1. The second Public Hearing for consideration and possible action
on a resolution setting the millage rate at 6.260 was opened.
After discussion, Commissioner Donly made a motion seconded by
Commissioner Adler to amend the resolution and set the millage at
4.9170. Motion passed unanimously.
2. Consideration and Possible action on an ordinance adopting the
1976-77 budget.
Commissioner Donly made a motion, seconded by Commissioner Kay
to declare this item as an emergency due t¢ thecfact,that the
required days for advertising was not met. Motion passed on
the following roll call vote:
Commissioner Adler - yes
Vice Mayor Bertino - yes
Commissioner Donly - yes
Commissioner Kay - yes
City Manager Lassiter presented revised budget figures depicting
changes made by the Commission at various Workshops. There was
much discussion in reference to creating an additional position
for a Safety Director. Commissioner Adler made a motion that
the Safety Director be approved. Motion died for lack of second.
Commissioner Donly made a motion, seconded by Commissioner
Adler to pass the ordinance on second reading, adopting the
1976-77 budget as amended with the exception of the Safety
Director position. Motion passed on the following roll call
vote:
Commissioner Adler - yes
Vice Mayor Bertino - yes
Commissioner Donly - yes
Commissioner Kay - no
