Lassiter, Sr. City Clerk: Wanda Mullikin City Attorney: Jack Milbery Police Chief: Fred Willis Zoning Consultant: Luther Sparkman Absent: Building Official: Tom Littrell Business 1 . A motion was made by Commissioner Donly, seconded by Vice Mayor Bertino, to approve the minutes of workshop meeting of Jan. 31, workshop meeting of Feb. 3 , special meeting of Feb. 3, workshop meeting of Feb. 8, regular meeting of Feb. Q special meeting of Feb. 9 , workshop meeting of Feb. 9. After having made a correction on the minutes of workshop meeting of Feb. 8 and also on special meeting of Feb. 3, the motion passed on a unanimous vote. 2. Citizens Comments None . 3 . Proclamation read by Mayor Duncanson regarding Big Brothers & Big Sisters Organization. Ms . Stephanie Botto arrived later in the meeting and briefed the commission on this organization. 4 . Mayor Duncanson asked Mr. Baker of Multi-Funding to present to the commission more information regarding his company and the types of plans that are available to the employees . Mayor Duncanson stated that the Commission was not able to speak knowledgeably at this time having not seen any information prior to this meeting. No action taken at this time. 5. Commissioner Donly made a motion, seconded by Commissioner Adler to adopt the revision of the present Affirmative Action Plan. Motion was carried by all. G . Motion was made by Vice Mayor Bertino, seconded by Commissioner Donly to table any action regarding contract of Spina & Romano, auditors , until new Commission is seated. Motion carried by all. F r- r�k` IS 7 . Ordinances - First Reading c a . A motion was made by Commissioner )cay, seconded by Commissioner Donly to adopt on 1st reading an ordinance revising the current Civil Service Plan. The mayor- called for a roll call vote: commissioner Adler - Yes Commissioner Kay - Yes commissioner Bertino - Yes Mayor Duncanson - Yes Commissioner Donly - Yes b. A motion was made by Commissioner Donly seconded by Vice Mayor Bertino to adopt on 1st reading an ordinance relating to enforce- ment of Parking ordinance. Motion was made by Commissioner Donly, seconded by Commissioner Kay to table until the regular commission meeting of March 7, 1977 the adoption of proposed sewer rate schedule. Motion was made by Commissioner Donly, seconded by Commissioner Kay to pass on 1st reading the ordinance prohibiting issuance of plat approvals and building permits to developers who have not paid assessments for improvements on other developments in the city. Mayor called for a roll call vote: Commissioner Adler - No Commissioner Kay - No Commissioner Bertino - Yes Mayor Duncanson - Yes Commissioner Donly - Yes 6 . Ordinances - Second Reading a . A motion was made by Commissioner Kay, seconded by Commissioner Donly to pass on 2nd reading the ordinance amending the pension plan for police officers concerning participant 's contributions ceasing upon his actual retirement date. Mayor called for a roll call vote: Commissioner Adler - Yes Commissioner Kay - Yes Commissioner Bertino - Yes Mayor Duncanson - Yes Commissioner Donly - Yes b. A motion was made by Vice Mayor Bertino, seconded by Commissioner Donly to pass on 2nd reading the ordinance amending the Fire Officer 's pension plan concerning participant 's contributions ceasing upon his actual retirement date. Mayor called for a roll call vote: Commissioner Adler - Yes Commissioner Kay - Yes Commissioner Bertino - Yes Mayor Duncanson - Yes Commissioner Donly - Yes f . Motion was made by Commissioner Donly seconded by Commissioner Kay to pass on 2nd reading the ordinance enacting an amended pension plan for police officers and firemen. Mayor called for a roll call vote: Commissioner Adler - Yes Commissioner Kay - Yes Commissioner Bertino - Yes Mayor=.Duncanson - Yes Commissioner Donly - Yes 9 . A motion was made by Commissioner Donly, seconded by Vice Mayor Bertino to accept the Atlantic Bank proposal for financing of the new fire truck . The annual principle amount is $153,610 .00 per annum for a 10 year period, interest rate at 5�% for the 1st year would be $8,064.52 with decreased amounts over the ten year period, last interest payment being $921.06 . Total amount to be financed $153,610.00. MoVAonceaftied b-,, all. A motion was made by commissioner Donly, seconded by Vice Mayor Bertino to instruct the City Manager and the City Attorney to prepare a resolution for public hearing for the financing of the fire truck for March 7 . Motion was carried unanimously. 10. A motion was made by commissioner Kay, seconded by commissioner Donly to advertise for bids on miscellaneous fire equipment. Motion was t carried unanimously. 4 ' ` Regular Meeting -3- February 22, 1977 11 . A motion was made by commissioner Adler, seconded by Commissioner Kay to purchase a larger mailing machine. Motion carried unanimously Mayor Duncanson instructed City Clerk Mullikin to contact Friden business machines for a.- competitive price. 12 . Mayor Duncanson requested no action be taken to advertise in the Scotia News . 13 . A motion was made by Vice Mayor Bertino, seconded by Commissioner Donly to adopt a resolution petitioning the National Park Service in the U.S . Congress to make the area generally known as West Lake a National Park. Mayor called for a roll call vote: Commissioner Adler - Yes Commissioner .Kay - Yes Commissioner Bertino - Yes Mayor Duncanson - Yes Commissioner Donly - Yes County Commissioner Anne Kolb was present to answer any questions. Addendum 14 . A motion was made by Commissioner Donly, seconded by commissioner Kay to accept the resignation of Mrs . Veta Mae Peterson from the E.O.C.G. Advisory Board. Motion was carried unanimously. Mayor Duncanson instructed City Manager Lassiter to place on the agenda of the next regular meeting possible appointments to replace Mrs . Peterson. Comments Mayor Duncanson announced special meeting of 2nd rdading on re-zoning to be held Feb. 23 , 1977 . vice Mayor Bertino inquired as to the status of the suit settlement on the beach parking and commented on the amount of revenue the city is doing without because of parking fees not being collected for the use of the beach. Mayor Duncanson inquired as to the status of the garbage contract which is due to expire on Feb. 28, 1977 . city Manager Lassiter stated that provision will be made to handle pick-up of garbage in case contract is not picked-up in time.
