REGULAR MEETING
DANIA CITY COMMISSION

1. A motion was made by Commissioner Donly, seconded by Commissioner
Bertino to approve the minutes of regular meeting of February 22nd,
special meetings of February 16th, 17th, 23rd, & 28th and March 2nd,
workshop meeting of February 17th. Motion passed unanimously.
2 . Citizen's Comments
Murray Goodman, resident of Dania, thanked Mayor Duncanson and
Commissioners John Kay and Frank Adler for their outstanding
efforts way beyond the call of duty during their term of office.
3 . Bids
commissioner Adler made a motion, seconded by Vice Mayor Bertino
to close the bidding and open the bids for the new tractor/ loader
for the Public Works Department. Motion carried unanimously.
In order to save time, the mayor continued with the agenda until the
city manager opened the bids and had them ready to present. After
Item 4C, the City Manager mad the following bids to the commission:

On a motion by Commissioner Adler, seconded by Commissioner
Donly, the bids were turned over to the City Manager for his
tabulation and recommendation. Motion passed unanimously.
4 . Ordinances - Public Hearings
a a . The Mayor opened the public hearing on the 2nd reading of
an ordinance setting compensation for the mayor and commissioners .
Will. Brook, resident, stated that he was against this ordinance
and Mayor Duncanson expressed his objection to this ordinance
based on the fact that this year 's budget is tight and that many
city employees had not received increases . After further dis-
cussion, Commissioner Adler made a motion, seconded by Commissioner
Kay to adopt the ordinance on 2nd & final reading. Motion passed

b. Mayor Duncanson opened the Public Hearing on an ordinance
for 2nd reading prohibiting issuance of Plat Approvals and
Building Permits to applicants who have not paid their Special
Assessments or other liens due the City of Dania.
Commissioner Donly made a motion, seconded by Vice Mayor
to adopt this ordinance on 2nd reading. Motion passed on the
following roll call vote:
Commissioner Adler - No Commissioner Kay - No
Commissioner Bertino - Yes Mayor Duncanson - Yes
Commissioner Donly - Yes
C . Mayor Duncanson opened the Public Hearing on an ordinance relating
to the enforcement of parking ordinances , making it a violation
to fail to pay a citation for a violation of a parking ordinance.
On a motion by Commissioner Adler, seconded by Commissioner Kay,
the ordinance passed on the following roll call vote:
Commissioner Adler - Yes Commissioner Kay - Yes
Commissioner Bertino - Yes Mayor Duncanson - Yes
Commissioner Donly - Yes
d . Mayor Duncanson opened the Public Hearing on an ordinance for
2nd reading amending the Civil Service Rules .
On a motion by Commissioner Donly, seconded by CommissionerKay,
the motion passed on the following roll call vote:

5 . Emergency Ordinance
Due to the fact that the report from Rachlin & Cohen had just been
`E received prior to the meeting the commission felt that it would be
unwise to take action on the ordinance setting new sewer rates for
the city. Vice Mayor Bertino made a motion, seconded by commissioner
Donly to continue this public hearing until March 22, 1977 .

6 . a. The Mayor opened the Public Hearing on the resolution for the
financing of the new Fire Truck.
Commissioner Adler made a motion, seconded by Commissioner Donly
to adopt the resolution. Motion passed on the following roll

b. City Attorney Milbery read a resolution requesting the Broward
Legislative Delegation to have enacted as a special act of the
Legislature of the State of Florida , the Civil Service Rules of
the City of Dania, Vice Mayor Bertino, Commissioner Adler and
Cenunissioner Donly expressed their opposition to this resolution
based on the fact that they felt the city should have the control.
Mayor Duncanson expressed his concern that the Civil Service Rules
would not provide enough protection for the employees in that they
could be so easily amended or abolished by comet action.
Mr . LaCroix, Chairman of the Civil Service Board, expressed his '
views in favor of the resolution.
Commissioner Donly made a motion, seconded by Mayor Duncanson,
after passing the gavel, to adopt the resolution. Motion fililed
on the following roll call vote:
Commissioner Adler - No Commissioner Kay - No
Commissioner Bertino - No Mayor Duncanson - Yes
Commissioner Donly - No
7 . The Commission on a motion made by Commissioner Adler, seconded
by Commissioner Bertino, granted the City Manager authorization
to lease the boat docking facility on the Dania Cut-Off Canal
on a month to month basis . Motion passed unanimously.
S. On a motion by Commissioner Adler, seconded by Commissioner Kay,
the Commission authorized the City Manager to turn over to the
County Traffic Engineering Department, one (1) stripping machine
and a sign stock . Motion passed unanimously.

9 . Commissioner Donly made a motion, seconded by Commissioner Kay
to authorize the City Manager to advertise for proposals for tree
trimming and removal in the city. Motion passed unanimously.
10 . The Commission authorized the City Manag^r to advertise for bids for
extending water line and installing fire hydrants on North Federal
Ilwy. down Eller Drive. Cost to be expended from the Combined
Utility Fund.
11. a . There was no action taken on the appointment of a member
to the E. 0. C. G. Advisory Board. .
b. Commissioner Donly made a motion, seconded by Commissioner
Kay, to appoint Mrs . Bobby (Topsy) Sims as Chairman for the
restoration of the Dania Elementary School. Motion
carried unanimously.
12 . Commissioner Bertino made a motion, seconded by Commissioner
Adler to approve the bills for February 1977. Motion passed
on a roll call vote:

4 . Ordinances - Public Hearings
a) Second reading of the ordinance setting the compensation for
the position of Mayor and the position of City Commissioners;
and setting an effective date.
b) Second reading of an ordinance prohibiting issuance of plat
approvals & building permits to applicants who have not
paid their special assessments or other liens due the City
of Dania.
c) Second reading of an ordinance relating to the enforcement
of parking ordinances, making it a violation to fail to pay
a citation issued for the violation of a parking ordinance ,
providing a procedure for enforcement and providing a
penalty for a violation.
d ) Second reading of the ordinance amending the Civil Service Rules.

ordinance to increase the rates & charges for sewer service to
residential, commercial & industrial users & establishing an
effective date.

a) Public Hearing on the adoption of a resolution for the
financing of the fire truck.

b) Approval of the resolution requesting the Broward Legislative
