On a motion by Commissioner Kay, seconded by Commissioner Donly the Commission voted to approve the minutes of the workshop meetings of January 26th, January 28th, February 9th and the Regular meeting of February 3rd, 1976. 3, Citizens Comments City Manager Kooser introduced the new assistant to the City Manager, Mr. James Smith. Mr. Smith came from the Dade County Public Defenders office where he served as a law clerk in legal intern. He has a law degree from Florida State University and is currently studying for his bar. He has been with the Florida Probation Parole Commission and Nova High School. Mayor Duncanson read a proclamation on Brotherhood in remembrance of the four chaplins who gave their lives for others in the sinking of the USS Dorchester. . On a motion by Commissioner Adler, seconded by Commissioner Kay the Commission recommended that Bill Kelley Chevrolet of Hallandale be awarded the bid for the purchase of 4 police sedans in the amount of $19,140.96 and 1 police station wagon in the amount of $4,930.24. Motion passed unanimously. 5. On the consideration of an ordinance increasing the discretionary limits of the City Manager's purchasing ability the following action was taken: vice Mayor Bertino made a motion, seconded by Commissioner Kay to leave the bidding and purchasing procedure as it stands. Upon passing the gavel to Vice Mayor Bertino, Mayor Duncanson moved to amend the motion by eliminating the provisions in the ordinance of the step between $1,000 and $2,500 so that it would read that the City Manager could purchase supplies and equipment in an amount up to $1,000 without Commission approval. Commissioner Donly moved to amend the ordinance to include this and motion seconded by Commissioner Adler and passed on the following roll call vote: w Commissioner Adler - yes '-r Vice Mayor Bertino - no Commissioner Donly - yes 4 Commissioner Kay - Yes wry Mayor Duncanson - yes ' Upon discovering that this ordinance should have been on the agenda for second reading and had been advertised for public hearing Mayor Duncanson ri sE s 4=° opened the public hearing. After discussion Mayor Duncanson declared the public hearing closed. City Attorney Milbery ruled that since this item had been put on the s agenda as first reading, it could only be passed as that. Commissioner Kay made a motion, seconded I by Commissioner Donly that Apex Roofing Company be awarded the bid i' for the repair of the police roof. Motion passed unanimously. ?, Comrissioner Donly made a motion, seconded by Commissioner Adler to adopts resolution authorizing the proper City Officials to sign an a reement with Broward County for Community Development Block Grant funding for a sewer transmission line and the demolition of condemned housing. motion passed unanimously. S. The Gold Coast Cable TV franchise was discussed. Commissioner Donly made a motion, seconded by Commissioner Kay to cancel the franchise and cash the $5,000 surety bond, because Gold Coast Cable TV had not com- plied with the 120-day period in the agreement. Commissioner Adler commented that due to the economic situation, he did not think that the City should force the forfeiture of the surety bond. Commissioner Donly withdrew his motion and made a motion to cash the surety bond if the Commission does not have representation and an ex- planation at the next commission meeting concerning why they should not. Notion died for lack of a second. Commissioner Adler made a motion, seconded by Commissioner Kay to have City Manager Kooser notify Florida Gold Coast Cable TV to have a repre- sentative at the next meeting to show cause why the bond should not be forfeited and the franchise not be cancelled. Motion passed with 'lice Mayor Bertino voting no. 9, Mr. James Kest presented a request for a Broward County Youth Fair to be held on the King tract. The general feeling of the Commission was that this would be an asset to the City. On a motion by Commissioner Kav, seconded by Commissioner Donly the Commission unanimously approved this request contingent on City Manager Kooser's approval and coordination. 10. Coranissioner Kay made a motion, seconded by Commissioner Donty to appoint Kr. Thomas Littrell, Building Official, as a representative to the Broward County planning Council Technical Advisory Committee. Motion passed unanimously. Vice Playor Bertino made a motion, seconded by Commissioner Donly that Mayor Duncanson be appointed as a delegate from the City to the Congressional City Conference in Washington, D.C., March 14th through 16th. Notion passed unanimously. 12. Tile Commission decided not to change the meeting date of March 2nd due to the fact public hearings were already set. 13. Commissioner Donly made a motion, seconded by Vice Mayor Bertino to pay the premiums for special accident policies for volunteer fire personnel and police reserve personnel. Motion passed unanimously. COMbJENT S City Manager Kooser stated that the Insurance Advisory Committee would be meeting at 5:00 p.m, Wednesday, February 18th to discuss City policies including group policies and general liability premiums, Commissioner Donly commented on the nice time he had at the Dania Social Services banquet and that he was proud of the fact that tribute was paid to the City of Dania for their Social Services program.
