Police Chief Willis should not be reappointed as Police Chief of the City of Dania. There will be no discussion at this special meeting by The City Commission, Fred C. Willis or General Public, in re- gards to the merits of the recommendations and charges . Parking rates at beach scheduled to be discussed at special meeting of March 29, 1977. Mr . Tom Calloway, Account Manager for Southern Bell for the City of Dania , discussed telephone system being considered for the New City Hall. No action taken at this time. 3 . City Manager Lassiter opened discussion on surplus tractor. A motion was made by Commissioner Hirsch, seconded by Commissioner Adams to advertise for bids for the surplus tractor. The motion carried unanimously. 4 . A motion was made by Commissioner Adams, seconded by Commissioner Cook to retain Mrs . Topsy Sims as Chairman and appoint Mr. Luther Sparkman and Mr. Robert Duncanson as Vice Chairmen to head a committee to maintain the Dania Elementary School Building. The motion carried unanimously. 5 . City Manager Lassiter opened discussion on insurance policies held by City of Dania . Special Meeting -2- March 28, 1977 Mr. Prank Porto, Insurance Agent;, presented a letter to the Commission indicating which policies would be due for renewal in the next few weeks and his recommendations regarding saving the city money on insurance premiums . Mayor Bertino asked Mr. Lassiter, city manager, to make a recommendation on what he felt should be done , Mr. Lassiter stated that he would recommend Mr. Porto as the agent of record. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to put on agenda for meeting of 3/29/77 consideration to appoint an insurance agent of record -to the City of Dania. The motion carried unanimously. A motion was made by Commissioner Donly, seconded by Commissioner Hirsch to put on the agenda for meeting of 3/29/77 consideration and possible action for approval of binding insurance policies' and emergency ordinance to change liability coverage on city vehicles . The motion carried unanimously. Mayor Bertino instructed City Manager Lassiter to notify the Fred S . James Co. to let them know what is taking place in regards to the insurance policies . A motion was made by Commissioner Hirsch, seconded by Commissioner Donly to adjourn the meeting.
