MINUTES
REGULAR MEETING
DANIA CITY COMMISSION
JANUARY 25 , 1977

Business
1. A motion was made by Commissioner Kay, seconded by Commissioner
Donly to approve the minutes of the regular meeting of January 11,
Continuation of Jan. 11 meeting on Jan. 12 , Special meeting of
January 12 and the workshop meetings of Jan. 6th B 10th. The
motion passed on a unanimous vote .
2 . Citizens Comments
The Mayor recognized visiting Boy Scouts , and announced up-coming
meetings.
3 . De-annexation
Discussion was held on the request of Mr. Moschella to be de-
annexed from the City of Dania. A motion was made by Commissioner
Donly to survey the property and get an accurate legal description.
Commissioner Donly withdrew his motion and restated the motion
to read that the City Manager be instructed by the Commission
to pursue the process of de-annexation and to examine funding for
any legal requirements . Vice Mayor Bertino seconded. The motion
passed unanimously.
4 . A motion was made by Commissioner Adler, seconded by Commissioner
Kay to authorize the City Manager to advertise for bids for a
tractor for public works. The motion passed on a 4-1 vote.
Vice Mayor Bertino voted no.
5 . Ordinances - First Reading
a ) A motion was made by Commissioner Adler, seconded by
Commissioner Donly to pass on first reading the ordinance
on fire and police pension plans, based on the recommendation
of the pension committee. The motion passed unanimously.

b) A motion was made by Commissioner Donly, seconded by Vice
Mayor Bertino to pass on first reading the ordinance adopting
into the City plan , Senate Bill 1000 permitting employees to
remain on group insurance after retirement providing they pay
the premiums. The motion passed unanimously.

c ) A motion was made by Vice Mayor Bertino, seconded by
�. Commissioner Donly to table the ordinance requiring fire
lanes in shopping center parking lots. The motion passed
by a unanimous vote .

Commissioner Kay to pass on first reading the ordinance amend-

to pass on first reading an ordinance
amending the firemen' s pension plan providing that a fireman
may contribute to the pension plan until his actual date of
retirement. The motion passed by a unanimous vote.

g) A motion was made by Commissioner Donly, seconded by
Commissioner Adler to pass on first reading an ordinance
amending the general employee' s pension plan providing that
deferred retirement benefits be based on employeed credited
service to the date of his deferred retirement date . The
motion passed by a unanimous vote.

5 . Public Hearin A motion was made by Commissioner Donly,
seconded by Commissioner Adler to pass on seconded reading
the ordinance amending zoning ordinance #100 providing for
a limited time for re-applying for a variance or special
exception use. The motion passed on a unanimous vote.

A motion was made to declare an emergency the ordinance auth-
orizing the City Manager to have parking meters installed in
the Fronton area, by Vice Mayor Bertino, seconded by Commiss-
ioner Donly. The motion pass unanimously. A motion was made by
ca. Dc :ly, seconded by Vice Mayor Bertino to amend Sec . 1 to
'I. E. Fronton Blvd. from Dania Beach Blvd. to N.E. 2nd Street.

7 . A motion was made by Vice Mayor Bertino, seconded by Commissioner
Donly to defer the comprehensive Plan to a workshop meeting
prior to making a commitment to a planning consultant. The
motion passed by a unanimous vote.
8 . City Manager Lassiter reported that Recreation Director Tomaini
had been in touch with Glen Logan from Y-100 concerning the
iK July 4th concert that the radio station would like to sponsor.
The Commission had expressed their desire at the last meeting
for Y-100 to work with the City on Dania Days scheduled for
November. Mr. Logan is to report back to the Commission the
station'splans for the 4th of July.
9 . A motion was made by Commissioner Donly nominating Mrs. Eby
and Mr. Fording to the Arbitration Board for firemen. The
motion died for a lack of a second. Commissioner Kay made
a motion to appoint Mr. Fording and Mr. Wenkstrom to the
Board, but the motion died for lack of a second. A motion
was then made by Commissioner Adler to appoint Mrs. Jeanette
Eby and Mr. Charles Fording, Vice Mayor Bertino seconded and
the motion passed by a unanimous vote.
10 . There was much discussion on the request from the Dania
Housing Authority for $15 ,000 from the City. Sterling Collins,
Chairman appeared before the Commission. A motion was made
by Commissioner Adler, seconded by Commissioner Donly to
authorize an expenditure up to $15, 000 as seed money for the
Dania Housing Authority, upon the submission to the City
Manager and approval by the City Commission of a budget
for the use of this money, to be disbursed as needed and to
i,i to the City when the Housing Authority becomes
a solvent entity. The motion passed on a 4-1 vote.

11 . A motion was made by Commissioner Adler, seconded by Commissioner
Kay to table indefinitely the resolution from the Broward County
School Board governing the use of yearbooks . The motion passed
on a 4-1 vote. Mayor Duncanson voted no.

13 . A motion was made by Commissioner Adler, seconded by
Commissioner Kay to appoint Murray Gooman as labor negot-
iator for the general employee' s contract at a $1,000 minimum
base fee for up to 25 hours and anything after that $35. an hour.
The structure is based on the continued assistance of Mrs. Moore.
The motion passed unanimously.
14. A motion was made by Commissioner Adler, seconded by Commissioner
Kay to approve the City Manager' s request to grant permission
to a film company to make a movie at Dania beach on Thursday,
January 27th at sunrise. And for the City Attorney to draw up
an ordinance for future filming. A fee to be set at $100 and
proof of liability insurance. The motion passed unanimously.
15 . The Commission requested the City Attorney to draw up a resolution
to place some exit signs on 1-95 indicating Dania exits.
The Mayor requested the City Manager to set up a workshop
meeting with the auditors to go over last year's audit.
